Heavy rain lashes Delhi-NCR, waterlogging in several places

Residents of Delhi-NCR woke up to heavy rainfall on Wednesday, which led to waterlogging in several areas. The vehicular traffic was also affected due to lack of visibility on the roads.

However, the downpour brought much respite from the sweltering heat in the national capital which had been witnessing humid conditions for the past few days.

Traffic was affected in several parts of Delhi including ITO which has remained waterlogged for most part of this month.

In the wake of heavy rains in the NCR, the Noida district administration on Wednesday announced that all schools in the region would remain closed for the day.

The announcement came following waterlogging in several areas.

Visuals from UP’s Ghaziabad also showed waterlogging at several places.

A thick cloud cover was seen over the Delhi-NCR region, indicating a possibility more showers through the day.

Meanwhile, the water level of the Yamuna river in Delhi followed a downward trend on Tuesday though it was still above the danger level of 205.33 metres.

According to the Central Water Commission, the water level at the Old Railway Bridge (ORB) stood at 205.4 metres at noon.

The river’s water level at the Old Railway Bridge has been hovering around the danger mark after reaching an all-time high of 208.66 metres on 13 July.

It breached the danger mark again on Sunday following a surge in water discharge from the Hathnikund barrage in Haryana after heavy rain in parts of Uttarakhand and Himachal Pradesh.

According to Central Water Commission data, the water level rose from 205.02 metres at 10 pm on Saturday to 206.57 metres at 3 am on Monday, before starting to decline again.

On Tuesday, Congress MLA Kailash Gorantyal accused NCP leader and Maharashtra Finance Minister Ajit Pawar of preferring his party's MLAs in the allotment of development funding.

"Ajit Pawar is distribution funds unequally by favouring MLAs of his group and neglecting the interests of Congress MLAs which will hinder the progress of their constituencies," the Jalna MLA alleged.

According to Gorantyal, after taking office as finance minister, Deputy Chief Minister Ajit Pawar has diverted a bigger amount of development funding to seats represented by renegade NCP MLAs who have joined the Shiv Sena-BJP cabinet with him.

Authorities declare holiday for schools, colleges in coastal Karnataka today due to flash flood warning

According to an official release, following a flash flood warning in various sections of coastal and north interior Karnataka, authorities have announced a vacation for Wednesday in all schools and institutions in the susceptible areas.

"District Commissioners have declared holidays for schools and colleges in the vulnerable regions and it is advised for all citizens to adhere to the instructions of local administration", said the official statement from the Chief Minister's office on Tuesday.

The administration has also assessed the risk-prone locations and is well-prepared to deal with the issue, according to the statement.

Opposition floor leaders to meet Wednesday morning on no-trust vote

Floor leaders from opposition parties in the INDIA coalition would meet on Wednesday morning to discuss moving a no-confidence vote against the government over the Manipur issue.

According to sources, the opposition plans to file a no-confidence resolution against the government on Wednesday, as a last-ditch effort to force the administration and the prime minister to speak out on the Manipur violence.

Floor leaders from various parties will meet at 10 a.m. in the chamber of Rajya Sabha Leader of Opposition Mallikarjun Kharge. The conference has been convened to address the pressing concerns in Parliament.

According to Congress leader Adhir Ranjan Chowdhary, the opposition parties have agreed to submit a no-confidence resolution against the BJP-led central government in the Lok Sabha on Wednesday.

Since the start of the monsoon session of Parliament on July 20, opposition members have resorted to demonstrations and sloganeering in Lok Sabha and Rajya Sabha, prompting multiple adjournments of the two Houses.

"Opposition parties will be bringing a no-confidence motion in Lok Sabha against the government tomorrow," Chowdhary, Leader of Congress in Lok Sabha, told ANI on Tuesday.

This no-confidence vote poses almost little threat to the Narendra Modi government, which has the support of at least 332 Lok Sabha members.

Monsoon session: Opposition alliance 'INDIA' to move no-confidence motion against Modi govt on 26 July

The alliance of 26 opposition parties called ‘INDIA’ will move a no-confidence motion against the government in Lok Sabha on Wednesday.

The alliance has already drawn up a draft of the notice and is in the process of getting the necessary 50 signatures of MPs.

“Today it has been decided that we won’t have any other alternative but to resort to a no-confidence motion because government is not accepting to the demand of the opposition parties that on the issue of Manipur at least Prime Minister should make a strong statement in the parliament because he is our leader in the parliament in addition to the Prime Minister of India,” Congress leader Adhir Ranjan Chowdhury said.

The group has to submit the notice before 10 am for it to be read out by the speaker in the House on Wednesday.


The Congress has also issued a whip in Lok Sabha for its members to be present in its parliamentary office by 10.30 am “to discuss some important issues.”

The decision for the motion was taken in a meeting attended by INDIA (Indian National Developmental Inclusive Alliance) MPs in Parliament on Tuesday morning, PTI reported.

At the meeting of the Opposition leaders, it was decided after weighing various options that this would be an effective way to compel the government to initiate a discussion on the issue, one of the alliance leaders told the news agency.

The Opposition strategy to corner the government on Manipur will continue in the Rajya Sabha as well, the leader said.

“We discussed that if we move a notice of no-confidence motion with 50 MP signatures, the PM will have to speak. If he still doesn’t speak, it will send a clear message that he is running away. It is a matter of perception. We are working on it now and we will make sure we submit it before 10 am tomorrow,” a senior leader of the alliance said.

He also said that the two largest parties of the opposition alliance INDIA — the Congress and the TMC– have been in talks over using the no-confidence motion route to compel the Prime Minister to speak on Manipur in Parliament.

“The overall parliamentary strategy is in place for the INDIA parties. Tactics to execute that strategy evolve every day. Rule 198 of the Lok Sabha states the procedure of moving a no-confidence motion. ‘Picture abhi baki hai’ (the story is still unfolding)!” said Derek O’Brien, Trinamool’s leader in Rajya Sabha.

Congress MP Karti Chidambaram also said if there was any way to get the Prime Minister to speak, the no-confidence motion route might be the correct way.

“If we are going to employ any method to force the Prime Minister, who has been disrespecting Parliament, who does not come to the House, who doesn’t answer questions in the House, this would be a welcome step,” he said.

His party colleague, Gaurav Gogoi, also said that the INDIA bloc’s objective was to make the Prime Minister speak.

“The Opposition has only one aim that PM Modi must speak in Parliament. Unfortunately, the PM is diverting the attention of the nation. First, he said look at Rajasthan, Chattisgarh, and West Bengal and today he said look at East India Company and Indian Mujahideen. Basically, after the INDIA alliance has come together the Prime Minister is having sleepless nights. Now, to hide his government’s failures in Manipur he is desperately trying to divert attention.

Oppn should remember their failed attempt in 2018: Centre

Responding to a question about the opposition parties’ decision, Parliamentary Affairs Minister Pralhad Joshi told reporters that the opposition should remember their failed attempt in 2018.

“I am not aware of their move but if they are doing so they should know that last time they brought a no-confidence motion, BJP came back to power with a stronger majority of over 300 seats and the same will happen again and we will get more than 350 seats,” Joshi said.

The first no-confidence motion against the Modi government in the Lok Sabha was moved on July 20, 2018. The National Democratic Alliance (NDA) scored a thumping win with 325 MPs voting against the motion and only 126 supporting it.

Although there was little doubt over the outcome of the 2018 no-trust vote on the floor of the Lower House because of the sheer number of MPs in the NDA’s kitty, the debate allowed the opposition to attack the government on a range of issues, including farm distress, slow economic growth and rising incidents of lynching.

A no-confidence motion can be moved by any member of the Lok Sabha. Rule 198 of the Rules of Procedure and Conduct of Lok Sabha specifies the procedure for moving a no-confidence motion. The member has to give a written notice of the motion before 10 am which will be read out by the speaker in the House.

A minimum of 50 members have to support the motion and the speaker will accordingly announce the date for discussion for the motion. The allotted date has to be within 10 days from the day the motion is accepted. If not, the motion fails and the member who moved the motion has to be informed about it.

If the government is not able to prove its majority in the House, it has to resign.

The Lok Sabha currently has a strength of 543 seats of which five are vacant. The BJP-led NDA has over 330 members, the opposition alliance INDIA has over 140 and over 60 members belong to parties not aligned to any of the two groups.

The opposition parties are also likely to send a delegation of MPs to Manipur over the coming weekend, with one MP from each party joining it.

Kargil Vijay Diwas celebrations begin in Ladakh

The two-day event to mark Vijay Diwas and commemorate the martyrdom of the 559 soldiers in the 1999 Kargil war kicked started in Drass on Tuesday.

The celebrations begin at Lamochen viewpoint where war heroes and families of fallen soldiers remembered the brave souls.

Northern Army Commander Lieutenant General Upendra Dwivedi was the chief guest.

After that, a cultural programme was held which was graced by Army Chief Gen Manoj Pande.

Later in the evening, tributes were offered at the Kargil War Memorial in Drass. The Army chief, and many current and former top army officers were also present on the occasion.

Amid logjam over Manipur, BJP parliamentary party meeting to chalk out strategy for Monsoon Session begins

A parliamentary party meeting of the Bharatiya Janata Party (BJP) to chalk out the strategy for the Monsoon Session of the Lok Sabha is currently underway in the national capital.

Prime Minister Narendra Modi, Defence Minister Rajnath Singh, and Railway Minister Ashwani Vaishanaw among others were seen arriving for the meeting that began at 9:30 am.

The meeting had been convened to discuss crucial organisational matters with the party MPs.

According to an NDTV report, citing sources, the government is not expecting the Opposition to back down from its demand that Prime Minister Narendra Modi speak in Parliament on the Manipur issue. On its part, the government is firm on its refusal, assuming that the Opposition’s demand is powered by electoral compulsions.

This is why the government will now insist on settling its legislative work, sources said. If a bill has to be passed amid uproar, it will be done, added the report.

Both Lok Sabha and Rajya Sabha were adjourned on Monday amid uproar with the Opposition demanding a statement by PM Modi on the Manipur issue.

The first two days of the Monsoon Session last week saw a similar ruckus leading to nearly zero functioning of Parliament.

Meanwhile, the meeting of the members of the Indian National Developmental Inclusive Alliance (I.N.D.I.A) is also underway at the office of Congress national president and the Leader of the Opposition in Rajya Sabha, Mallikarjun Kharge to chalk out a floor management strategy before the Upper House goes into session.

Sources said I.N.D.I.A alliance parties discussed a proposal to move a no-confidence motion against the government.

The Monsoon Session, which began on 20 July, with a long list of legislative businesses on the agenda, has seen repeated adjournments in the face of Opposition protests, sloganeering, and ruckus by members of the fledgling grand Opposition alliance over its demand for a statement from PM Modi on the Manipur situation.

On Monday, the Lok Sabha was adjourned till Tuesday after Union Home Minister Amit Shah faced constant disturbance and heckling from the Opposition benches even as he insisted that the Centre was ready for a discussion on Manipur.

Meanwhile, the Upper House, too, witnessed stormy scenes after Aam Aadmi Party MP Sanjay Singh was suspended for the entire session for “repeatedly violating” the Chair’s directives.

The Chairman first named Singh for interrupting the proceedings of the House when it had taken up the Question Hour amid protests by the Opposition over its demand for a statement from Prime Minister on the Manipur violence and a detailed discussion on the issue.

However, following the AAP senior leader’s suspension, the Opposition parties sat on a night-long protest on Parliament premises. Amid persistent disruptions from the Opposition, Vice President and Rajya Sabha Chairman Jagdeep Dhankhar on Monday said no country or system could flourish or blossom without discipline or decorum, adding that the moment discipline and decorum are compromised, institutions suffer.

Addressing a group of Indian Forest Service probationers at Parliament House on Monday, he said, “As Chairman of Rajya Sabha, I am working in a manner, using everything under my command to ensure the temple of democracy, in the largest democracy, has decorum and discipline.”

Earlier, Union Minister Rajnath Singh had a telephone conversation with senior Opposition leaders over the repeated disruptions over their demand for a discussion on the Manipur situation, urging them to ensure smooth functioning of the Parliament.

BJP sources said the Leader of the Opposition in the Rajya Sabha, Mallikarjun Kharge, and Trinamool Congress leader Sudip Bandyopadhyay were among the leaders the Defence Minister reached out to end the logjam in Parliament.

Two terrorists linked to LeT arrested in J&K, arms recovered

Two terrorists linked to banned Lashkar-e-Taiba (LeT), who were out to execute targeted killings in Baramulla, were arrested along with arms and fake IDs from Jammu and Kashmir’s Chak Tapper Kreeri on Tuesday.

Police said two Chinese pistols, two pistol magazines, 14 live pistol rounds, one ID card and a photocopy of Aadhar Card were recovered from them.

“We have registered a case against the two under UA(P)Act and Arms Act,” said Baramulla Police.

“During a preliminary investigation both the terrorist confessed that they are affiliated to banned terrorist organisation LeT and had collected the arms and ammunition for target killings in Baramulla district,” added the police.

WATCH: Injured, unconscious man urinated upon, kicked on the head in UP's Agra

A video from Uttar Pradesh’s Agra in which a man can be seen urinating on an injured person lying unconscious on the ground and kicking him on his head has gone viral on social media.

The incident is similar to the Madhya Pradesh urination case that sparked outrage across the country earlier this month.

In the approximately 30-second-video from Agra, a youth is seen urinating and kicking the unconscious man on his head. Blood can be seen on the victim’s body.

The friends of the accused can be heard motivating him to pee in the victim’s mouth. They even can be heard abusing the injured man and repeatedly kicked him before leaving.

Warning: Offensive language, scenes of violence; viewer discretion advised

After the video got widely circulated, police swung into action and arrested the main accused, Aditya and two others.

The police said the video is about three-four months old.

"The video came to our notice through social media. The victim had not registered a complaint, however, the police registered a case under section 307 of the IPC and other sections... The victim and the accused belong to the same gang and it seems it is a matter of mutual enmity," Agra, DCP Suraj Rai said.

"We have been investigating other youths as well who were in the video. The arrested youth Aditya will be presented before court and legal action taken," Rai added.

Earlier in July, a similar incident occurred in Madhya Pradesh's Sidhi district where a viral video showed the accused, Pravesh Shukla, allegedly drunk, urinating on the face of a tribal labourer - Dasmat Ravat (36), a resident of Karaundi village in the district.
