COVID-19 lockdown: List of states that have extended or eased restrictions starting today

Several states of the country have extended the COVID-induced lockdown that was first introduced due to the second wave of the pandemic. The cases of delta plus variant are also emerging in the country.

In view of the current situation, several state governments have extended the lockdown restrictions that were in place to curb the spread of the coronavirus. However, in some districts also saw easing of restrictions due to decreasing positivity rate.

Here are the states that have extended the lockdown:

Kerala

The lockdown in the state is going to be extended by one more week. On the basis of the average test-positivity rate (TPR), the Local Self Government bodies have been reclassified in the state.

Odisha

The partial lockdown in the state has been extended from Thursday 5 am in the state for 15 more days. The state will be in lockdown till 16 July.

Punjab

Starting from 1 July, the state government has eased some lockdown restrictions. Bars and pubs in the state are going to reopen with a capacity of 50 percent.

West Bengal

Extending the duration of the lockdown, the government has decided that there will be restrictions in the state till 15 July. Some relaxations have also been introduced in the state.

Andhra Pradesh

Relaxation in the curfew timings has been extended by three hours in the eight districts of the state. The positivity rate in these states is below 5 percent and therefore, relaxations have been introduced.

Jharkhand

In the state, the COVID-induced restrictions have been extended till further orders. These restrictions were first imposed in Jharkhand on 22 April and have been extended since then.

Nagaland

There is going to be a 10-day unlock in the state starting today from 1 July to 10 July. The lockdown in the state was first imposed on 14 May.

Gold and silver prices rise as MCX futures show gains; check rates here

On Thursday, 1 July the MCX gold August futures in India were at Rs 46,963 per 10 gram, after increasing by 0.26 percent. The spot gold price in the country is at Rs 46,730 which has decreased from Rs 46,740 yesterday. On 1 July, the global gold prices have risen by 0.29 percent. However, in India, the spot gold prices remained lower on Thursday.

On the other hand, the September silver contracts were up by 0.58 percent. They were at Rs 69,477 a kilogram at 9.30 am.

According to the Director of Head-Commodity and Currency Research at Prithvi Finmart Commodity Research Manoj Kumar Jain, both the metals recovered from their 2.5 month low on Wednesday, 30 June due to due to perceived bargain buying at lower levels and short covering after showing extreme volatility, according to Moneycontrol.

He further said that gold is expected to trade in the range of Rs 46,500-47,200. While the precious metal silver is expected to trade in the range of Rs 68,200-69,900 levels.

Jain said that due to the volatility in the dollar index and US unemployment claims data, it is expected that the prices of gold and silver will remain volatile today.

Meanwhile, as the gold and silver prices fell in the overseas market, the Indian government has slashed the base import price on these metals.

From 1 July, the tariff value on imported gold and silver is at $836 for one kilogram and $566 for 10 grams. Previously, it was $893 for one kilogram and $601 per 10 grams.

IGNOU June TEE 2021: Exam form submission, assignment deadline extended; check details here

The last date to submit exam forms and assignments for the June 2021 Term End Examination (TEE) has been extended by the Indira Gandhi National Open University (IGNOU) once again.

The registered candidates can now submit their assignments, dissertation, and projects reports by 15 July and the last date for exam form submission is 9 July. Previously, the deadline to submit assignments and forms was 30 June.

The latest development, along with a notice, has been shared through a tweet posted on the university's official Twitter handle.

It reads, "IGNOU further extends the last date for Online/Physical submission of Assignments, Project Reports, Dissertation, Internship, Field Work Journal, etc., upto 15th July, 2021; Also extends the last date for Online submission of examination form upto 9th July 2021 for TEE, June 2021".

Students can fill and submit exam forms online by visiting the official website exam.ignou.ac.in. While assignments and related materials can be submitted online as well as offline by visiting the study centre.

The application process for the TEE June 2021 started on 17 May. While filling the form, candidates have to pay an application fee of Rs 200 per course (both theory and practical/lab courses).

Students should note that the application process for IGNOU July 2021 admission cycle is also going on. Interested candidates can visit the website ignou.ac.in to apply for the Open and Distance Learning (ODL) and online programmes.

The deadline to register for the process is 15 July.

Recently, the university released a notice announcing that students belonging to the Scheduled Castes (SC) and Scheduled Tribes (ST) categories are exempted from fee payment.

The exemption is for SC/ST candidates who are registering for the first time or are re-registering for the July admission cycle.

Switzerland, Germany, six other EU countries include Covishield in ‘Green Pass’ list

Eight European Union states have included Covishield in the list of vaccines approved for entry into the region, shortly after India warned of retaliation when none of its vaccines were added to the ‘Green Pass’.

The eight countries include Germany, Slovenia, Austria, Greece, Iceland, Ireland, Spain and Switzerland. These countries will exempt those vaccinated with Covishield from travel curbs and mandatory quarantine.

What led to a tussle between India and EU?

India had said on Wednesday that it would recognise EU’s digital Covid certificate on a reciprocal basis and would not accept it until the 27-member EU does the same for Indian vaccines — Covishield and Covaxin. New Delhi also said it will adopt a policy of reciprocity and exempt European nationals holding the 'Green Pass' from mandatory quarantine if its request to recognise Covishield and Covaxin vaccines are heeded to.

India had raised the issue with the European Medicines Agency (EMA) and France, had also asked EU member states to individually consider extending a similar exemption.

An EU official had said that individual member states can also accept vaccines that have been authorised at the national level or those approved by the World Health Organisation (WHO).

Sources told PTI that India has requested the EU member nations to accept the vaccination certificate issued through the CoWIN portal.

What is the ‘Green Pass’?

  • The EU Digital Covid Certificate or 'green pass', which will be required for travel in the EU from 1 July, will allow those who have taken two doses of a vaccine on its list to travel to Europe and exempt them from mandatory quarantine.
  • The certificate includes information such as name, date of birth, date of issuance, the name of the vaccine or the details of the negative test result or recovery from Covid-19.
  • Which other vaccines feature in the ‘Green Pass’ list?

    The EMA list includes four vaccines other than Covishield — Vaxzevria (Oxford-AstraZeneca), Comirnaty (Pfizer-BioNTech), Spikevax (Moderna) and Janssen (Johnson & Johnson).

    Bihar BEd CET 2021 postponed; visit bihar-cetbed-lnmu.in to check official notice

    Lalit Narayan Mithila University, Kameshwaranagar, Darbhanga has informed that the Bihar BEd Common Entrance Test (CET) 2021 has been deferred. Candidates, who are preparing for the examination, can visit the official website - bihar-cetbed-lnmu.in - to check the postponement notice.

    The university has updated that the fresh or revised exam dates and other related information will be notified soon on the official website.

    Earlier, the Bihar BEd CET was slated to be conducted on 11 July while the admit cards were scheduled to be released today, 1 July. This examination is held for admissions to various BEd colleges across the state. The online application process for students began on 11 April and ended on 5 June.

    The test is conducted for admission to the two-year BEd or Shiksha Shastri Programme. The exam’s duration will be for two hours that comprises 120 multiple-choice questions. Questions in this test come from subjects including General English, General Sanskrit, General Hindi, Logical and Analytical Reasoning, General Awareness, and Teaching-Learning Environment in schools.

    The university has advised that candidates appearing for the common entrance test must use a blue or black ball pen only to mark the answers on the Optical Mark Recognition (OMR) sheet.

    The Bihar BEd test will be conducted at various centres across the state including Ara, Bhagalpur, Chapra, Darbhanga, Gaya, Hajipur, Madepura, Munger, Muzaffarpur among others.

    Govt panel recommends against allowing SII to conduct trial of Covovax on children; all you need to know

    An expert panel of the country's central drug authority on Wednesday recommended against granting permission to the Serum Institute of India (SII) to conduct the phase 2/3 trial of COVID-19 vaccine Covovax on children aged two to 17 years, sources said.

    The SII applied to the Drugs Controller General of India (DCGI) on Monday seeking permission for conducting a trial of Covovax on 920 children, 460 each in the 12-17 and 2-11 age groups, at 10 sites.

    What's the objection?

    The expert group responsible for assessing the merits of SII's proposal has noted that the vaccine has not been approved in any country and the trial on adult population in India also began only in March. The government panel has asked Serum Institute to complete trials of Covavax COVID-19 vaccine on adults first, ANI reported citing sources.

    "The Subject Expert Committee (SEC) on COVID-19 of the Central Drugs Standard Control Organisation (CDSCO), which deliberated on the application, noted that the vaccine has not been approved in any country," a source said.

    "It also recommended that the Pune-based company should submit the safety and immunogenicity data (of Covovax) from the ongoing clinical trial in adults for considering the conduct of a clinical trial in children," the source said.

    The recommendations are learned to have been approved by the DCGI.

    In August 2020, US-based vaccine maker Novavax Inc. had announced a licence agreement with the SII for the development and commercialisation of NVX-CoV2373, its COVID-19 vaccine candidate, in low and middle-income countries and India.

    The clinical trials of Covovax began in India in March and the SII hopes to launch it by September for adults.

    In January, the SII had rolled out the Covishield vaccine in the country. It had entered into a collaboration with the University of Oxford and AstraZeneca to manufacture the vaccine.

    Are there any other vaccine candidates for children in India?

    Apart from SII, India's indigenously developed COVID-19 vaccine Covaxin, developed by Hyderabad-based Bharat Biotech, started trials for children in the first week of June.

    India's drug regulator had granted permission for conducting the Phase 2/3 clinical trial of Covaxin in the age group 2 to 18 years on 12 May.

    The trial on children is underway at AIIMS Patna, AIIMS Delhi and Meditrina Institute of Medical Sciences Nagpur to see if the Bharat Biotech jab is suitable for children.

    These trials will be conducted on 175 children across the country with every centre carrying out 20 (trials) each, AIIMS Patna Superintendent Dr CM Singh said.

    In total, the trials will be conducted on 525 healthy volunteers — 175 of 12-18 years, 175 of 6-12 years and 175 of 2-6 years — to judge the safety, reactogenicity and immunogenicity of the vaccine in children.

    Participants would be given the vaccine after their screening report comes.

    In the trial, the vaccine will be given by intramuscular route in two doses at day 0 and day 28. "The screening of children for conducting the trial of Covaxin has started. Participants would be given the vaccine after their screening reports come," Dr Sanjay Rai, Professor at the Centre for Community Medicine at AIIMS, told PTI.

    Dr Prabhat Kumar Singh, Director, AIIMS, Patna said 54 children registered for the trials of which 16 were in the age group of 12-18. Twenty children of 12-18 years have been vaccinated till now as part of the clinical trial at AIIMS Patna, for which 100 minors have lined up so far, officials told NDTV.

    Apart from physical examination, RT-PCR tests were also conducted on these children to check for COVID-19 antibodies or any other pre-existing diseases, he added. "After these trials, the age group will be 6-12 years and then 2-6 years but now we have started trials in the age group of 12-18 years," Singh said.

    According to News18, Ahmedabad-based Zydus Cadila is testing its COVID-19 vaccine candidate on children of 12-18 years, apart from adults, and the company is likely to apply for licensure of the vaccine in the next two weeks, a government official said.

    Russian news agency TASS in May quoted the director of Gamaleya National Research Center for Epidemiol as saying that trials of the Sputnik V vaccine against the coronavirus infection in children may begin in the next few weeks provided a corresponding permit from the Russian Health Ministry is obtained.

    Modenra, the America-made vaccine candidate which is imported in India by Cipla, filed a request with the European Medicines Agency seeking authorisation for use in adolescents in the 12-17 age group. The US Food and Drug Administration (FDA) is also reviewing its medical trial data for emergency use authorisation of its vaccine in kids 12 and up.

    Asked if the Pfizer vaccine, if it comes to India, will be considered for children between the age of 12 and 15 years as being approved by the UK, NITI Aayog Member (Health) VK Paul had said that the country has its own vaccines which are being readied for children.

    "Child cohort is not a small cohort. My rough guess is that if it is between 12 to 18 years, this itself is about 13 to 14 crore population and for which we will need about 25-26 crore doses,” he said.

    He further shared that Zydus Cadila's vaccine is already being tested in children. "So when Zydus comes for licensure, hopefully in the next two weeks, maybe we have enough data to take a view on whether the vaccine can be given to children," he said.
