‘Is this smart?’ Cuomo concerned protests will spread virus

Governor Andrew Cuomo said Monday he was concerned that mass protests over George Floyd’s death in New York City could imperil the long, hard fight to contain the coronavirus pandemic in a worldwide hotspot.

“You turn on the TV and you see these mass gatherings that could potentially be infecting hundreds and hundreds of people after everything that we have done,” Cuomo said at his daily briefing. “We have to take a minute and ask ourselves: ’What are we doing here?”

The Democratic governor said he agreed with demonstrators fighting racism and societal inequality. But he sounded frustrated about possibly compromising more than two months of social and economic sacrifices. New York City is set to begin phasing in economic activity 8 June.

“It took us 93 days to get here. Is this smart?” he asked.

Although many demonstrators are young, they could be spreading the virus to their mothers, fathers and grandparents, Cuomo said.

Russia to begin administering first approved antiviral drug

 

Russia will start administering its first approved antiviral drug to treat coronavirus patients next week, its state financial backer told Reuters, a move it described as “a game changer” that should speed a return to normal economic life.

Russian hospitals can begin giving the drug to patients from June 11, with enough to treat around 60,000 people per month, the head of Russia’s RDIF sovereign wealth fund told Reuters in an interview.

There is currently no approved vaccine for the highly contagious and sometimes fatal illness and no consensus within the global scientific community about the efficacy of medication such as the Russian modified antiviral drug.

Maharashtra govt says 822 shramik special trains operated from state so far

Reports quoted Maharashtra home minister Anil Deshmukh as saying that 822 shramik special trains have taken 11,86,212 migrant workers back to their home states from 1 May to 1 June.

Among the 822 trains the most have been sent to Uttar Pradesh (450) followed by Bihar (177), West Bengal (47), Madhya Pradesh (34), Jharkhand (32), Rajasathan (20), Odisha (17), Karnataka (6), Chhattisgarh (6) among other states.

These special Shramik trains are being deployed from almost all major railway stations across Maharashtra. In a heart-warming gesture, a 70-seater boat of the Kerala State Water Transport department was sent to ferry a lone passenger, a 17-year-old student, to enable her to appear for the plus one examination (11th standard) on two days last month in the midst of the coronavirus pandemic.

The student, Sandra Babu, who stays in a remote backwater island in Kuttanad in Alappuzha district, had to appear for the examination on Friday and Saturday at Kanjiram in Kottayam district.

Boats are the only means of transport in this region and due to the COVID-19 induced lockdown the services had stopped plying when the dates of the examination, postponed earlier, were announced.

Dharavi reported 1,400 COVID-19 cases in May, says report

Around 1,400 coronavirus cases were reported in Mumbai's Dharavi in the month of May, News18 reported. Dharavi is a very densely-populated area in the city, which is one of the worst-hit by the pandemic in the country.

The May's spike in cases is "a whopping jump of about 380 percent from the April figures", the report said.

"However, the BMC claimed the situation has improved, and the spread of infection is under control in the slum area, where nearly 6.5 lakh people live in shanties located in congested settlement," the report added.

Union minister Prakash Javadekar said that key steps have been taken by the government to boost MSMEs. "Rs 20,000 crores will be infused into the sector," he said.

"Cabinet today has approved Rs 20,000 crore subordinate debt for stressed MSMEs, this will benefit 2 lakh stressed MSMEs," he added.

Union ministers Prakash Javadekar, Nitin Gadkari and Narendra Tomar are addressing the media on the decisions taken by the Union Cabinet in a meeting today.

Javadekar said that in light of the effect of coronavirus on the economy, some "key steps have boost MSME and farm sector discussed in Cabinet meet".

"Definition of MSMEs been changed further. Micro units limit raised from Rs 25 lakh to Rs 1 crore. Small units' turnover set at Rs 50 crore. Micro units' turnover set at Rs 100 crore," he was quoted as saying by India Today.

Uttar Pradesh principal secretary (health), Amit Mohan Prasad on Monday said that the state government is tracking migrant labourers returning to the state with the help of ASHA workers.

He also said that 11,47,872 labourers have been tracked till now, out of which 1,027 are symptomatic. Their samples have been collected for test.

The DGCA has asked Airlines to keep the middle seat empty if passenger load, seat capacity permits so.  If middle seat can’t be kept vacant then passengers are to be provided additional ‘wrap-around gown’, and families can be seated together, ANI reports.

Two blocks of the Andhra Pradesh Secretariat were shut after an employee has tested positive for COVID-19. The ministry of railways (MoR) after consultation with ministry of health and family welfare (MoHFW) and ministry of home affairs (MHA) had earlier announced that train services shall be further partially restored with effect from 1 June.

COVID-19 cases in India have risen to 190,535 with 8392 new cases on Monday. The toll has risen to 5,394 with recoveries are at 91,818 and active cases are now at 93,322, according to the latest bulletin by the health ministry.

The US will consider rejoining the World Health Organization if it ends corruption and reliance on China, the White House said on Sunday. President Donald Trump on Friday terminated America's relationship with the WHO and accused the global health body of being hand in glove with China in sharing inaccurate information to the world about the coronavirus pandemic that has killed more than 370,000 people globally.

Last evening, the Maharashtra government gave permission to resume shooting for films, television, and web series. The state government has laid down conditions for the resumption of shooting work. Units will have to adhere to social distancing norms and hygiene practices.

As the fourth phase of the nationwide lockdown due to coronavirus draws to a close, the total number of COVID-19 cases in the country has risen to 1,82,143 and the number of deaths has risen to 5,164.

The country recorded 8,380 new infections and 193 deaths in the past 24 hours.

India has now become the world''s seventh worst-hit country in terms of coronavirus cases, according to the World Health Organization's coronavirus tracker. The US, Brazil, Russia, UK, Spain and Italy are the countries that have reported more cases than India as of now.

Meanwhile, several states announced that they would extend the lockdown till the end of June, albeit with some relaxations.

State-wise cases and deaths

The death toll has gone up by 193 since Saturday morning, of which 99 deaths were reported from Maharashtra, 27 from Gujarat, 18 from Delhi, nine each from Madhya Pradesh and Rajasthan, seven from West Bengal, six each from Tamil Nadu and Telangana, five from Bihar, three from Uttar Pradesh, two from Punjab, and one each from Haryana and Kerala.

Of the total 5,164 fatalities, Maharashtra tops the tally with 2,197 deaths, followed by Gujarat (1,007), Delhi (416), Madhya Pradesh (343), West Bengal (309), Uttar Pradesh (201), Rajasthan (193), Tamil Nadu (160), Telangana (77) and Andhra Pradesh (60).

The death toll reached 48 in Karnataka, 44 in Punjab, 28 in Jammu and Kashmir, 20 in Haryana, 20 in Bihar, nine in Kerala, and seven in Odisha.

Himachal Pradesh, Jharkhand and Uttarakhand have each registered five COVID-19 fatalities, Chandigarh and Assam have recorded four deaths each, while Meghalaya and Chhattisgarh have reported one COVID-19 fatality each so far.

More than 70 per cent of the deaths are due to co-morbidities, the ministry said.

According to the health ministry data updated in the morning, the highest number of confirmed cases in the country are from Maharashtra at 65,168, followed by Tamil Nadu at 21,184, Delhi at 18,549, Gujarat at 16,343, Rajasthan at 8,617, Madhya Pradesh at 7,891 and Uttar Pradesh at 7,445.

The number of COVID-19 cases has gone up to 5,130 in West Bengal, 3,636 in Bihar, 3,569 in Andhra Pradesh, 2,922 in Karnataka, 2,499 in Telangana, 2,341 in Jammu and Kashmir, 2,233 in Punjab and 1,923 in Haryana.

Odisha has reported 1,819 coronavirus cases, Kerala has 1,208 cases, Assam has 1,185, Uttarakhand has 749, Jharkhand has 563, Chhattisgarh has 447, Himachal Pradesh has 313, Chandigarh has 289, Tripura has 268, Ladakh has 74 and Goa has 70.

Manipur has reported 62 COVID-19 cases, Puducherry has 51 cases of infection, Nagaland has recorded 36 cases, while Andaman and Nicobar Islands has registered 33 infections.

Meghalaya has registered 27 cases, Arunachal Pradesh has reported four cases, Dadar and Nagar Haveli has two cases, while Mizoram and Sikkim have reported a case each till now.

States extend lockdowns

Maharashtra extended till 30 June the lockdown in the entire state, and announced easing of restrictions and phase-wise resumption of activities under the "Mission Begin Again".

As per the revised guidelines issued on Sunday, all markets, market areas and shops, except malls, will be allowed to functionfrom June 5 on odd-even basis.

While all private offices can operate with up to 10 per cent their employee strength as per the requirement from June 8 with others working from home.

This will exclude COVID-19 containment zones, the guidelines said.

Under ''Mission Begin Again'', outdoor physical activities like morning walks, cycling will be allowed. Self employed persons like plumbers, electricians, pest control staff and technicians will be allowed to work, but they will have to follow social distancing norms. Garages can also function and customers can visit them with prior appointment.

These activities will be permitted in the red zones of Mumbai Metropolitan Region (MMR), including Mumbai, as well as Solapur, Pune, Aurangabad, Malegaon, Nashik, Dhule, Jalgaon, Akola, Amravati, Nagpur. However, such activities will not resume in COVID-19 containment zones, it said.

In Madhya Pradesh, the lockdown in containment areas will remain in place till 30 June 30 but people won't need e-passes for intra-state and inter-state travel in personal vehicles from Monday, Chief Minister Shivraj Singh Chouhan has said.

The decision to re-start inter-state public transport will be taken on June 7, he added in a televised address on Sunday night.

The chief minister said a decision to re-open schools, colleges, coaching centres will be taken in July after a dialogue with stakeholders.

However, he said, schools will be opened for Class XII board exams.

Public movement on streets will remain completely banned between 9 pm and 5 am, while the ban earlier was between 7 pm to 7 am.

In Delhi, opening of salons, shops in malls on an odd-even basis and religious places are among the activities the state government is likely to allow in the coming days.

The Delhi government may extend the lockdown in containment zones till June 30, an official told PTI, adding that the city administration will permit all activities, including in religious places, allowed by the Centre in a phase-wise relaxation plan.

A decision on opening of cinema halls and gymnasium may be taken later.

However, measures for maintaining social-distancing like 20 passengers in a bus, two people, excluding the driver, in four wheelers and one person in an autorickshaw will continue to be in place.

Sources said that neighbourhood religious places are likely to be allowed to open even as famous ones which witness large footfall will remain closed for some more days.

The government will come up with detailed guidelines for the next phase of relaxations on Monday.

The government is likely to prohibit people''s movement from 9 pm to 5 am during which all non-essential activities will not be allowed. At present, the timing is from 7 pm to 7 am.

Fourth phase of lockdown accounts for nearly half of total cases

The fourth phase of the coronavirus-triggered lockdown, which began on May 18, saw 85,974 COVID-19 cases till 8 am on Sunday, which is nearly half of the total cases reported in the country so far.

Lockdown 4.0, which will end on May 31 midnight, has accounted for47.20 percent of the total coronavirus infection cases, number crunching from the Union Health Ministry data reveals.

The lockdown, which was first clamped on 25 March and spanned for 21 days, had registered 10,877 cases, while the second phase of the curbs that began on 15 April and stretched for 19 days till 3 May, saw 31,094 cases.

The third phase of the lockdown that was in effect for 14 days ending on 17 May, recorded 53,636 cases till 8 am of 18 May.

The first case of COVID-19 in India?was reported on January 30 from Kerala after a medical student of Wuhan university, who had returned to India, tested positive for the virus.

The country had registered 512 coronavirus infection cases till 24 March.

With the fourth phase of lockdown ending on Sunday, the home ministry on Saturday said 'Unlock-1' will be initiated in the country from 8 June under which the nationwide lockdown will be relaxed to a great extent, including opening of shopping malls, restaurants and religious places, even as strict restrictions will remain in place till 30 June in the country's worst-hit areas

While announcing the extension of the lockdown in containment zones across the country, the Home Ministry said temples, mosques, churches and other religious places and shopping malls will be allowed to open in a phased manner from 8 June, while a decision on opening of schools and colleges will be taken in July in consultation with states.

Recovery rate stands at 48.19%, says Centre

The Centre on Monday said that the recovery rate from the coronavirus infection has risen to 48.19 percent from 11.42 percent on 15 April.

A press release said, "During the last 24 hours 4,835 COVID-19 patients have been cured. Thus so far, a total of 91,818 patients have been cured of COVID-19.

"The recovery rate in the country is progressively increasing and has reached 48.19 percent amongst COVID-19 patients. The recovery rate on 18 May was 38.29 percent. On 3 May it was 26.59  percent. On 15 April it was 11.42 percent."

Seven new COVID-19 cases in Manipur, total reaches 78

Seven migrant workers who recently returned to Manipur have tested positive for COVID- 19, taking the total number cases in the state to 78, officials said on Monday.

In Senapati district a 17-year-old and 26-year-old who had returned from Chennai tested positive while in Bishunpur district two persons who had returned from Uttar Pradesh also tested positive for coronavirus, a statement issued by COVID- 19 Common Control Room said.

Of the total 78 COVID-19 cases, 67 are active as 11 persons have recovered. The state, which was declared COVID 19-free on April 19, recorded a surge in the number of cases with migrants from other parts of the country returning home.

Two blocks of the Andhra Pradesh Secretariat were shut after an employee has tested positive for COVID-19. Employees in two blocks have been asked to work from home and all five blocks at Secretariat are being sanitised, ANI reported.

The employee, who tested positive for COVID-19, is one of the Secretariat staffers who was stuck in Hyderabad and had returned to Amaravati on 27 May in one of the specially arranged buses.

700 Indians to be repatriated from Sri Lanka through sea route

INS Jalashwa will sail from Colombo port in Sri Lanka carrying around 700 Indian nationals back to Tuticorin in Tamil Nadu. This will be the first operation in the second phase of Operation Samudra Setu to repatriate Indian citizens as part of Vande Bharat mission. INS Jalashwa is also scheduled to bring back 700 Indian citizens from Male on Friday.

In the operation's first phase, the Indian Navy repatriated 1,488 Indian nationals from Malè to Kochi.

Confirmed cases in Andhra Pradesh rise to 3,118; 2 deaths within 24 hours

Andhra Pradesh reported 76 new COVID-19 positive cases and two deaths in last 24 hours. The total number of positive cases stood at 3,118 and the toll is at 64.

South Central Railway announced on Sunday that train travel within Andhra Pradesh has been restricted “until further advice”. Trains from other states will arrive in Andhra Pradesh and passengers will have to be quarantined at home for 14 days and be tested at railway stations. Those who arrive from Maharashtra, Gujarat, Rajasthan, Madhya Pradesh, Delhi and Chennai will have to spend seven days in institutional quarantine.

Rajasthan reports 4 new deaths, state toll now at 198 

Four more COVID-19 deaths were reported in Rajasthan on Monday, taking the total number of fatalities due to the disease to 198 in the state, officials said. The number of novel coronavirus cases increased to 8,980 after 149 people tested positive for the infection, they said.

Two deaths were reported from Jaipur and one each from Baran and Bikaner districts on Monday, the officials said.

Senior ICMR scientist tests positive for coronavirus

A senior scientist at the Indian Council of Medical Research (ICMR) has tested positive for novel coronavirus following which the entire ICMR building is being sanitised, sources told PTI.

The scientist, who is from Mumbai, had come to Delhi a few days ago and tested positive for the virus on Sunday morning. The scientists is from the National Institute for Research in Reproductive health in ICMR, Mumbai. The ICMR building will be sanitised and fumigated for two days, a source said.

ABVP slams Maharashtra govt for not holding final year varsity exams

The Akhil Bharatiya Vidyarthi Parishad, students' wing affiliated to the RSS, has demanded the Maharashtra government to withdraw its decision of not holding the final year university exams in the state, reports PTI.

A migrant worker, who had returned from Mumbai recently, was found dead near a quarantine centre in Odisha's Cuttack district, police said on Monday.

The deceased was identified as Brajabandhu Rana(40), a native of Krushnapur village. He was lodged at a quarantine centre in Krushnapur panchayat under Badamba police limits in Cuttack district.

The body was recovered and sent for post-mortem. The reason behind the death was yet to be ascertained. Investigation was launched into the matter, police said.

The rupee appreciated 32 paise to 75.30 against the US dollar in opening trade on Monday supported by the government's reopening plan for the domestic economy. Forex traders said foreign fund inflows, weak American currency, and positive opening of domestic equities also boosted investor confidence.

The rupee opened at 75.32 at the interbank forex market and then gained further ground to touch 75.30, up 32 paise over its last close. It had settled at 75.62 against the US dollar on Friday.

A passenger bus with migrant workers who were returning from India crashed into a parked truck in southern Nepal, killing 11 people and injuring 22, officials said on Monday.

The accident took place on Sunday in Banke district when the bus collided with a truck that was parked at the roadside. The bus was carrying nearly over 30 migrant workers who returned from India to their home district in Salyan via Nepalgunj, the District Police Office was quoted as saying by Myrepublica.

The bus hit the parked truck on the road killing 11 passengers, including the bus driver, and injuring 22, it said.

China has reported 32 new coronavirus cases, including 16 asymptomatic infections, the health authority said on Monday. According to the China's National Health Commission (NHC), a total of 16 imported cases were reported on Sunday. Eleven were reported in Sichuan Province, three in Inner Mongolia Autonomous Region, and two in Guangdong Province.

Also on Sunday, 16 new asymptomatic cases were reported in the country taking the total number of people under medical observation to 397, the NHC said.

Coronavirus Outbreak LATEST Updates: Uttar Pradesh principal secretary (health), Amit Mohan Prasad on Monday said that the state government is tracking migrant labourers returning to the state with the help of ASHA workers.

He also said that 11,47,872 labourers have been tracked till now, out of which 1,027 are symptomatic. Their samples have been collected for test.

The DGCA has asked Airlines to keep the middle seat empty if passenger load, seat capacity permits so.  If middle seat can’t be kept vacant then passengers are to be provided additional ‘wrap-around gown’, and families can be seated together, ANI reports.

As the fourth phase of the nationwide lockdown due to coronavirus draws to a close, the total number of COVID-19 cases in the country has risen to 1,82,143 and the number of deaths has risen to 5,164.

The country recorded 8,380 new infections and 193 deaths in the past 24 hours.

India has now become the world''s seventh worst-hit country in terms of coronavirus cases, according to the World Health Organization's coronavirus tracker. The US, Brazil, Russia, UK, Spain and Italy are the countries that have reported more cases than India as of now.

Meanwhile, several states announced that they would extend the lockdown till the end of June, albeit with some relaxations.

State-wise cases and deaths

The death toll has gone up by 193 since Saturday morning, of which 99 deaths were reported from Maharashtra, 27 from Gujarat, 18 from Delhi, nine each from Madhya Pradesh and Rajasthan, seven from West Bengal, six each from Tamil Nadu and Telangana, five from Bihar, three from Uttar Pradesh, two from Punjab, and one each from Haryana and Kerala.

Of the total 5,164 fatalities, Maharashtra tops the tally with 2,197 deaths, followed by Gujarat (1,007), Delhi (416), Madhya Pradesh (343), West Bengal (309), Uttar Pradesh (201), Rajasthan (193), Tamil Nadu (160), Telangana (77) and Andhra Pradesh (60).

The death toll reached 48 in Karnataka, 44 in Punjab, 28 in Jammu and Kashmir, 20 in Haryana, 20 in Bihar, nine in Kerala, and seven in Odisha.

Himachal Pradesh, Jharkhand and Uttarakhand have each registered five COVID-19 fatalities, Chandigarh and Assam have recorded four deaths each, while Meghalaya and Chhattisgarh have reported one COVID-19 fatality each so far.

More than 70 per cent of the deaths are due to co-morbidities, the ministry said.

According to the health ministry data updated in the morning, the highest number of confirmed cases in the country are from Maharashtra at 65,168, followed by Tamil Nadu at 21,184, Delhi at 18,549, Gujarat at 16,343, Rajasthan at 8,617, Madhya Pradesh at 7,891 and Uttar Pradesh at 7,445.

The number of COVID-19 cases has gone up to 5,130 in West Bengal, 3,636 in Bihar, 3,569 in Andhra Pradesh, 2,922 in Karnataka, 2,499 in Telangana, 2,341 in Jammu and Kashmir, 2,233 in Punjab and 1,923 in Haryana.

Odisha has reported 1,819 coronavirus cases, Kerala has 1,208 cases, Assam has 1,185, Uttarakhand has 749, Jharkhand has 563, Chhattisgarh has 447, Himachal Pradesh has 313, Chandigarh has 289, Tripura has 268, Ladakh has 74 and Goa has 70.

Manipur has reported 62 COVID-19 cases, Puducherry has 51 cases of infection, Nagaland has recorded 36 cases, while Andaman and Nicobar Islands has registered 33 infections.

Meghalaya has registered 27 cases, Arunachal Pradesh has reported four cases, Dadar and Nagar Haveli has two cases, while Mizoram and Sikkim have reported a case each till now.

States extend lockdowns

Maharashtra extended till 30 June the lockdown in the entire state, and announced easing of restrictions and phase-wise resumption of activities under the "Mission Begin Again".

As per the revised guidelines issued on Sunday, all markets, market areas and shops, except malls, will be allowed to functionfrom June 5 on odd-even basis.

While all private offices can operate with up to 10 per cent their employee strength as per the requirement from June 8 with others working from home.

This will exclude COVID-19 containment zones, the guidelines said.

Under ''Mission Begin Again'', outdoor physical activities like morning walks, cycling will be allowed. Self employed persons like plumbers, electricians, pest control staff and technicians will be allowed to work, but they will have to follow social distancing norms. Garages can also function and customers can visit them with prior appointment.

These activities will be permitted in the red zones of Mumbai Metropolitan Region (MMR), including Mumbai, as well as Solapur, Pune, Aurangabad, Malegaon, Nashik, Dhule, Jalgaon, Akola, Amravati, Nagpur. However, such activities will not resume in COVID-19 containment zones, it said.

In Madhya Pradesh, the lockdown in containment areas will remain in place till 30 June 30 but people won't need e-passes for intra-state and inter-state travel in personal vehicles from Monday, Chief Minister Shivraj Singh Chouhan has said.

The decision to re-start inter-state public transport will be taken on June 7, he added in a televised address on Sunday night.

The chief minister said a decision to re-open schools, colleges, coaching centres will be taken in July after a dialogue with stakeholders.

However, he said, schools will be opened for Class XII board exams.

Public movement on streets will remain completely banned between 9 pm and 5 am, while the ban earlier was between 7 pm to 7 am.

In Delhi, opening of salons, shops in malls on an odd-even basis and religious places are among the activities the state government is likely to allow in the coming days.

The Delhi government may extend the lockdown in containment zones till June 30, an official told PTI, adding that the city administration will permit all activities, including in religious places, allowed by the Centre in a phase-wise relaxation plan.

A decision on opening of cinema halls and gymnasium may be taken later.

However, measures for maintaining social-distancing like 20 passengers in a bus, two people, excluding the driver, in four wheelers and one person in an autorickshaw will continue to be in place.

Sources said that neighbourhood religious places are likely to be allowed to open even as famous ones which witness large footfall will remain closed for some more days.

The government will come up with detailed guidelines for the next phase of relaxations on Monday.

The government is likely to prohibit people''s movement from 9 pm to 5 am during which all non-essential activities will not be allowed. At present, the timing is from 7 pm to 7 am.

Fourth phase of lockdown accounts for nearly half of total cases

The fourth phase of the coronavirus-triggered lockdown, which began on May 18, saw 85,974 COVID-19 cases till 8 am on Sunday, which is nearly half of the total cases reported in the country so far.

Lockdown 4.0, which will end on May 31 midnight, has accounted for47.20 percent of the total coronavirus infection cases, number crunching from the Union Health Ministry data reveals.

The lockdown, which was first clamped on 25 March and spanned for 21 days, had registered 10,877 cases, while the second phase of the curbs that began on 15 April and stretched for 19 days till 3 May, saw 31,094 cases.

The third phase of the lockdown that was in effect for 14 days ending on 17 May, recorded 53,636 cases till 8 am of 18 May.

The first case of COVID-19 in India?was reported on January 30 from Kerala after a medical student of Wuhan university, who had returned to India, tested positive for the virus.

The country had registered 512 coronavirus infection cases till 24 March.

With the fourth phase of lockdown ending on Sunday, the home ministry on Saturday said 'Unlock-1' will be initiated in the country from 8 June under which the nationwide lockdown will be relaxed to a great extent, including opening of shopping malls, restaurants and religious places, even as strict restrictions will remain in place till 30 June in the country's worst-hit areas

While announcing the extension of the lockdown in containment zones across the country, the Home Ministry said temples, mosques, churches and other religious places and shopping malls will be allowed to open in a phased manner from 8 June, while a decision on opening of schools and colleges will be taken in July in consultation with states.

Southwest Monsoon sets in over Kerala, says India Meteorological Department; heavy rainfall warning issued for nine districts in state

The Southwest Monsoon has set in over Kerala marking the commencement of the four-month-long rainfall season, the India Meteorological Department said on Monday.

"The Southwest Monsoon has made an onset over Kerala," IMD Director General Mrutyunjay Mohapatra told PTI.

Private forecaster Skymet Weather on 30 May had declared arrival of monsoon, but the IMD disagreed, saying conditions were not ripe then for such an announcement.

The Met department has issued heavy rainfall warning for nine districts of Kerala — Thiruvananthapuram, Kollam, Pathanamthitta, Alappuzha, Kottayam, Ernakulam, Idukki, Malappuram, and Kannur — as per the report.

In April, the weather office said the country is expected to see a "normal" monsoon at 100 percent of the Long Period Average (LPA). The LPA of the season rainfall over the country as a whole for the period between 1961 and 2010 is 88 cm.

The IMD will issue the second stage Long Range Forecast (LRF) for South-West Monsoon Season (June to September) rainfall later on Monday, Livemint reported.

The Southwest Monsoon season, which replenishes the country's farm-dependent economy, usually first hits the southern tip of Kerala usually in the first week of June and retreats from Rajasthan by September.  The four-month monsoon season from June to September accounts for 75 percent of rainfall in the country.

IMD Deputy Director General Anand Kumar Sharma told ANI the coastal areas up to south Gujarat will witness rain till 4 June. "As forecast a few days earlier that monsoon is going to hit Kerala on 1 June. The same has come true. Monsoon onset over Kerala has been declared today by the IMD. Its a good sign and it is raining," Sharma said.

He said that the low-pressure system, which had formed earlier, has concentrated into a depression and will further concentrate into a deep depression and cyclone in the next 24 hours. "As it moves northwards, along with coast, it will bring moisture and rains to all the coastal areas up to south Gujarat and especially from 2 to 4 June," Sharma said.

"Especially on 3 and 4 June, heavy to very heavy rains and even extremely heavy rains at one or two places are possible in north Konkan, north Madhya Maharashtra, south Gujarat, Daman and Diu, and Dadra Nagar and Haveli," he added.

Sharma said that people in these areas will have to be extra careful in the coming days. "In low lying areas, where water can get accumulated, people will have to be extra careful. In mountainous regions, especially the Western Ghats and landslide-prone areas, there are possibilities of landslides as well. So, people have to be a little careful in those areas," Sharma said.

HPBOSE Class 12 Exam 2020: Geography exam to be held on 8 June, students asked to wear masks and use sanitisers at centres

The Himachal Pradesh Board of School Education (HPBOSE) has announced that the pending Class 12 Geography exam will be conducted on 8 June from 8.45 am to 12 pm.

Through a notification, the board has directed students and school staff to wear masks at the exam centre in view of the coronavirus pandemic.

Students will have to reach their exam centre half an hour before the commencement of exam. They will be allowed inside the exam hall only after washing hands with a sanitizer or soap. The seating arrangement will be made in compliance with social distancing norms.

Some Class 12 exams were deferred due to the coronavirus outbreak and COVID-19 lockdown. The HPBOSE last month decided to conduct only Geography exam for Class 12 students. It announced that exams for the remaining subjects like Computer Science, Physical Science and Yoga would not take place and marks would be given to students on the basis of their score in compulsory subjects.

These papers were cancelled since a large number of candidates would have appeared for them and it would have been difficult to follow social distancing norms. On the other hand, only 4,335 candidates would take Class 12 Geography exam.

The board asked schools to ascertain the location of students so that centre can be allotted keeping in view their convenience.

The evaluation of Class 10 and 12 answer sheets is underway. Class 10 results are expected by mid-June, while the Class 12 result may be declared by the end of June.

DU admission 2020: University advises students to rely on du.ac.in for information; likely to begin admission process on 8 June

The Delhi University has asked students not to consider “unauthentic sources” for information regarding the admission process for the 2020-2021 academic session. The varsity has advised them to only rely on the official website for any update.

The university recently released a tentative schedule prepared by the admissions department for the registration process of the next academic session.

As per the tentative schedule for admission to undergraduate courses, the application process may begin on 8 June and continue till 30 June. If the Class 12 results of various boards are not announced during this period, the university will again open the admission portal between 31 July and 9 August for students to enter their marks.

Following the completion of the registration process, DU will release five cut-off lists. The first and second cut-off list will be released on 11 and 18 August. The third and fourth cut-off list will be announced on 23 and 28 August. The fifth cut-off will be put out on 3 September. A special cut-off list will also be released on 8 September.

The application process for 10 entrance-based courses will remain the same and National Testing Agency (NTA) will announce the exam dates for them.

The university has also put out a tentative datesheet for open book examinations for all semesters on its website. The exams will commence from 1 July.

The coronavirus outbreak has led to the postponement of exams and delay in admission process in educational institutions across the country. Owing to the COVID-19 pandemic, Class 12 board exams of various boards were delayed, which has forced universities to push back the admission process.

Poor quality PPEs flood market due to lack of strict quality control; procedural loopholes lead to rise of pandemic profiteering

New Delhi: With demands for Personal Protective Equipment (PPEs), masks and gloves mounting each day to protect frontline workers and others involved in the fight against highly contagious coronavirus, the unauthentic certification firms have popped across the country to make quick money.

According to the experts, many of these fly-by-night operators distributing certificates for meagre Rs 5, 000-10,000, are neither by National Accreditation Board for Certification Bodies (NABCB), an organisation working under the aegis of Quality Council of India nor registered with the drug controller under medical devices rules to carry out an audit of the manufacturing site.

NABCB provides accreditation to certification and inspection bodies based on the assessment of their competence and in accordance with international standards and guidelines and those seeking to register with drug controller needs to have prior accreditation from NABCB.

Sources said the government is looking at several complaints filed by the notified associates flagging the names of hundreds of such certification firms that are operating without experts, experienced auditors and office address.

Some suppliers are flaunting ISO number to claim certification from US and Europe based accreditation bodies, operating as non-governmental organisations. Significantly, only 11 firms are NABCB accredited bodies and eight companies registered with drug controller are authorised to carry out an audit of medical device manufacturers.

Anil Jauhri, former CEO of NABCB told Firstpost that these unauthentic PPE certification bodies are taking gullible buyers for a ride because these cannot be authenticated by a third party. Jauhri said those agencies directly buying from the manufacturer must examine if the certificate is issued by NABCB notified bodies because we are at least 18 months away from strict regulation for medical devices.

“We do not have regulation in force today to ensure standardization of medical devices. PPEs are also not regulated and for the next 18 months, we have to rely on the voluntary regime as far as quality is concerned. Now, in the absence of regulation, anything is selling in the market. A large number of certification bodies are distributing certificate, which is of no worth at all. That is why my suggestion is not to go for export of PPEs because we are not producing standard quality PPEs and we should not be branded with China for providing sub-standard PPEs,” Jauhri said.

"Secondly, the buyers need to be educated about the difference between bogus and genuine accreditation and the must-have tools to check whether they have been certified by NABCB’s notified bodies. Also, in the absence of regulation, genuine manufacturers should go for Bureau of Indian Standards (BIS) voluntary certification that would ensure quality PPEs and masks,” he said.

The medical devices which were earlier not defined have now been notified effective from 1 April 2020 but manufacturers have been given 18 months breather to meet the rules.

Aradhana Mishra, senior general manager of MTIC INTERCERT, an European notified body for PPEs and medical devices, said many PPEs buyers purchasing directly from a small manufacturing unit doesn’t even know if they have NABCB rating. She said Delhi has become a hub for phoney certification of PPEs and medical device and requires strict crackdown by the government.

“Some are even offering certification for Rs.5000. This is shocking because it simply means they are printing the name of suppliers on the certificate without actual audit etc. They will only be caught if exporting these materials on the basis of such a certificate because the lie will be called immediately by international accreditation bodies. We have been raising this issue and trying to create awareness in MSME meetings,” Mishra said.

Jauhri said in order to ensure the quality of PPEs, the procuring agencies must purchase it from manufacturers tested and certified which also includes nine authorised labs as recommended by textiles ministry.

"Ministry of Textiles have done a commendable job in producing quality PPEs during the ongoing pandemic. The ministry not only eliminated our dependence on Chinese import but also put in place a mechanism to check the quality. Now, hospitals, government or private agencies must buy PPEs from manufacturers certified by these nine labs as suggested by the ministry,” Jauhri said.

Dr BK Rana, founding CEO of Quality and Accreditation Institute said the government has started enforcement measures and they have formed a group of experts from textiles and quality consultancy domain to run an awareness campaign for the users to spot a sub-standard PPE coverall and unauthentic certification. Rana said plethora of suspicious certification firms is sprouting just to make quick money taking advantage of this distressful situation.

“Many of these certification bodies registered in India or abroad are not illegal but at the same time, they are not recognised by international standard organisations. We have struggled with this issue for the last two months and now putting a mechanism in place to check suspicious certificates and poor quality PPEs. Even for the gloves that doctors wear, we have noticed some manufacturers have used cheap material and after wearing it for an hour, the hand is turning white. So we have started an awareness campaign as well for the procurement agencies,” Rana said.

Soumik Mondal of SGS India, a notified body of NABCB said they are having a series of webinar with the government as well as industry experts to educate more people about PPEs certification.

“The big issue is legal vacuum and lack of awareness among procuring agencies,” Mondal said.

Jauhri also clarified that normally in no country there is a specific law to regulate the issue of certificates but in India, due to rampant abuse, there is need for a law to regulate both accreditation and conformity assessment bodies, which means labs, inspection bodies and certification bodies.

“Since there is no specific law, anyone can open a certification body or lab and issue certificate or report. We would not know if it’s competent or follows right process or method,” Jauhri said further adding that many certification firms today are taking advantage of lack of regulatory mechanism.

Steps to ensure standardisation

In the absence of strict regulation, the BIS has relaxed testing norms for critical components for safety wear and have also allowed third-party testing certification for manufacturers, who lacks the in-house facilities. BIS is the national standard body of the country for the harmonious development of the activities of standardisation, marking and quality certification of goods.

BIS has said that the latest move will boost the number of PPEs being manufactured every day in the country. It said the norms have been relaxed to enable more manufacturers to be brought in the ambit of BIS product certification scheme, which will, in turn, result in a greater quantity of BIS certified PPEs being made available to the users.

The details of new norms reviewed by Firstpost for three components — filter half masks, surgical face masks and eye protectors — reveals the testing procedures though relaxed will ensure that products are certified by a notified body and accredited lab, approved by the government. The experts believe this move will have twin advantage -- help small manufacturing sector and bring more manufacturers under the ambit of standard.

For face masks, BIS has approved sub-contracting for tests with enough safeguards. As per the new guidelines, the lab must be recognised by the BIS or it should be a government lab empanelled by the BIS.

“Conformity of the materials to the requirements of the standard may be established either through the supplier/manufacturer’s test certificate or test report issued by BIS lab/BIS recognised Lab/BIS Empanelled Lab or through in-house testing,” BIS guidelines for masks manufacturers said.

For the manufacturing of Eye Protectors, BIS said if the testing of sample is done at the factory of a BIS licensee, it will be conducted under supervision of a BIS certification officer.

Rajiv Nath, forum coordinator of Association of Indian Medical Device Industry said this relaxation was sought for N95, three-layer surgical mask and eye protectors (goggles) to enable a larger pool of compliant manufacturers so that non-licensed manufacturers could use the facility of the licensed manufacturer as cost of test equipment like for three-layer surgical mask manufacturing is Rs 15-16 Lakh. The cost is quite prohibitive for an SME manufacturer and it takes time to set up.

He also said for users who are dependent on HLL the move by BIS means access to a larger pool of indigenous manufacturers with lower prices than imports currently and for new manufacturers, it will ensure flexibility and ease of doing business.

“There is an acute shortage of goggles and also of masks. So by sharing of limited testing equipment and resources, we are trying to have more suppliers added to pool,” Nath said.

The India-China-US dance: Three questions New Delhi must answer in order to balance its geopolitical equations

It's truly a curious phase in India's history that finds the country in a continuing war with a catastrophic virus; a bloody and almost daily war with Pakistan; and in a very serious and threatening crisis with China — which is so absent from news headlines that one might very nearly miss it altogether. Yet those who did know marvelled that a country that was responsible for nearly two lakh people being infected in India — leading to a complete grinding to a halt of the economy — was crass enough to resort to violence in the remote north.

That began inoffensively enough with a few pushes and stones thrown. Now satellite imagery seems to indicate that China is digging in, rather rapidly expanding its footprint in the remote but sensitive area, in an attempt to deny India its rapidly increasing infrastructure development along the Line of Actual Control. As of now, it seems that China is using a salami-slicing approach for tactical advantage.

Salami-slicing refers, as the term suggests, to small incremental steps to improve one's position or territorial space. Indeed, General Bipin Rawat, the then-army chief had warned of just such tactics after the Doka La standoff.  This is what Beijing does, in the South China Sea and along its Himalayan borders. But a question that has to be asked is whether tactical advantages point to aggressive future plans, under what former foreign secretary and scholar Vijay Gokhale describes as the newly overconfident and arrogant leadership. This is the first question.

Faced with its inordinately large neighbour, Delhi has chosen to handle the whole quietly, without public noise and fury, even while keeping all its friends informed on the situation. That incidentally, is standard practice that has been followed ever since Jawaharlal Nehru's time. It's true that some friends are closer than others, not due to any particular affection but due to the fact that both have common enemies — namely China — and common interests, that include keeping the world's one remaining territorially predatory power in check.

Donald Trump's offer to 'mediate' between India and China took everyone by surprise, as did his claim to having spoken to Narendra Modi on the issue. The Ministry of External Affairs politely but firmly declined the offer, observing that the Asian nations were 'fully engaged' to resolve the issue. Embarrassingly, 'sources' also made it clear that the last call with the US president had been on 4 April.

The Chinese foreign ministry fumed, and Global Times  ran a piece that warned that the US "exploits every chance to create waves that jeopardise regional peace and order". China has since then made an effort to soothe the diplomatic waters, even while it continues to augment its strength on the border, which is being matched by India soldier-for-soldier. That raises the second question.

Trump and the White House bureaucracy have been pushing India towards the "Indo-Pacific" construct, to Beijing's dismay. The Department of State's chief South Asia official Alice Wells has repeatedly praised the end of Indian diffidence in working with the US. Trump is wooing India consistently, with his latest being a statement in which he said that the G-7 needs to include India and others to make it more representative. He's also steadily increasing the pressure on China; abruptly quitting the WHO, removing certain Chinese firms from the bourses, even while Congress has passed a bill calling for sanctions on China on account of the ill-treatment of the Uighurs.

Then there is the most vexing of all, the move to give Taiwan a seat at the WHO. There is indeed a section of opinion that views (without much proof) the present conflict as arising from India taking over the chair at the world body. The question then is this: Given rising Chinese strength on the border, how much should India actually come out of the closet and become a virtual ally of a country that is determined to annoy China in every way possible? Its all very well for the foreign minister S Jaishankar to say that India's relations with other countries will be ‘issue based’, but does the defence of India's sovereignty call for coming out of the closet, for a closer relationship with the US?

That brings matters to the most important question of all. There is little information or a tabulation of the series of actions that India has been taking — however legitimately — in terms of infrastructure on the border. Apart from the engineering feat in the Darbuk-Shyok-Daulat Beg Oldi Road that brings connectivity right up to the border, together with link roads thereof, two bridges in Arunachal Pradesh were also recently inaugurated. Recent news that 11 trains are to bring 12,000 workers to continue road building on the China border indicates that this thrust will continue. Which then means that China will also bring up more forces across, and this cycle will lead to more incidents.

Indeed, the steady increase in border clashes is precisely due to this.

The bottom line is that despite the talk of 'mirror deployment', China can bring up a lot more troops and equipment than India can for both monetary and terrain reasons. The third question then is this: Is India choosing the right border to show its strength? Look at the map from Beijing, and what is immediately apparent is that large peninsula jutting outwards into the sea. India has a huge advantage at sea, and where 'allies' are also available. Is it better to shift away from a strategy of strength on the border to one that emphasises capability at sea, that too in a budget-constrained environment?

Impassable forests and mountains may be a better defence than anything else India can provide, particularly when the country has a string of airfields along those borders. A decision on such a shift will may well decide the answers to the other three questions. Militaries are slow to change things from the way they were. But politicians and strategists need to reconfigure. It's time to bring out the maps.
