COVID-19 cases in country rise to 1,82,143 as fourth phase of lockdown ends; WHO says India now world's seventh worst-hit country

As the fourth phase of the nationwide lockdown due to coronavirus draws to a close, the total number of COVID-19 cases in the country has risen to 1,82,143 and the number of deaths has risen to 5,164.

The country recorded 8,380 new infections and 193 deaths in the past 24 hours.

India has now become the world''s seventh worst-hit country in terms of coronavirus cases, according to the World Health Organization's coronavirus tracker. The US, Brazil, Russia, UK, Spain and Italy are the countries that have reported more cases than India as of now.

Meanwhile, several states announced that they would extend the lockdown till the end of June, albeit with some relaxations.

State-wise cases and deaths

The death toll has gone up by 193 since Saturday morning, of which 99 deaths were reported from Maharashtra, 27 from Gujarat, 18 from Delhi, nine each from Madhya Pradesh and Rajasthan, seven from West Bengal, six each from Tamil Nadu and Telangana, five from Bihar, three from Uttar Pradesh, two from Punjab, and one each from Haryana and Kerala.

Of the total 5,164 fatalities, Maharashtra tops the tally with 2,197 deaths, followed by Gujarat (1,007), Delhi (416), Madhya Pradesh (343), West Bengal (309), Uttar Pradesh (201), Rajasthan (193), Tamil Nadu (160), Telangana (77) and Andhra Pradesh (60).

The death toll reached 48 in Karnataka, 44 in Punjab, 28 in Jammu and Kashmir, 20 in Haryana, 20 in Bihar, nine in Kerala, and seven in Odisha.

Himachal Pradesh, Jharkhand and Uttarakhand have each registered five COVID-19 fatalities, Chandigarh and Assam have recorded four deaths each, while Meghalaya and Chhattisgarh have reported one COVID-19 fatality each so far.

More than 70 per cent of the deaths are due to co-morbidities, the ministry said.

According to the health ministry data updated in the morning, the highest number of confirmed cases in the country are from Maharashtra at 65,168, followed by Tamil Nadu at 21,184, Delhi at 18,549, Gujarat at 16,343, Rajasthan at 8,617, Madhya Pradesh at 7,891 and Uttar Pradesh at 7,445.

The number of COVID-19 cases has gone up to 5,130 in West Bengal, 3,636 in Bihar, 3,569 in Andhra Pradesh, 2,922 in Karnataka, 2,499 in Telangana, 2,341 in Jammu and Kashmir, 2,233 in Punjab and 1,923 in Haryana.

Odisha has reported 1,819 coronavirus cases, Kerala has 1,208 cases, Assam has 1,185, Uttarakhand has 749, Jharkhand has 563, Chhattisgarh has 447, Himachal Pradesh has 313, Chandigarh has 289, Tripura has 268, Ladakh has 74 and Goa has 70.

Manipur has reported 62 COVID-19 cases, Puducherry has 51 cases of infection, Nagaland has recorded 36 cases, while Andaman and Nicobar Islands has registered 33 infections.

Meghalaya has registered 27 cases, Arunachal Pradesh has reported four cases, Dadar and Nagar Haveli has two cases, while Mizoram and Sikkim have reported a case each till now.

States extend lockdowns

Maharashtra extended till 30 June the lockdown in the entire state, and announced easing of restrictions and phase-wise resumption of activities under the "Mission Begin Again".

As per the revised guidelines issued on Sunday, all markets, market areas and shops, except malls, will be allowed to functionfrom June 5 on odd-even basis.

While all private offices can operate with up to 10 per cent their employee strength as per the requirement from June 8 with others working from home.

This will exclude COVID-19 containment zones, the guidelines said.

Under ''Mission Begin Again'', outdoor physical activities like morning walks, cycling will be allowed. Self employed persons like plumbers, electricians, pest control staff and technicians will be allowed to work, but they will have to follow social distancing norms. Garages can also function and customers can visit them with prior appointment.

These activities will be permitted in the red zones of Mumbai Metropolitan Region (MMR), including Mumbai, as well as Solapur, Pune, Aurangabad, Malegaon, Nashik, Dhule, Jalgaon, Akola, Amravati, Nagpur. However, such activities will not resume in COVID-19 containment zones, it said.

In Madhya Pradesh, the lockdown in containment areas will remain in place till 30 June 30 but people won't need e-passes for intra-state and inter-state travel in personal vehicles from Monday, Chief Minister Shivraj Singh Chouhan has said.

The decision to re-start inter-state public transport will be taken on June 7, he added in a televised address on Sunday night.

The chief minister said a decision to re-open schools, colleges, coaching centres will be taken in July after a dialogue with stakeholders.

However, he said, schools will be opened for Class XII board exams.

Public movement on streets will remain completely banned between 9 pm and 5 am, while the ban earlier was between 7 pm to 7 am.

In Delhi, opening of salons, shops in malls on an odd-even basis and religious places are among the activities the state government is likely to allow in the coming days.

The Delhi government may extend the lockdown in containment zones till June 30, an official told PTI, adding that the city administration will permit all activities, including in religious places, allowed by the Centre in a phase-wise relaxation plan.

A decision on opening of cinema halls and gymnasium may be taken later.

However, measures for maintaining social-distancing like 20 passengers in a bus, two people, excluding the driver, in four wheelers and one person in an autorickshaw will continue to be in place.

Sources said that neighbourhood religious places are likely to be allowed to open even as famous ones which witness large footfall will remain closed for some more days.

The government will come up with detailed guidelines for the next phase of relaxations on Monday.

The government is likely to prohibit people''s movement from 9 pm to 5 am during which all non-essential activities will not be allowed. At present, the timing is from 7 pm to 7 am.

Fourth phase of lockdown accounts for nearly half of total cases

The fourth phase of the coronavirus-triggered lockdown, which began on May 18, saw 85,974 COVID-19 cases till 8 am on Sunday, which is nearly half of the total cases reported in the country so far.

Lockdown 4.0, which will end on May 31 midnight, has accounted for47.20 percent of the total coronavirus infection cases, number crunching from the Union Health Ministry data reveals.

The lockdown, which was first clamped on 25 March and spanned for 21 days, had registered 10,877 cases, while the second phase of the curbs that began on 15 April and stretched for 19 days till 3 May, saw 31,094 cases.

The third phase of the lockdown that was in effect for 14 days ending on 17 May, recorded 53,636 cases till 8 am of 18 May.

The first case of COVID-19 in India?was reported on January 30 from Kerala after a medical student of Wuhan university, who had returned to India, tested positive for the virus.

The country had registered 512 coronavirus infection cases till 24 March.

With the fourth phase of lockdown ending on Sunday, the home ministry on Saturday said 'Unlock-1' will be initiated in the country from 8 June under which the nationwide lockdown will be relaxed to a great extent, including opening of shopping malls, restaurants and religious places, even as strict restrictions will remain in place till 30 June in the country's worst-hit areas

While announcing the extension of the lockdown in containment zones across the country, the Home Ministry said temples, mosques, churches and other religious places and shopping malls will be allowed to open in a phased manner from 8 June, while a decision on opening of schools and colleges will be taken in July in consultation with states.

IMD says low-pressure area near western coast will develop into cyclonic storm in next two days; rainfall likely in Maharashtra, Gujarat

New Delhi: The India Meteorological Department (IMD) on Sunday warned that a low-pressure area which is building on the western coast in the Arabian Sea will develop into a "cyclonic storm."

The IMD further stated that the "low pressure" which has formed over the Arabian Sea is likely to move towards Maharashtra and Gujarat and will cause rainfall over these states.

"A low-pressure area formed over South East & adjoining East Central Arabian Sea and Lakshadweep area. To concentrate into a Depression over East-central and adjoining Southeast Arabian Sea during next 24 hours and into a Cyclonic Storm during the subsequent 24 hours," IMD tweeted.

The build-up of a cyclonic storm in Gujarat and Maharashtra comes just days after super cyclone Amphan created havoc in West Bengal and Odisha.

Maharashtra Lockdown 5.0 New Guidelines: All standalone shops allowed to open on odd-even basis; schools colleges to remain closed till 30 June

The Maharashtra government on Sunday extended till 30 June the lockdown in the entire state, and announced easing of restrictions and phase-wise resumption of activities under the "Mission Begin Again".

As per the revised guidelines issued on Sunday, all markets, market areas and shops, except malls, will be allowed to function from 5 June on an odd-even basis.

Outside of the cities mentioned above, government offices will be allowed to remain open with 100 percent workforce. Further, taxis and rickshaws have been allowed in these regions, provided only three people sit in a vehicle at a time.

"Through the lockdown period, schools, Metro Rail, religious places and places of worship, hotels, restaurants, hospitality services, shopping malls, barbershops, spas, salons and beauty parlours to remain closed across the state," say the guidelines.

The Union Ministry of Home Affairs (MHA) had on Saturday said ''Unlock-1'' will be initiated in the country from June 8 under which the nationwide lockdown effectuated on March 25 will be relaxed to a great extent, including opening of shopping malls, restaurants and religious places, even as strict restrictions will remain in place till 30 June in the country.

Delhi govt has sought Rs 5,000 crore assistance from Centre for paying salaries to employees, says Manish Sisodia

New Delhi: The Delhi government has demanded Rs 5,000 crore assistance from the Centre to be able to pay salaries to its employees, Deputy Chief Minister Manish Sisodia said on Sunday.

Sisodia, who also holds the finance department charge, said the Delhi government requires Rs 3,500 crore per month to pay salaries to its employees and to meet other needs.

"However in past two months, our GST collection has been only Rs 500 crore each month. We need at least Rs 7,000 crore to be able to pay salaries to our employees many of whom are discharging frontline duties against the coronavirus epidemic," Sisodia said in a press conference.

The Deputy chief minister said that in a letter to Union Finance Minister Nirmala Sitharaman, he had demanded Rs 5,000 crore from the Centre as Delhi did not get anything from the disaster relief fund that was given to other states.

Nepal govt tables bill to alter country's map amid border dispute with India over Lipulekh, Kalapani and Limpiyadhura

Kathmandu: The Nepal government on Sunday tabled a Constitution amendment bill in parliament aimed at altering the country's map amid a border dispute with India.

Minister for Law, Justice and Parliamentary Affairs Shivamaya Tumbahangphe, on behalf of the government of Nepal, tabled the bill, a day after the main Opposition Nepali Congress also backed the legislation.

It will be the second amendment to the Constitution.

Nepal recently released the revised political and administrative map of the country laying claim over the strategically key areas of Lipulekh, Kalapani and Limpiyadhura.

India reacted angrily to the move saying such "artificial enlargement" of territorial claims will not be acceptable and asked the neighbouring country to refrain from such "unjustified cartographic assertion"

The bill seeks to amend the political map of Nepal included in Schedule 3 of the Constitution. The new map will be used in all official documents including the coat of arms after the amendment bill is endorsed through parliament.

Parliament will now deliberate on the proposal before endorsing the bill.

After its endorsement by both the Houses of parliament, the President will order issuance of the bill.

The central committee of the main Opposition party Nepali Congress on Saturday decided to back the bill

Last week, the proposed bill was removed from the business schedule of parliament at the last minute at the request of Nepal's Prime Minister K P Sharma Oli.

The discussion on the Constitution amendment bill was delayed as the Nepali Congress asked for more time to discuss the matter in its high-level body.

Similarly, the Samajbadi Janata Party Nepal and the Rastriya Janata Party Nepal demanded that their long-standing calls for Constitution amendment also be incorporated.

It requires a two-thirds majority to endorse the Constitution amendment bill

During an all-party meeting on Tuesday, Prime Minister Oli urged the top leaders of all political parties represented in parliament to unanimously endorse it

The ties between India and Nepal came under strain after Defence Minister Rajnath Singh inaugurated an 80-km-long strategically crucial road connecting the Lipulekh pass with Dharchula in Uttarakhand on 8 May.

Nepal reacted sharply to the inauguration of the road claiming that it passed through Nepalese territory.

India rejected the claim asserting that the road lies completely within its territory.

Nepalese Foreign Minister Pradeep Kumar Gyawali earlier this month summoned Indian Ambassador Vinay Mohan Kwatra and handed over a diplomatic note to protest against India inaugurating the key road.

However, Gyawali last week said that he was confident that the Kalapani issue between the two neighbours will be resolved through talks.

India on Thursday indicated its readiness to engage with Nepal to resolve the festering border row based on mutual sensitivity and respect.

India is monitoring the current situation in Nepal, External Affairs Ministry Spokesperson Anurag Srivastava said referring to Kathmandu deferring a plan to bring in a constitutional amendment to validate a new map that depicted Lipulekh, Kalapani and Limpiyadhura as its territory.

"India is open to engaging with all its neighbours on the basis of mutual sensitivity and mutual respect, in an environment of trust and confidence. This is a continuous process and requires constructive and positive efforts," Srivastava said

The Lipulekh pass is a far western point near Kalapani, a disputed border area between Nepal and India. Both India and Nepal claim Kalapani as an integral part of their territory — India as part of Uttarakhand's Pithoragarh district and Nepal as part of Dharchula district.

Tamil Nadu extends coronavirus lockdown till 30 June; public transport to partially resume, religious places and cinema halls to remain shut

Chennai: The Tamil Nadu government on Sunday announced extension of the ongoing lockdown till 30 June, albeit with more relaxations that included partial opening up of public transport and allowing more employees at workplaces.

Chief Minister K Palaniswami said the curbs on places of worship, all kinds of religious gatherings, inter-state bus transport and Metro and suburban train services will continue.

Tourists entry will remain banned into the hilly Nilgiris district and Kodaikanal and Yercaud towns, while hotels and resorts, except for accommodating health and police personnel and government staff for quarantine purpose, will be closed.

Public transport will resume with reduced buses from 1 June barring in Chennai and adjoining Tiruvallur, Kancheepuram and Chengalpet districts having the highest concentration of COVID-19 cases in the state. Private stage carriers will be allowed to operate in authorised routes, Palaniswami said.

The government allowed more employees to join work in software firms and private companies, but kept the containment zones out of the purview of any relaxation. "To prevent the spread of coronavirus, the curfew is being extended till 30 June under the State Disaster Management Act and as per the Union Home Ministry's notification," Palaniswami said in a statement.

Tamil Nadu is among the states worst affected by the coronavirus pandemic and stood second behind Maharashtra in terms of total cases with 21,184 as of Saturday.

The state government's announcement came a day after the Centre unveiled "Unlock 1", a graded exit plan from the lockdown that allowed, among others, reopening places of religious worship and restaurants. The state government also announced a number of other relaxations, barring containment zones, and these include allowing more employees at the workplaces and permitting showrooms and jewellery shops to re-open.

The major relaxation, resumption of public transport, will be implemented from Monday onwards in six of the eight zones, formed by combining nearby districts, with a slew of guidelines in place. For example, Zone I will have Coimbatore and its nearby districts of Tirupur, Nilgiris, Erode, Karur, Salem and Namakkal in western Tamil Nadu.

As per the guidelines, only 50 percent of the fleets of buses will be operated that too with a passenger cap of 60 percent of the seated capacity. There would be no need for people to apply for e-pass to travel within the zones, the chief minister said, adding, all kinds of vehicles can ply in these select routes.

E-pass will be compulsory for inter-zone and inter-state travel, Palaniswami said.

Schools, colleges and research institutions will remain shut but online classes would be allowed, he said. The cap of 50 people in weddings and 20 in funerals and bar on opening of malls will also continue.

Curbs on cinema theatres, gyms, swimming pools, bars, large community halls, tourist centres, zoological parks and museums shall remain in force as it existed so far.

Allowing more relaxations in the areas under the jurisdiction of Greater Chennai Police, the government said IT and IT Services firms can employ upto 20 percent staff while the cap for private companies was 50 percent. Transport should be arranged by them.

Showrooms and jewellery outlets, barring malls, can operate with 50 percent staff while not more than five clients can be allowed at any point of time, he said adding air conditioners cannot run while social distancing is a must.

Hotels and restaurants can start dine-in services from June 8 in line with the Centre's guidelines, as against takeaways so far, but only 50 per cent of the seats should be occupied. So would be the case with tea shops. Grocery and vegetable shops can function from 6 am to 8 pm.

Hire taxies can ply in the transport zones with three passengers and the number of passengers in autorickshaws was limited to two.

The government was more liberal in areas beyond the Greater Chennai Police limits, allowing, among others, 100 percent staff strength in companies and software firms, although it adviced 20 per cent of IT employees can be encouraged to work from home.

Eateries, shops selling groceries and vegetables can function from 6 am to 8 pm while liquor outlets operated by the state-run TASMAC will remain open from 10 am to 8 pm.

E-commerce firms can supply non-essential commodities, he said.

As part of expediting its containment activities in the worst affected Chennai corporation limits, the government will provide a relief of Rs 1,000 to those isolated from densely populated areas inhabited by poorer sections upon their return from quarantine centres.

Sanitary workers in the city corporation limits will be paid a honorarium of Rs 2,500 each, Palaniswami added.

Despite all such curbs, people's cooperation was imperative to stem the spread of the virus and wearing of masks has been made mandatory and people should comply, besides following hand hygiene, he said.

Earlier, on Saturday, an expert medical panel constituted by the state government to advice it on COVID-19, favoured continuation of lockdown in Chennai, Kancheepuram, Chengalpet and Tiruvallur, considering the rapid spike in cases.
