Gujarat Day 2022: Check these traditional Gujarati dishes that you must try

The first day of May is significant for the people of Gujarat as it commemorates the establishment of the state. The day also marks the the struggle taken by people to have a separate state.

On 1 May, 1960, the former state Bombay was bifurcated and two new states - Maharashtra and Gujarat - were formed. The separation was done on linguistic basis. Where Marathi-speaking people settled in Maharashtra, Gujarati-speaking people moved to Gujarat.

Gujarat was established as the 15th state of the Indian Union. Every year on its foundation day, parades and other events take place across the state. A grand parade is organised at the Sabarmati Waterfall in Ahmedabad.

On this special day, we bring to you some dishes that are popular in the state of Gujarat and you must try:

Dhokla: This is one of the most recognisable Gujarati foods around the world. It is an unsweetened spongy cake made of fermented rice and chickpeas. Dhokla is best consumed after frying it with mustard, cumin seeds, and curry leaves. It is eaten with methi chutney or coriander or mint chutney.

Khandvi: This is one of the most common Gujarati breakfast recipes anyone can make. It is widely preferred because of its soft texture. Khandvi gives an alluring sweet and salty taste that is adorned not only by Gujaratis but also Maharashtrians.

Thepla: This is a flatbread that is prepared with fenugreek leaves, wheat flour and cumin seeds. With a combination of curd and chutney, Theplas can be consumed when both hot or cold.

Dal Dhokli: As the name goes, Dal Dhokli is prepared with lentils or dal and is made into a thick sweet and spicy gravy. It further contains pieces of Dhokli that are prepared with wheat and chickpea flour. This tasty dish can be enjoyed both as a snack or a complete meal.

Basundi: This is a traditional sweet dish that is made with sweetened condensed milk and dry fruits. On special occasions, people customise this sweet dish by adding saffron in it. To end the day on a sweet note, Basundi is a must-have.

Maharashtra Day 2022: Here are few Maharashtrian dishes that you must try

Maharashtra Day is grandly celebrated on 1 May every year and marks the anniversary of the state's foundation. Apart from International Labour Day, which falls on the same date as well, people in Maharashtra observe this special day with great zeal and enthusiasm.

The Bombay Reorganization Act came into effect on 1 May, 1960, after several protests demanding the creation of an individual state. The demand for a separate state of Maharashtra was first made by the Sanyukt Maharashtra Andolan.

So, with the Bombay Reorganization Act, the earlier province (Bombay) got divided into two states - Gujarat and Maharashtra. Those who were speaking Kutchi and Gujarati, became part of Gujarat, while those who spoke Konkani and Marathi became part of Maharashtra. This division of the state was done on the basis of the language that people spoke.

Maharashtra remains famous for its cuisine. From the lip-smacking puran poli to the delicious pav bhaji, there is no dearth of dishes in the state for a foodie to try. On Maharashtra Day, here are few Maharashtrian dishes that you must try:

Pav Bhaji: This is one of the most famous and easy Maharashtrian dishes that anyone should try. It consists of a thick vegetable curry served with soft bread rolls.

Puran Poli: This delicious dish is a sweet version of paratha. The stuffing inside the paratha is made from jaggery, yellow gram, cardamom powder, dal, plain flour and ghee. It is a popular dish in the state during any festive occasion and can be eaten at any time.

Ragda Pattice: A big part of Maharashtra’s delicious street food, this flavourful dish is prepared using curried dried peas and potato patties. The patties are dipped in the gravy (ragda) and topped with chutneys.

Misal Pav: This is one of the most famous Maharashtrian dishes which is believed to be the king of street food. This dish consists of pav (Indian bread roll) and misal, which is a spicy curry made out of moth beans. Before serving, the dish is garnished with farsan, sev, aloo laccha, among other items.

Thalipeeth: It is a multi-grain pancake that is also savoured in the region of North Karnataka. This famous Maharashtrian dish is made from a special type of flour called ‘bhajanee’. The flour comprises wheat, bajra, roasted grains like rice, jowar and legumes such as chana and urad. After preparing the dough, mix it with finely chopped onions, coriander, and other vegetables and spices, before frying the mix on a girdle.

Gujarat Day 2022: Here are some messages to wish your friends and family

Gujarat Day is celebrated on 1 May every year. The day commemorates the establishment of the state in 1960 when Bombay was bifurcated into two states -Maharashtra and Gujarat.

The proposal for a separate state was made during a conference of the Gujarat Sahitya Sabha that was organised in the city of Karachi in 1937. The map of a separate state was published in a journal along with Devshavji Parmar's poem with its title reading 'Uthtrishta Jagrat'.

The state of Bombay was formed on 1 November 1956 with the States Reorganization Act, 1956 coming into force. According to the Bombay Reorganisation Act, 1960, the state of Bombay got divided into two separate states Maharashtra for Marathi-speaking people while Gujarat was for Gujarati-speaking people.

Gujarat was established as the 15th state of the Indian Union. While, Gujarati originated as an Indo-Aryan language that had emerged from local Prakrits and Sanskrit.

In Gujarat, the day is celebrated in a grand way with parades and other events that are organised by the state government. A parade is also organised at the Sabarmati Waterfall in Ahmadabad.

Uttar Pradesh: 12 wagons of coal-laden freight train derail in Etawah

A freight train carrying coal towards Kalanaur in Haryana got derailed on the dedicated freight corridor track between Barthana and Ekdil stations in Uttar Pradesh on Saturday, officials said.

Following the incident, Railway and police officials reached the spot and started clearing the debris of the goods train from the railway track. No casualty has been reported in this accident.

Superintendent of Police (rural) Satyapal Singh said 12 bogies of the train were derailed and the coal got scattered around the tracks. Some of the tracks have been damaged owing to the accident.

Officials said the railway's Kanpur-Tundla route has been closed following the derailment.

The incident comes amid a power crisis in the country when powers plants across the country are struggling to keep up with the rising demand of electricity as they struggle with acute coal shortages. It has been alleged that if the track is not repaired on time it may affect coal supply on the line.

On Friday, the railways had cancelled 753 trips -- 363 of mail or express trains and 390 of passenger trains -- in the SCER and the NR railway to facilitate coal freight movement.

S Jaishankar: From a seasoned diplomat to an assertive and outspoken Foreign Minister

India is truly proud to have Subrahmanyam Jaishankar as the External Affairs Minister (EAM) at a crucial time in global affairs when the COVID-19 pandemic has brought enormous challenges to the country’s diplomacy, among other things, and the emergence of a new and complex Cold War between the United States and Russia — two erstwhile super Cold Warriors — has raised newer concerns.

A diplomat par excellence with a career spanning nearly four decades, Jaishankar has been instrumental in addressing arduous issues affecting India’s relations with major powers. He has played a key role in negotiations leading to the signing of the 123 nuclear agreement with the United States for civil nuclear cooperation and the conclusion of a new defence framework to guide security ties between the two countries. Later, he deftly handled the Devyani Khobragade episode that threatened to almost derail the painstakingly constructed India-US strategic partnership.

More significantly, when Prime Minister Narendra Modi made his maiden visit to the US after about a decade of visa denial, it was Ambassador Jaishankar who facilitated the summit meeting between President Barack Obama and the Indian Prime Minister.

Jaishankar, in addition, was the longest-serving Indian Ambassador to China where he not only played a pivotal role in shaping the bilateral relations but also acted sturdily to counter the uncalled-for Chinese moves to inflame Indian sentiments. When China issued visas to Indian visitors with maps showing Ladakh and Arunachal Pradesh as part of Chinese territories, he instructed the Indian embassy to issue visas to Chinese visiting India with maps showing all those areas as part of Indian territory. No wonder, China quickly revoked its policy!

Jaishankar knew how to handle the Chinese diplomatic moves with fitting rejoinders and it was indicated more recently in his remarks on the state of Sino-Indian relations when Chinese Foreign Minister Wang Yi visited India in the backdrop of the Ukrainian War. Wang’s visit to India was apparently to mend fences in the face of severe Western sanctions on Russia and the ongoing economic Cold War between the US and China. Jaishankar was candid when he said that India-China relations “are not normal now” and asserted that “so long there are very large deployments [of Chinese troops]”, border situations could not be “normal.”

Jaishankar is the 30th foreign minister of India since Independence. Some leaders served as Prime Minister and Foreign Minister at the same time. But none of the former foreign ministers had a doctorate degree in international affairs to their credit. None of them had served as the number one officer — the Foreign Secretary of India. Credit must go to Prime Minister Narendra Modi for picking Jaishankar as the EAM who was also elected as a Rajya Sabha member from Gujarat.

A scholar-cum-diplomat-cum-political leader, Jaishankar today represents an India that has come a long way from the early days of Independence to play an important role in global affairs in its capacity as an economic powerhouse, resilient democracy and nuclear weapon power.

Nowhere this new India is better mirrored than in open statements that EAM Jaishankar has made in recent weeks while interacting with foreign leaders and dignitaries and particularly in responding to critical observations about India’s position on the Russia-Ukraine war.

India was facing charges that it was buying Russian energy resources while the international community was seeking sanctions on Russia for its invasion of Ukraine. The EAM’s bold retort was factual, logical and intellectual. He stated that if the EU member countries could continue to buy Russian oil despite sanctions, why was India asked to stop its minimal imports from Russia — several times less than the EU imports from Russia!

India was under apparent pressure to condemn the Russian invasion of Ukraine. Jaishankar explained that India supports peace, dialogue and discussion to resolve conflicts and that India is opposed to “violence” and believes in respect for the “sovereignty and territorial integrity” of all nations. Clearly, such a position is not supportive of what Russia has done in Ukraine and at the same time it does not consider that condemnation or seeking political isolation of Moscow is the key to resolving conflicts.

To set at rest reported Western disappointment over India’s approach to the European crisis, Jaishankar reacted by asking a counter-question regarding their stand on cases of violation of territorial integrity and use of force in an attempt to settle disputes in Asia that were known to the world for over a decade.

Jaishankar is all for the furtherance of the India-US strategic partnership. He has extended India’s full cooperation to the Quad initiative to maintain peace and stability in the Indo-Pacific. But he has also cautioned that expecting Quad to go beyond the Indo-Pacific and take unified positions on events in Europe would compromise the initiative’s strategic goals.

Moreover, EAM Jaishankar has also reminded the international community not to judge India on the basis of its standards and has rather urged them to understand India on the basis of relevant national causes and interests. This is indicated in the way he answered American allegations of human rights violations in India when he alerted the US officials that India too is well aware of human rights conditions in their country. What he meant were mutual understanding and unidirectional statements or observations.

There was a time when the Indian foreign policy community was either feeling insulted or complaining about Western misperceptions and negative comments about India. Now we have a foreign minister who explains in a language that can be better understood by foreigners.

Jaishankar, in addition, is straightforward when Indian political leaders and opinion-makers either exhibit their ignorance or seek to politicise an issue that only benefits India’s adversaries. He boldly countered Congress leader Rahul Gandhi’s allegations that the government’s neighbourhood policies are pushing China and Pakistan closer toward each other. The EAM with little hesitation suggested that Rahul Gandhi needs “history lessons”. The political class in India needs to know the history of international relations before commenting on issues that can affect India’s national security.

Today, we are witnessing a changing global order and dynamic security scenarios where a knowledgeable, articulate and at the same time affable leader is in charge of a country's foreign policy. With deep insights into Indian history, society and culture and the ability to draw ideas and inspirations from Indian epics and philosophy, Jaishankar seems to be a role model for Indian diplomats and leaders.

It is his ability to explain India and its policies in a convincing way that has led the US, the EU, Japan, Australia and many other countries to understand and appreciate India’s policies and positions on the Ukrainian issue as well as other critical developments impacting the current global order.

Kerala lottery 2022: Karunya KR 547 results out at 3 pm, first prize Rs 80 lakh

The Karunya KR 547 results will be declared by the Kerala lottery department at 3 pm today, 30 April. The results will be announced on the official website of Kerala Lottery. The Karunya KR 547 lottery draw will take place at Thiruvananthapuram’s Gorky Bhavan.

At 3 pm, Karunya KR 547 lottery live results will be available, while the detailed results will be announced from 4 pm onwards. For the convenience of the ticket holders, the KR 547 lottery results will also be published in the Kerala Government Gazette.

The first prize of the Karunya KR 547 lottery is Rs 80 lakh. The second prize winner will get an amount of Rs 5 lakh, while the third prize winner of the Karunya KR 547 will take home an amount of Rs 1 lakh. However, it is to be noted that a lottery tax deduction of 30 per cent and agent lottery commission of 10 per cent is applicable to the prize amount won.

Here is how you can claim the prize money

After the Karunya KR 547 lottery results are announced, the winning ticket holders should verify their numbers by matching them with the results published in the Kerala Government Gazette. Winning ticket holders should submit their Karunya KR 547 tickets to the Kerala Lottery Office in Thiruvananthapuram. For the verification process, a valid photo identity proof is also required presented.

The verification must be completed within 30 days of result declaration, or the Karunya KR 547 lottery prize money will not be given to the winning ticket holders.

Those who win a prize of Rs 5,000 or more are required to go through a verification process at the Kerala lottery office. On the other hand, people who win an amount of  less than Rs 5,000 can go to any authorised lottery outlet in the state to claim their prize.

Patiala clashes: IG, SSP among 3 police officers transferred; internet, SMS services suspended till 6 pm

The Punjab government on Saturday transferred the inspector general of police (Patiala Range), the Patiala senior superintendent of police and the superintendent of police with immediate effect, a day after clashes between two groups over an anti-Khalistan march left four people injured.

The police officers were transferred under the directions of Chief Minister Bhagwant Mann

A spokesperson of the Chief Minister's Office said Mukhwinder Singh Chinna has been appointed as the new IG-Patiala Range while Deepak Parik will be the new senior superintendent of police for Patiala.

Wazir Singh has been appointed as the new superintendent of police of Patiala.

Also on Saturday, the Punjab government suspended mobile internet and SMS services, except voice calls, in Patiala.

The order to suspend the services was issued by the home affairs and justice department and heavy police security was deployed at the site of the clashes outside the Kali Mata temple in Patiala.

The four people were injured as the two groups clashed outside a temple in Patiala and hurled stones at each other on Friday and police fired in the air to bring the situation under control.

Ayushman Bharat Diwas: All you need to know about PM-Jan Arogya Yojana

The nation observes 30 April as Ayushman Bharat Diwas.  The day marks the launch of the Ayushman Bharat Yojana in 2018 by Prime Minister Narendra Modi. The scheme provides healthcare benefits to millions of Indians who cannot afford proper medical facilities.

The Ayushman Bharat scheme provides approximately 50 crore beneficiaries with coverage of up to Rs 5 lakh per family per year for secondary and tertiary care hospitalization. The main part of the healthcare scheme is the Pradhan Mantri-Jan Arogya Yojana (PM-JAY), which was launched in 2018.

On Ayushman Bharat Diwas, here is all you need to know about PM-JAY :

  • The PM- Jan Arogya Yojana is the largest health assurance scheme globally and covers over 10 crore poor and vulnerable families. These families form the bottom 40 percent of the country’s population.
  • The scheme provides a health cover of Rs 5 lakh per member every year for secondary and tertiary hospitalisation. All pre-existing conditions are covered from day under the scheme. COVID-19 is also covered under the PM-JAY scheme.
  • The scheme provides cashless hospitalization. It also covers 15 days of post-hospitalization expenses and up to three days of pre-hospitalization treatment costs.
  • The PM-JAY scheme is fully funded by the Union government. The cost of implementation is shared between the Centre and the states.
  • The PM-JAY is portable across the country, meaning that the beneficiaries can access cashless benefits from empanelled public/private healthcare facilities all over India.
  • Till date, over 3.11 crore hospital admissions have taken place under the scheme, according to the official website.
  • The government also launched the Ayushman Bharat CAPF scheme last year to provide cashless healthcare benefits to CAPF personnel from all seven forces- BSF, CISF, CRPF, Assam Rifles, ITBP, NSG and SSB. This personnel, and their dependents, will be provided the benefits through Ayushman Bharat PM-JAY IT platform.

Ayushman Bharat Yojana was started by PM Narendra Modi on 30 April 2018, Since then, 30 April is celebrated as Ayushman Bharat Diwas.

Madhya Pradesh: Judge's driver's daughter clears civil judge exams in first attempt

A 25-year-old girl, whose father is a car driver to a judge, has cleared the post of Behavioral Judge (Civil Judge) class-II recruitment examination in her very first attempt in the Neemuch district of Madhya Pradesh.

Arvind Kumar Gupta, who drives the car of a judge from Jawad town in Neemuch district, told PTI Bhasha on Thursday, "I am extremely happy that my daughter Vanshita who in her very first attempt cleared the exams. I am proud her."

Gupta, who has been working as a judge's car driver for 20 years, said his daughter studied law at a college in Jaipur and then prepared for the behavioral judge class-II recruitment exam at a coaching institute in Indore.

Vanshita, who cleared the exams on her first go said, “I have a lot of respect for my father's profession. He has always encouraged me."

She always said that she wanted to become a pilot before entering Class 10, reported Navbharat Times. But she changed her mind after she visited the court with her father one day and decided that she wanted to be a judge instead.

College girl caught with heroin worth Rs 30 Crore in Punjab

A college girl and two other people have been arrested by the Counter Intelligence (CI) wing of the Punjab Police on Thursday who confiscated a consignment of heroin weighing around 6 kilograms, worth over Rs 30 crore in the international market, from them.

According to a report by Hindustan Times, the trio was arrested from the outskirts of Amritsar city near the Vallah bypass.

They were travelling in an SUV when they were intercepted by police following a tip-off. The college girl has been identified as Lovepreet Kaur, a resident of Kotkapura of Faridkot district.

The two others arrested have been identified as Deep Rai and his cousin Mehak Rai of Mahawa village, which is located very close to the India-Pakistan international border in Amritsar district.

The report mentioned its sources saying that Lovepreet is pursuing MSc from a renowned college in Punjab. The privy also said that the consignment was smuggled from the Pakistan side and was to be sent to Delhi.

As per a report by The Tribune, Lovepreet and Deep were allegedly in a relationship for the past one year. Deep was a frequent visitor to her college and they soon became friends. The police said the girl claims be innocent and has been denying her role into the matter, but her involvement could not be ruled out as investigations were still on.

Meanwhile, there was no criminal record of Lovepreet with the police. An official source to The Tribune said that the three were arrested when they were going to supply the consignment to someone. The drugs were concealed near the hand brake of the SUV they were travelling.

The trio was produced in a local court and they have been sent on three-day remand for further probe. A case under the NDPS Act has been started against them.

India logs 3,377 new COVID-19 cases, 60 deaths in last 24 hours; positivity rate up at 0.71%

India logged 3,377 new COVID-19 cases and 60 deaths in the last 24 hours, the Ministry of Health and Family Welfare (MoHFW) informed on Friday morning. The country's total tally of COVID-19 cases has now risen to 4,30,72,176 (4 crore 30 lakh 72 thousand 1 hundred and 76).

The fresh infections reported were marginally lesser than 3,303 cases reported on Thursday.

India's daily positivity rate has now jumped to 0.71 per cent, up from 0.66 per cent reported on Thursday. The weekly positivity rate is at 0.63 per cent.

The number of COVID-19 active cases has now risen to 17,801. In a span of 24 hours there has been an increase of 821 cases recorded in the active COVID-19 caseload. Active cases stand at 0.04 per cent of the total cases, the health ministry informed.

With 60 casualties due to COVID-19 in the country in the last 24 hours, the death toll has now climbed to 5,23,753 (5 lakh 23 thousand 7 hundred and 53).

As many as 2,496 patients recuperated from COVID-19 in the last 24 hours, increasing total recoveries to 4,25,30,622 (4 crore 25 lakh 30 thousand 6 hundred and 22). India's recovery rate is currently at 98.74 per cent.

According to the Indian Council of Medical Research (ICMR), 4,73,635 (4 lakh 73 thousand 6 hundred and 35) samples were tested for COVID-19 in the country in the last 24 hours.

Since the beginning of the COVID-19 pandemic, 83,69,45,383 (83 crore 69 lakh 45 thousand 3 hundred and 83) samples have been tested in India.

The nationwide COVID-19 vaccination drive which was started in India on 16 January, 2021, is going on in full swing. Since the start of the drive, more than 188.65 crore vaccine doses have been administered.

As per the data by the health ministry, 22,80,743 (22 lakh 80 thousand 7 hundred and 43) doses of COVID-19 vaccine have been administered to the beneficiaries in the last 24 hours.

BJP's Sudhanshu Trivedi leads e4m 50 top Party Spokespersons list, five non-BJP spokies in top 10

Sudhanshu Trivedi, Bharatiya Janata Party (BJP) MP and veteran political spokesperson, has been awarded the first place in the list of 50 Party Spokerspersons ranking released by the exchange4media group on Thursday.

BJP's national spokesperson Sambit Patra ranks two in the list, while party's Gaurav Bhatia is on the fourth spot.

The e4m group launched a first-of-its-kind initiative with the first-ever 50 Party Spokespersons rankings on 28 April at the India International Centre. There are five non-BJP Spokespersons in top 10 -- Randeep Singh Surjewala, Abhishek Manu Singhvi, Raghav Chadha, Priyanka Chaturvedi and Anurag Bhadouria.

When an iftar party at Banaras Hindu University created a storm

It appears that educational institutions across the country is the new hotspot for protests and violence.

After Delhi’s Jawaharlal Nehru University (JNU) witnessed violence on Ram Navami, allegedly over the serving of non-vegetarian meals at the hostel, this time Banaras Hindu University in Uttar Pradesh was the centre of protests and counter-protests on Friday.

The reason for the protests: an iftar party and anti-Brahmin graffiti on the walls of the university.

Here’s all we know of the incident that caused a storm at the reputed educational institution.

The incident, explained

On Wednesday, Vice-Chancellor (V-C) Sudheer Kumar Jain attended an iftar party hosted by the varsity’s girls’ hostel. The BHU’s public relations office posted images of the event on their Twitter page.

However, the iftar party at the university wasn’t welcomed by all and a group of students protested against Jain, alleging that the V-C had started a ‘new practice of attending iftars’.

The students burnt his effigy outside his residence on Wednesday night and said the institution’s head was indulging in appeasement politics.

Clips of the protest circulating on social media also showed a group of men shouting, “V-C murdabad, BHU mein iftaari nahi chalegi, nayi parampara band karo (Iftaari won’t be allowed in BHU. Stop these new traditions).”

A protesting student said the V-C was trying to impose a new tradition and trying to politicise the campus.

Another student told Indian Express that the group was objecting to the V-C attending the iftar as it is a new practice started by Jain. “Why doesn’t he attend fasting events during Navratri and Basant Panchami? Why is he only going for iftar? This never happened. It is new, and we condemn it,” he added.

The protesting students alleged that the V-C was indulging in appeasement politics and his action was against the culture of the university.

“I have been here at this university for the last five years. No such party was held earlier. The V-C held a press conference to announce this and said that the university is holding an iftar party for the last many years whereas this is the first time any such event was held here. We strongly condemn this decision,” a student told Hindustan Times.

Shortly after the protests outside the V-C’s residence, anti-Brahmin slogans appeared on the walls of the university. The graffiti read: ‘Brahmin teri kabra khudegi, BHU ki dharti pe’ (Brahmins your grave will be dug at BHU ground) and ‘Kashmir to jhaki hai, pura bharat baki hai’ (Kashmir is just a trailer, rest of Bharat is left), reported News18.

Authorities speak up

The BHU administration has denied allegations of appeasement and that this is a new practice.

BHU Public Relations Officer Dr Rajesh Singh was quoted as saying, “This is not the first time a V-C has attended an iftar party on campus. It happens every year. Due to the COVID protocol, it could not be organised over the past two years. Our campus is secular and it is not a new practice at all.”

The institution also put out a tweet stating that theirs is an inclusive institution. It also retweeted a tweet sharing pictures of old iftar functions held in 2010, 2013 and 2014.

Bhuvan Chandra Kapri, chief Proctor at BHU told ANI, “These are deliberate attempts to destroy the peace of the university, and we would not let it happen. We will make our children aware. They are sensible, hence will understand the actual intentions behind such activities."

Petrol, diesel prices today: Fuel rates remain unchanged on 29 April for 23 days

New Delhi: Petrol and diesel prices remained steady for 22 days in a row with no change in rates on Friday. Earlier both petrol and diesel rates were hiked by 80 paise a litre each, taking the total increase in rates in two weeks to Rs 10 per litre.

Petrol in Delhi now costs Rs 105.41 per litre, while diesel rate is Rs 95.87 per litre to Rs 96.67, according to a price notification of state fuel retailers. In Mumbai, petrol and diesel prices per litre stand at Rs 120.51 and Rs 104.77 respectively.

Rates across the country and vary from state to state, depending upon the incidence of local taxation.

In the last hike, the country saw the 14th increase in fuel prices since the ending of a four-and-half-month long hiatus in rate revision on 22 March.

On the first four occasions, prices were increased by 80 paise a litre - the steepest single-day rise since the daily price revision was introduced in June 2017. On the following days, petrol price went up by 50 paise and 30 paise a litre while diesel rose by 55 paise and 35 paise a litre. It was followed by a hike of 80 paise in a litre of petrol and by 70 paise for diesel.

Prices had been on a freeze since 4 November ahead of the Assembly elections in states like Uttar Pradesh and Punjab — a period during which the cost of raw material (crude oil) soared by about $30 per barrel.

The rate revision was expected soon after the counting of votes on 10 March but it was put off by a couple of weeks.

The increase in retail price warranted by crude oil prices rising during the 137-day hiatus from around $82 per barrel to $120 is huge but state-owned fuel retailers Indian Oil Corporation (IOC), Bharat Petroleum Corporation Ltd (BPCL) and Hindustan Petroleum Corporation Ltd (HPCL) are passing on the required increase in stages.

Moody's Investors Services last week stated that state retailers together lost around $2.25 billion (Rs 19,000 crore) in revenue for keeping petrol and diesel prices on hold during the election period.

Oil companies "will need to raise diesel prices by Rs 13.1-24.9 per litre and Rs 10.6-22.3 a litre on gasoline (petrol) at an underlying crude price of $100-120 per barrel," according to Kotak Institutional Equities.

CRISIL Research said a Rs 9-12 per litre increase in retail price will be required for a full pass-through of an average $100 per barrel crude oil and Rs 15-20 a litre hike if the average crude oil price rises to $110-120.

India is 85 per cent dependent on imports for meeting its oil needs and so retail rates adjust accordingly to the global movement.

Jet fuel prices on Friday were hiked by 2 per cent - the seventh straight increase this year - to an all-time high, reflecting a surge in global energy prices.

Aviation turbine fuel (ATF) - the fuel that helps aeroplanes fly - was hiked by Rs 2,258.54 per kilolitre, or 2 per cent, to Rs 1,12,924.83 per kl in the national capital, according to a price notification by state-owned fuel retailers.

There was, however, no change in the price of petrol and diesel on Friday. Prior to the second pause in 11 days, auto fuel rates had gone up by Rs 6.40 per litre.

The increase in ATF price came on the back of the steepest ever hike 18.3 per cent (Rs 17,135.63 per kl) effected on 16 March.

Jet fuel prices are revised on the 1st and 16th of every month based on the average international price of benchmark fuel in the preceding fortnight.

Jet fuel, which makes up for almost 40 per cent of the running cost of an airline, has this year surged to new highs.

ATF prices have increased every fortnight since the start of 2022. In seven hikes beginning 1 January, ATF prices have been increased by Rs 38,902.92 kl or almost 50 per cent.

News18 Exclusive: Pakistan narco-terrorism angle in Rs 100 crore Shaheen Bagh drug bust

The drug bust in which the Narcotics Control Bureau seized about 50 kg of heroin from Delhi's Shaheen Bagh on Thursday, has the involvement of Pakistan, CNN-News18 reported.

The estimated value of the haul is about Rs 100 crore, it added.

The anti-narcotics agency also arrested a man and seized Rs 30 lakh in cash.

These seizures are important, as they expose the blueprint of Pakistan’s intelligence agency ISI, CNN-News18 quoted NCB sources as saying.

The consignment comes to ports and then is moved to different parts of India as wholesalers sell and distribute the drugs to small-time suppliers, sources added.

They also said that this particular drug consignment was to reach Punjab and other northern states.

Speaking on the Pakistan narco-terrorism nexus, NCB DG Satya Pradha said that the country uses drug strategy in its attempt to destabilise India.

He added that drug smuggling has increased since the Taliban came to power in Afghanistan last year.

Notably, the consignment was seized in Shaheen Bagh which was one of the hotspots of the anti-CAA protests.

NCB sources told CNN-News18 that the link between the demonstrations and the drug bust cannot be ruled out.

“We can’t rule out that this money has been used to fuel protests and anti-India sentiments recently," said the sources.

“We are also probing the connection with anti-CAA protests as Shaheen Bagh has been in the news due to different reasons. Definitely, there is some international connection to creating unrest and this kind of money. These are all drug syndicates, working as sleeper cells," they added.

Investigators believe the ambit of the probe may be widened as not only the Shaheen Bagh protests but recent disturbances in Muzaffarnagar, Kairana, etc, may also have been funded by this drug money, the report added.

Entities in India’s power sector are selling without getting money on time

By definition, selling is giving something in exchange for money. This transaction must also take place within a reasonable timeframe for a business to survive.

However, India’s power sector has a different story to tell. Across the chain, entities are selling without getting the money on time. And that shows in the level of outstanding dues.

State-run Coal India is owed about Rs 12,300 crore by power generation companies and yet the biggest supplier of coal in the country continues to sell coal to its customers.

Power generators, in turn, are owed over Rs 1.1 lakh crore by power distribution companies (discoms) and yet they continue to sell electricity to them.

Discoms have accumulated losses of over Rs 5 lakh crore and regulatory assets, which represent costs that are deferred for recovery through future tariff revisions, worth Rs 1.25 lakh crore. Yet, they continue to supply electricity to consumers, with occasional power cuts. The discoms struggle to get tariff increases and “free power” continues to be a political tool.

Amid all this, India’s power demand touched an all-time high of over 201 gigawatts (GW) on 26 April, 2022, as the summer started early this year. The government expects demand to reach 215-220 GW in May-June.

Demand growth

“The rising power demand reflects the economic growth in the country,” the power ministry said in a statement on 26 April, 2022.

In March, energy demand grew as much as 8.9 per cent, driven by a pick-up in industrial activity and high demand from farmers and households amid rising temperatures.

“The government and other stakeholders are working together to ensure unhindered power supply and efforts at all fronts are being made and measures are being taken for better utilisation of various resources,” the power ministry said.

But the payment delays across the value chain weigh on the power sector. Even as the stakeholders blame each other for the shortages that have forced states to undertake power cuts, they are unanimous that the payment mechanism needs to be fixed urgently.

It’s not a power crisis. It’s not a coal crisis. It’s a payment crisis.

According to industry officials, the non-payment of dues by discoms has affected power generation companies, which have defaulted on payments for no fault of theirs and are dragged to insolvency court.

“It is a government entity not paying the generators, which is resulting in another government entity, the banks, taking the same generator to insolvency,” said Harry Dhaul, director-general of the Independent Power Producers Association of India.

Supply amid cash crunch

According to Payment Ratification And Analysis in Power procurement for bringing Transparency in Invoicing of generators, a government portal better known as PRAAPTI, dues to generation companies by discoms stood at Rs 1.1 lakh crore. This has hurt cashflows and their ability to pay for coal.

While Coal India’s dues from the power sector have come down to about Rs 12,300 crore from Rs 21,600 crore at the beginning of FY22, it still remains high, company officials told Moneycontrol.

“We have been supplying to independent power producers on a cash-and-carry basis but we have not regulated supplies to central and state generation companies on account of outstanding dues,” a senior Coal India official said.

Coal stocks at power stations are depleted and many units have reported critically low average stock. According to the Central Electricity Authority, 86 of the 150 domestic coal-fueled units had critically low average stock as of 25 April, 2022, which means they had less than 25 per cent of their normal requirements. The key reasons listed were low supply from Coal India and its subsidiaries and lack of wagons available with the railways to carry coal from pitheads to power plants.

Many plants were being offered coal on payment. According to reports, Coal India increased supplies to Maharashtra, which owes the company Rs 2,000 crore, by about 30 per cent.

While Coal India officials denied that the company was moderating supplies to certain power plants due to non-payment or delays in payment, data from Coal India revealed that certain plants were not considered in the “critical/super critical category” due to non-payment of dues. A detailed query sent to Coal India remained unanswered.

“There has been a moderation in coal supply towards certain gencos because of the overdues or delays in the payments. As a result, discoms/state governments will either have to absorb the cost burden with increased imported coal-based generation and pass on the same through tariff hikes or they could be constrained to offtake power, resulting in load shedding, which has been visible in a few states recently,” said Girishkumar Kadam, senior vice president and co-group head - corporate rating, at ICRA.

Kadam said improving cashflow positions for state discoms remains critical and will be dependent on the ability to ensure healthy cash collections from consumers, timely and adequate release of subsidy by the respective states, and focusing on reducing distribution losses and cost overheads, in line with regulatory targets.

India is yet to see power demand peak this year and the resolution of payment issues will need systemic changes that may take time. Until then, power generation companies, discoms and Coal India will have to continue selling their output for “unhindered power.”

Narendra Modi stokes debate on fuel taxes: Understanding the taxation on petrol, diesel and why it varies across India

The COVID-19 review meet with chief ministers on Wednesday turned into a Centre vs states tussle, when Prime Minister Narendra Modi brought up the issue of rising fuel prices and requested states to reduce the Value Added Tax (VAT) on fuel “in the spirit of cooperative federalism”.

In his meeting, Prime Minister Narendra Modi listed out prices of petrol and diesel in the cities and highlighted the states which had lowered VAT have lower fuel prices compared to the rest.

“I am not criticising anyone but request Maharashtra, West Bengal, Telangana, Andhra Pradesh, Kerala, Jharkhand, Tamil Nadu to reduce VAT now and give benefits to people,” the prime minister was quoted as saying, adding, "I am appealing to you for the welfare of your people, in national interest, please reduce VAT for the benefit of your people. What was to be done was not done, but please cooperate now.”

Post the meeting, some of the states hit back at Prime Minister Narendra Modi. Uddhav Thackeray and Mamata Banerjee both criticised Modi, saying his statement was ‘misleading’.

In this backdrop, we present this simple guide as to why fuel prices vary from state to state and why the Centre and states have often clashed on the issue.

Taxes on fuel

Fuel prices in India vary each month or even every day due to external factors like global crude oil prices. Internal factors like taxes and dealers’ commissions also impact the price of domestic petrol.

Another notable fact is that the prices of petrol and diesel vary from state to state and even from city to city. For instance, petrol in Delhi is retailing at Rs 105.41 per litre on Thursday, while in Mumbai, it costs Rs 120.51. Similarly, the rate of diesel is Rs 95.87 per litre whereas it costs Rs 104.77 in the financial capital.

This difference in fuel retail prices in two cities is due to the different tax rates levied by the respective state governments on the same products.

It is also important to note that tax on fuel does not fall under the Goods and Services Tax (GST).

Taxes on petrol and diesel are split into multiple components at the state and central level. At the Centre, while some taxes are fixed, others are ad valorem, which means the tax is imposed as a share of the price of the commodity.

Similarly, the state taxes are also a mix of ad valorem and fixed. In many states, the ad valorem taxes have an upper limit, which means that even when prices increase beyond a point, taxes do not increase.

How much do states and Centre earn from fuel?

Petrol and diesel are two of the most highly taxed goods in the country and bring in huge revenues to both the Central and state governments.

Finance Minister Nirmala Sitharaman had told Rajya Sabha last year that the Centre had earned around Rs 8 lakh crore from taxes levied on petrol and diesel in the last three financial years. Out of the total amount, more than Rs 3.71 lakh crore was collected in 2020-21 itself.

To gain a better understanding of how fuel is taxed in India, the Stats of India Twitter handle had posted in March this year how much tax is paid for Rs 100 of petrol in various states in India.

Government data collated by Stats of India showed that in seven states, half of the price of petrol is collected as tax. This includes Maharashtra at Rs 52.5, Andhra Pradesh at Rs 52.4, Telangana at Rs 51.6, Rajasthan at Rs 50.8, Madhya Pradesh at Rs 50.6, Kerala at Rs 50.2 and Bihar at Rs 50.

The data showed that the states/union territories with the lowest taxes are Andaman & Nicobar Islands and Lakshadweep, Puducherry, Meghalaya, Mizoram and Arunachal Pradesh.

What did Modi say?

The issue of fuel taxes was raised on Wednesday when Prime Minister Narendra Modi accused some states of doing “injustice” to the people by not reducing tax on petrol and diesel during the COVID-19 review meet.

He called out the states of Maharashtra, West Bengal, Telangana, Andhra Pradesh, Kerala, Jharkhand, Tamil Nadu in the matter and added that he did not wish to engage in a debate about how much these states earned in terms of revenue in the past six months, but merely wanted the people to be provided benefits.

However, Modi’s statements didn’t go down well and quickly became a flashpoint. Maharashtra chief minister Uddhav Thackeray said the Centre owed Rs 26,500 crore to the state and also alleged the Modi government of giving a step-motherly treatment to Maharashtra, as per a PTI report.

“The Union government owes Rs 26,500 crore to the Maharashtra government. Maharashtra's contribution in direct taxes collection at the national level is 38.3 per cent and its share in the GST (collection) is 15 per cent, but the Centre gives us step-motherly treatment, Thackeray said in a statement.

“I am sharing the details with public out of concern. Maharashtra gets 5.5 per cent share of the total central taxes on various items. If the VAT and central taxes are combined, Maharashtra collects maximum amount in the country, he said.

“Despite being the top contributor, Maharashtra is neglected by the Union government,” the chief minister said.

Thackeray also that on one litre of diesel sold in Mumbai, the Centre gets Rs 24.38, while the state receives Rs 22.37. The same share on one litre of petrol sold in Mumbai is Rs 31.58 and Rs 32.55, respectively, he said.

West Bengal chief minister Mamata Banerjee also slammed the prime minister, saying his remarks were misleading. “"Today's interaction with Prime Minister Narendra Modi was completely one-sided and misleading. The facts shared by him were wrong. We have been providing a subsidy of Re 1 on every litre of petrol and diesel for the last three years. We have spent Rs 1,500 crore on this,” Banerjee said while addressing reporters at the state secretariat as quoted by PTI.

India daily COVID-19 cases cross 3K-mark, 3,303 test positive, 39 die in last 24 hours

India daily COVID-19 cases have once again surpassed 3,000-mark. In the last 24 hours, 3,303 new cases of coronavirus have been reported in the country, up 12.84 per cent from the previous day, the Ministry of Health and Family Welfare (MoHFW) informed on Thursday morning.

The health ministry on Wednesday said that the country logged 2,927 fresh infections of COVID-19. The fresh cases reported on Thursday has increased COVID-19 case tally to 4,30,68,799 (4 crore 30 lakh 68 thousand 7 hundred and 99).

In the last 24 hours, 39 people died of COVID-19, increasing the total casualties due to the virus to 5,23,693 (5 lakh 23 thousand 6 hundred and 93).

The daily COVID-19 case positivity rate has increased to 0.66 per cent from 0.58 per cent on Wednesday. The weekly positivity rate now is at 0.61 per cent.

There are currently 16,980 active cases of COVID-19 in the country. There has been an increase of 701 cases in the active COVID-19 caseload in a span of 24 hours. Active cases stand at 0.04 per cent of the total cases.

The country's recovery rate is currently at 98.74 per cent. In the last 24 hours, 2,563 patients recuperated from COVID-19, increasing the total recoveries to 4,25,28,126 (4 crore 25 lakh 28 thousand 1 hundred and 26).

India has been witnessing a gradual increase in COVID-19 cases of the last few days. To access the situation in states, Prime Minister Narendra Modi, on Wednesday, chaired a meeting with the Chief Ministers and asked them to remain alert."

"Despite managing the COVID crisis well as compared to other countries, we can see cases' uptick in states now. We have to stay alert. It's clear that the COVID challenge has yet not been surpassed," the Prime Minister said.

According to the Indian Council of Medical Research (ICMR), 4,97,669 (4 lakh 97 thousand 6 hundred and 69) samples were tested for COVID-19 in the country in the last 24 hours.

So far, total 83,64,71,748 (83 crore 64 lakh 71 thousand 7 hundred and 48) samples have been tested for coronavirus since the start of the pandemic.

The nationwide COVID-19 vaccination drive was started in India on 16 January, 2021 and so far, more than 188.40 crore vaccine doses have been administered.

As per the health ministry, 19,53,437 (19 lakh 53 thousand 4 hundred and 37) doses of COVID-19 vaccine were administered across the country.

Elon Musk, who recently sealed the deal to buy micro-blogging site Twitter for $44 billion, on Thursday announced he will next be buying Coca-Cola.

In a tweet, Tesla and SpaceX CEO, Musk even explained why he wants to buy Coca-Cola. "Next I’m buying Coca-Cola to put the cocaine back in," he tweeted.

Musk's tweet is in reference to the usage of coca leaves and Kola nuts to prepare Coca-Cola back in 1980s. Coca leaves are common ingredient in the production of cocaine, while kola nuts are a source of caffeine.

Meanwhile, it is still not known whether Musk's tweet on his new interest of buying Coca Cola is serious or a mere jest.

Musk's latest tweet has created a flutter among twitterati.

Earlier, Musk had openly criticised some of the policies of Twitter, saying that the content moderators on the platform are "too involved" and how free speech has been hampered on the micro-blogging site. It is expected that easing content moderators on Twitter is something that is on cards for the microblogging website.

Joe Biden to meet PM Modi at QUAD summit in Tokyo in May: White House

Washington: US President Joe Biden will travel to South Korea and Japan in May and attend the QUAD summit in Tokyo, during which he will also meet India's Prime Minister Narendra Modi, the White House has said.

Biden's trip to South Korea and Japan has been scheduled for 20 to 24 May.

"This trip will advance the Biden-Harris Administration's rock-solid commitment to a free and open Indo-Pacific," White House Press Secretary Jen Psaki said on Wednesday.

Biden will also hold bilateral meetings with South Korea President Yoon Suk Yeol and Prime Minister Kishida Fumio of Japan.

"The leaders will discuss opportunities to deepen our vital security relationships, enhance economic ties and expand our close cooperation to deliver practical results. In Tokyo, President Biden will also meet the leaders of the Quad grouping of Australia, Japan, India and the United States. We look forward to having further details to share about this trip soon," Psaki said.

What is QUAD?

Following the Indian Ocean tsunami, India, Japan, Australia, and the US created an informal alliance to collaborate on disaster relief efforts. In 2007, the then Prime Minister of Japan, Shinzo Abe, formalised the alliance, as QUAD.

QUAD or 'Quadrilateral Security Dialogue' is an informal strategic four that comprises of four nations - India, United States (US), Australia and Japan. One of the main objects of QUAD is to work for a free, open, prosperous and inclusive Indo-Pacific region. It is also basically seen as a strategic grouping to reduce Chinese domination.

In 2017, after facing a threat from, the QUAD broadened its objectives by creating a mechanism that determined to establish a rules-based international order.

However, in 2008, Australia left the group, and in 2020, India-US-Japan did their first joint Malabar naval exercise by including Australia again.

QUAD: Objectives and principles

- There has to be strategic and significant sea routes in the Indo-Pacific region which should be free from any influence

- Secure a rules-based global order, a trading system that be liberal, and also there should be freedom of navigation

- Work against predatory trade as well as economic policies

- Provide financial assistance to the countries with debt in the Indo-Pacific region.

Petrol, diesel prices today: Fuel rates unchanged on 28 April; remain same for 22 days

New Delhi: Petrol and diesel prices remained steady for 22 days in a row with no change in rates on Thursday. Earlier both petrol and diesel rates were hiked by 80 paise a litre each, taking the total increase in rates in two weeks to Rs 10 per litre.

Petrol in Delhi now costs Rs 105.41 per litre, while diesel rate is Rs 95.87 per litre to Rs 96.67, according to a price notification of state fuel retailers. In Mumbai, petrol and diesel prices per litre stand at Rs 120.51 and Rs 104.77 respectively.

Rates across the country and vary from state to state, depending upon the incidence of local taxation.

In the last hike, the country saw the 14th increase in fuel prices since the ending of a four-and-half-month long hiatus in rate revision on 22 March.

On the first four occasions, prices were increased by 80 paise a litre - the steepest single-day rise since the daily price revision was introduced in June 2017. On the following days, petrol price went up by 50 paise and 30 paise a litre while diesel rose by 55 paise and 35 paise a litre. It was followed by a hike of 80 paise in a litre of petrol and by 70 paise for diesel.

Prices had been on a freeze since 4 November ahead of the Assembly elections in states like Uttar Pradesh and Punjab — a period during which the cost of raw material (crude oil) soared by about $30 per barrel.

The rate revision was expected soon after the counting of votes on 10 March but it was put off by a couple of weeks.

The increase in retail price warranted by crude oil prices rising during the 137-day hiatus from around $82 per barrel to $120 is huge but state-owned fuel retailers Indian Oil Corporation (IOC), Bharat Petroleum Corporation Ltd (BPCL) and Hindustan Petroleum Corporation Ltd (HPCL) are passing on the required increase in stages.

Moody's Investors Services last week stated that state retailers together lost around $2.25 billion (Rs 19,000 crore) in revenue for keeping petrol and diesel prices on hold during the election period.

Oil companies "will need to raise diesel prices by Rs 13.1-24.9 per litre and Rs 10.6-22.3 a litre on gasoline (petrol) at an underlying crude price of $100-120 per barrel," according to Kotak Institutional Equities.

CRISIL Research said a Rs 9-12 per litre increase in retail price will be required for a full pass-through of an average $100 per barrel crude oil and Rs 15-20 a litre hike if the average crude oil price rises to $110-120.

India is 85 per cent dependent on imports for meeting its oil needs and so retail rates adjust accordingly to the global movement.

Jet fuel prices on Friday were hiked by 2 per cent - the seventh straight increase this year - to an all-time high, reflecting a surge in global energy prices.

Aviation turbine fuel (ATF) - the fuel that helps aeroplanes fly - was hiked by Rs 2,258.54 per kilolitre, or 2 per cent, to Rs 1,12,924.83 per kl in the national capital, according to a price notification by state-owned fuel retailers.

There was, however, no change in the price of petrol and diesel on Friday. Prior to the second pause in 11 days, auto fuel rates had gone up by Rs 6.40 per litre.

The increase in ATF price came on the back of the steepest ever hike 18.3 per cent (Rs 17,135.63 per kl) effected on 16 March.

Jet fuel prices are revised on the 1st and 16th of every month based on the average international price of benchmark fuel in the preceding fortnight.

Jet fuel, which makes up for almost 40 per cent of the running cost of an airline, has this year surged to new highs.

ATF prices have increased every fortnight since the start of 2022. In seven hikes beginning 1 January, ATF prices have been increased by Rs 38,902.92 kl or almost 50 per cent.
