Who is ‘Jharkhand Tiger’ Champai Soren, set to replace Hemant Soren as CM?

There was action and drama in Jharkhand on Wednesday night. Hemant Soren, the state’s chief minister, resigned from his post, and was subsequently arrested by the Enforcement Directorate. And amid this drama, Hemant Soren’s party, the Jharkhand Mukti Morcha (JMM), appointed Cabinet minister and veteran leader Champai Soren as the new state head.

Champai Soren met Governor CP Radhakrishnan and staked claim to form the new Jharkhand government, claiming support of 47 MLAs. To form the government, the ruling alliance needs 41 MLAs and presently it has numbers above the magic figure.

The ascension of Champai Soren comes at a time when there was heavy speculation that Hemant Soren would install his wife, Kalpana Soren, at the seat of power.

As we wait for the swearing-in of Champai Soren, we take a closer look at who he is and how we got here.

Champai Soren — the Jharkhand Tiger

Champai Soren, the transport minister in the Hemant Soren government, has been a long time member of the JMM. The 68-year-old is a loyalist of JMM supremo Shibu Soren and fought along with him for the Jharkhand movement, earning him the nickname of ‘Jharkhand tiger’.

He was born in November 1956 at Jilinggora village in Jharkhand’s Seraikela-Kharsawan district to a farmer — Simal Soren. Champai Soren is not related to the Hemant Soren family.

It is reported that Champai Soren worked on his farms alongside his father. He received education up to Class X from a government school. He reportedly also got married at a very young age and has four sons and three daughters.

Champai Soren, who shares no relation with Hemant Soren’s family, has been a longtime member of the JMM. He is, in fact, known to be a loyalist to Hemant’s father — Shibu Soren. Image Courtesy: Champai Soren/Facebook

Before Jharkhand was carved out of Bihar in 2000, he represented Saraikela constituency in the Bihar Assembly after winning the 1995 state elections. And since then, he has been serving the constituency, winning the polls five times.

A Times of India report states that he has also been a trade union leader. He has carried out several successful trade movements in the towns of Jamshedpur and Adityapur.

Before transport minister, Champai Soren has also served as the minister for science and technology, labour and housing between September 2010 to January 2013. And from July 2013 to December 2014, he has served as a minister of food and civil supplies as well as transport.

In the political sphere, he’s known and revered and shares a good rapport with leaders from other parties as well.

Champai Soren’s rise to the top

The rise of Champai Soren to the chief minister’s post comes amid high drama in the state. Earlier, on Wednesday (31 January), Hemant Soren appeared before the Enforcement Directorate for questioning in an alleged land scam case under the Prevention of Money Laundering Act. This came about after he had gone ‘missing’ on Monday and evaded questioning.

Following a seven-hour grilling, Soren realised his arrest was imminent and he — accompanied by the ED officials — went to Raj Bhavan where he tendered his resignation as chief minister.

Congress president Rajesh Thakur, who is in the alliance with the JMM said, “Hemant Soren has resigned as the chief minister of Jharkhand. The ruling JMM-Congress-RJD alliance has proposed the name of senior JMM leader Champai Soren as the new CM.”

Hemant Soren had earlier in the day lodged an FIR against ED personnel over searches conducted by the agency at his Delhi residence on Monday. And in the night, moved the Jharkhand High Court. However, it is still unknown as to why he moved the court. His petition will be heard by the bench of Acting Chief Justice Shree Chandrashekhar and Justice Anubha Rawat Choudhary at 10.30 am today. The outgoing chief minister has alleged that the actions of the ED officials have been to “harass and malign him and his entire community”.

Following Hemant Soren’s arrest, several tribal outfits have called for a bandh in the state. Kendriya Sarna Samiti president Ajay Tirkey was quoted as telling news agency PTI that 15-20 tribal organisations from across the state will join the shutdown. “Despite cooperating with the ED in the investigation, Hemant Soren was arrested. We protest this,” he said.

Soren’s arrest also prompted strong reactions from leaders of the Opposition grouping — INDIA bloc. Congress president Mallikarjun Kharge on X wrote, “The one who did not go with (Narendra) Modi ji will go to jail. Putting ED against Jharkhand Chief Minister Hemant Soren and forcing him to resign is a blow to federalism.”

How fiscal policy could shape coal and petroleum use

India is largely reliant on fossil fuels for its energy needs, which account for ~57 per cent of the installed electricity capacity and 75 per cent of the electricity production in India. However, India has also been aggressively working towards increasing its renewable energy portfolio, with an ambitious target of achieving 500 GW of renewable energy by 2030, according to the Union Ministry of Power.

To ensure a sustainable energy scenario for India, a two-pronged approach needs to be adopted. First, the adoption of renewable (solar, hydro, wind, etc.) and alternate sources of energy (battery storage) needs to be increased. Secondly, the carbon footprint needs to be reduced for existing projects and initiatives by funding cleaner technologies.

Budget 2024 LIVE

Nirmala Sitharaman's Union Budget speech to start at 11AM

The Interim Budget 2024 will be unveiled by Finance Minister Nirmala Sitharaman on February 1 at 11 a.m.

This is her sixth budget presentation, and it will carry considerably more weight because it is the last financial blueprint for the Narendra Modi government's second term.

Union Finance Minister Nirmala Sitharaman will give the Interim Budget today, ahead of the Lok Sabha elections in 2024, which would be the final budget of Prime Minister Narendra Modi’s second term. This is an interim budget, and the complete budget for fiscal year 2024-25 will not be issued until the next government is formed following the general elections.

The Interim Budget specifies expenditures and income until the formation of a new administration, assisting the government in managing its financial responsibilities.

Ahead of the Interim Budget, President Droupadi Murmu highlighted that India has maintained its position as the fastest-growing major economy, saying, “The year 2023 was a historic year for India when it grew the fastest among major economies despite the global crisis. India grew about 7.5 per cent for two consecutive quarters.”

It is anticipated that record capital expenditures on infrastructure, with a particular emphasis on roads, highways, and Indian Railways, would be announced in the 2024 budget. This will continue in line with the Modi administration’s plan to use infrastructure expenditure to propel economic growth in India. It is anticipated that Indian Railways would get a record-breaking allocation of about Rs 3 lakh crore for capital expenditures in the Budget. Since 2017, the railway budget has been included in the Union Budget address rather than being given out separately.

Expectations for the income tax in Budget 2024 are likewise high, particularly given the current relatively high rate of inflation. The average person, middle class, and salaried individuals are looking to Budget 2024 to offer some income tax relief. This could come in the form of changes to the income tax rate or slab, an increase in the standard deduction, an increase in the maximum amount that can be deducted from income, such as Section 80C, or a modification to the new income tax regime to make it more advantageous. Despite being an interim budget, analysts predict certain populist initiatives because this is an election year budget.

India bought less gold jewellery in 2023 but more gold bars and coins: WGC

India’s gold demand dipped by 3 per cent year-on-year to 747.5 tonnes in 2023, according to the World Gold Council. However, the demand is expected to rise to between 800 and 900 tonnes in the coming year if prices remain stable.

In 2022, the country’s total gold demand was recorded at 774.1 tonnes, as per the World Gold Council’s Gold Demand Trends report for 2023.

“India’s gold demand in 2023 declined by 3 per cent to 747.5 tonnes, strongly influenced by rising gold prices. Although consumer interest remained high, it lagged trade sentiment. October’s price correction during Navratri stimulated a robust consumer response, boosting Diwali sales in November.

“However, demand declined in December as gold prices resumed an upward trend, resulting in a 9 per cent drop in fourth quarter jewellery demand compared to the same period of 2022,” WGC Regional CEO, India, Somasundaram PR told PTI.

Price of gold was volatile throughout 2023, with the yellow metal reaching a new high of Rs 61,845 per 10 gm on May 4 in the domestic market and USD 2,083 an ounce in global markets, and this trend continued with the precious metal reaching another high of Rs 61,914 per 10 grams in November 16.

Looking forward to 2024, India’s gold demand should benefit from ongoing positive economic conditions and if the prices hold out are not significantly volatile there is likely to be a big spurt in demand which could be anywhere between 800-900 tonnes, he said.

“The subdued demand range of 700-800 tonnes since 2019 attributable to continuous rise in prices, increase in duties, stock market outperformance, near-term elections spending impact and acceptance of elevated price levels, suggest the potential for a spurt in demand in the near future.

However, any short-term impediments to higher demand could arise from another round of sharp price hikes and volatility triggered by global factors,” he added.

The total jewellery demand in India dropped by 6 per cent to 562.3 tonnes in 2023, compared to 600.6 tonnes in the previous year, the report stated.

Meanwhile, the total gold investment demand in the country grew by 7 per cent to 185.2 tonnes, compared to 173.6 tonnes in the previous year, the WGC report said.

“Bar and coin investment in India rebounded, growing by 7 per cent to 185 tonnes year-on-year. The fourth quarter demand touched 67 tonnes, 64 per cent above the five-year quarterly average.

“The correction in gold prices led to some robust investment responses in third and fourth quarters, supported by increased interest from physically backed gold ETF investors, setting total holdings in Indian-listed products to a record 42 tonnes by year-end,” Somasundaram said.

He said that recycling was 20 per cent higher due to low and supportive higher prices but at 117 tonnes, could be considered the normative expected level.

Total gold imported to India in 2023 was 780.7 tonnes, up by 20 per cent compared to 650.7 tonnes in 2022, according to the report.

“Net gold imports surged by 20 per cent to 780.7 tonnes in 2023, primarily due to substantial inventory building by the trade.

“In 2024, gold imports are likely to be higher than the demand. The various Free Trade Agreements (FTAs) India has inked with many countries are expected to boost gold imports further this year,” noted Somasundaram.

Is Hemant Soren’s wife Kalpana set to be the new Jharkhand CM? Who is she?

It almost sounds like a television show, but, in fact, it’s reality.

As Jharkhand chief minister Hemant Soren prepares to appear before the Enforcement Directorate (ED) to record his statement in an alleged land fraud case, and rumours of his arrest are swirling, there’s speculation that his wife, Kalpana Soren, will take over the chief ministerial post.

While Soren’s party, the Jharkhand Mukti Morcha (JMM) has refuted this speculation, it has got credence after BJP MP Nishikant Dubey made a similar claim.

But who is Kalpana Soren? And how did we get here?

Who is Kalpana Soren?

Born in 1976 in Ranchi, Kalpana grew up in Odisha’s Mayurbhanj district and has no political background. Her father is a businessman and her mother a homemaker. She did her graduation in engineering, followed by an MBA.

On 7 February 2006, Kalpana tied the knot with Hemant Soren and today, the couple has two children — Nikhil and Ansh.

Kalpana has refrained from entering the political sphere and is an entrepreneur and a social worker. It is reported that she runs a school and has a huge interest in organic farming. An NDTV report has stated that she owns three commercial buildings, whose value is worth nearly Rs 5 crores.

She is also regularly seen at state programmes linked to women and children empowerment.

When it comes to wealth and assets, Kalpana Soren, as per the election affidavit submitted by her husband in 2019, is a millionaire. It was then revealed that she had Rs 2,55,240 deposited in her various bank accounts. The couple also are in possession of various LIC policies amounting to Rs 70 lakhs. Moreover, they are owners of gold and silver jewellery worth over Rs 34 lakhs.

While she has stayed far from politics, Kalpana has been advising Hemant on numerous matters. Reports state that she was also present at the meeting with MLAs on Tuesday morning in Ranchi.

However, there’s a legal hurdle in Kalpana taking over. As per the Constitution, if the term of the Assembly will expire in less than a year, by-polls cannot be held. In that case, it would be difficult for Kalpana Soren to become an MLA. Elections in Jharkhand is due in November this year.

Why the rumours of her ascension?

Talks of Kalpana Soren having to step into her husband’s chief ministerial shoes come as many believe that Hemant Soren’s arrest in a money laundering case is imminent.

The case pertains to an alleged land scam linked to the ownership of a 7.16-acre land parcel in Ranchi, which the central agency claims was acquired through the “proceeds of crime” involving illegal sale of Army land.

The investigating agency had earlier insisted that Soren appear for questioning before 31 January, a move that the chief minister claims is “politically motivated.” In fact, in an email to officials of the Enforcement Directorate, the Jharkhand chief minister wrote, “You are well aware that the Budget Session of the Legislative Assembly will be held between 2 and 29 February 2024 and the undersigned will be pro-occupied with preparations for the same apart from other prior scheduled official engagements.

In these circumstances, your insistence to record a further statement of the undersigned on or before 31 January 2024 rocks of malice and reveals your political agenda to disrupt the functioning of the state government and prevent an elected representative of the people from discharging his official duties.”

Enforcement Directorate (ED) officials at Jharkhand chief minister Hemant Soren’s residence in connection with a money laundering case, in New Delhi, on Monday. File image/PTI

On Monday (29 January), officials from the ED showed up at Soren’s official residence in New Delhi and during their searches seized two BMWs, some incriminating documents and Rs 36 lakh in cash. The ED team was unable to question Soren as he was not at home and was “missing”.

Where did Soren go ‘missing’?

When ED officials came knocking at Soren’s door in New Delhi, he was unavailable, with many claiming that he had gone ‘missing’ for 24 hours. His party, the JMM, however, maintained that Soren was safe and in touch with them.

It is reported that Jharkhand chief minister Hemant Soren on 27 January left for Delhi from Ranchi. While the official reason for the visit is unknown, some say that he was in the Capital for “legal consultations” on the matter.

An IndiaToday report states that Soren was aware that ED officials would appear at his residence for questioning and hence, undertook a 1,292 km road journey from Delhi to Ranchi on Monday.

After resurfacing in Ranchi on Tuesday, Hemant Soren was seen paying tribute to Mahatma Gandhi on his death anniversary. When asked about his whereabouts, he said, Hum aapke ke dil mein the.” PTI

BJP MP Nishikant Dubey, in a post on X, alleged that Delhi chief minister Arvind Kejriwal helped Soren in reaching Varanasi from Delhi. “From Varanasi, Soren was taken to Ranchi by JMM minister Mithlesh Thakur,” Dubey tweeted.

And after 30 hours of being ‘missing’, Soren arrived at his official residence in Ranchi on Tuesday. He was seen smiling and waving at the media persons. The chief minister also held two meetings with all the ruling alliance MLAs and his wife, Kalpana, was also present at one of them.

When he was later asked about his whereabouts, Soren cheekily replied, “Hum aapke ke dil mein the. (I was in your heart).”

Notably, while Soren went AWOL, the BJP announced that it would give cash awards to anyone who could provide information on the CM’s whereabouts. BJP’s state president Babulal Marandi, wrote on X: “The people have breathed a sigh of relief as the CM returned…. How much pain Hemant Ji endured as he travelled 1,295 km between Delhi and Jharkhand by evading central agencies? Poor Hemant Ji must be cursing those who suggested that he should visit New Delhi.”

Indian curbs to propel Pakistan's rice exports towards record high

Due to competitor India’s decision to reduce its own shipments, Pakistan is expected to export more rice than ever before in the year that ends in June. This is because Islamabad is selling the grain at rates that are over 16 years higher than they have been in the past.

The world’s largest exporter, India, placed curbs on shipments last year. The record exports are relieving some of those restrictions and will help Pakistan replenish its depleted foreign exchange reserves, which are essential for paying for imports.

“We’ve seen a solid demand for rice in the last few months, mainly because India stopped exporting,” Chela Ram Kewlani, chairman of Rice Exporters Association of Pakistan (REAP) told Reuters.

India, which ships about 40% of global rice, unexpectedly prohibited shipments of non-basmati white rice last year and placed export duties on parboiled rice.

Pakistan’s exports might reach 5 million metric tonnes in the fiscal year 2023/24, up from 3.7 million tonnes the previous year, according to Kewlani.

Some industry experts are even more enthusiastic, predicting that shipments may exceed 5.2 million tonnes this year, given the significant increase in output.

According to a New Delhi-based dealer with a multinational trading business, Pakistan might produce 9 to 9.5 million tonnes of rice in 2023/24, up from 5.5 million tonnes the previous year due to floods.

“Higher production and elevated global prices are allowing Pakistan to export at a rapid pace. In December alone Pakistan exported around 700,000 tons of rice,” the dealer said.

Basmati rice exports could jump 60% this year to 950,000 tons, while non-basmati exports could surge 36% to 4.25 million tons, he said.

In terms of value, Pakistan’s rice exports could fetch more than $3 billion this year, an increase from the previous year’s $2.1 billion, said Aadil Nakhoda, assistant Professor at Karachi-based Institute of Business Administration.

Traditionally, India offered non-basmati rice at a lower price than Pakistan.

However, with India out of the market, buyers are switching to Pakistan, and local prices are gradually rising despite higher production, said Hammad Attique, director, sales & marketing at Lahore-based Latif Rice Mills.

Pakistan is offering 5% broken white rice at around $640 per ton and parboiled rice around $680 per ton, up from $465 and $486 respectively a year ago.

Pakistan currently exports non-basmati rice mainly to Indonesia, Senegal, Mali, Ivory Coast, and Kenya and premium basmati rice to the European Union, Qatar and Saudi Arabia, dealers said.

In India’s absence, Vietnam, Thailand, and Pakistan are trying to fill the gap. However, Pakistan’s relative proximity to buying countries in the Middle East, Europe and Africa is providing it with a freight advantage, said a Mumbai-based dealer.

“India is likely to review export curbs after the elections in May. Pakistani exporters have already shipped around two-thirds of the entire year’s shipments, and they are expected to sell the entire quantity before May-end,” the dealer said.

Pakistani farmers have been getting record prices for their paddy, which is likely to encourage them to expand planting area in the next season, said Kewlani.

“Even in the next season Pakistan will have a bigger surplus for exports if weather supports,” he said.

Yoga guru Baba Ramdev's wax statue unveiled by 'Madame Tussauds New York' in Delhi

Madame Tussauds New York unveiled the wax statue of Yoga guru Ramdev on Tuesday in Delhi. The wax statue will be placed at the Wax Museum in Times Square, Manhattan.

The wax statue of Baba Ramdev has been crafted in the Vrikshasana pose, also known as the Tree Pose in yoga. This pose involves standing on one leg with the other leg bent, resting the sole of the foot against the thigh. The hands are clasped and stretched overhead. The name “Vrikshasana” is derived from the Sanskrit word “Vriksha,” which means a tree, reflecting the pose’s resemblance to the stability and grace of a tree.

According to reports, in 2018, Ramdev gave his photographs and measurements to the Madame Tussauds Wax Museum in London to a 20-member team to prepare his wax statue. He also tweeted a series of photographs of himself at the museum, including a yoga pose of vrikshasan (standing on one leg), which is the current statue’s pose as well.

Other Indians who have their wax figures at the New York Museum are Mahatma Gandhi, Priyanka Chopra, Ranveer Singh, Varun Dhawan, Kareena Kapoor, Salman Khan and Katrina Kaif.

Indian student in US, Neel Acharya, found dead day after mother sought information on him

Neel Acharya, an Indian student studying at Purdue University in Indiana state of the United States, who was reported missing since Sunday has been confirmed dead.

As per the office of Tippecanoe County Coroner, officials were called to identify a body on Sunday to the 500 Allison Road in West Lafayette for a possible dead body. Upon arrival, they found a “college-aged male” deceased on Purdue’s campus.

The deceased student was identified as Neel Acharya, a double major in computer science and data science at the John Martinson Honors College of Purdue University. He was reported missing on social media on Sunday.

In an email addressed to the university’s computer science department on Monday, interim CS head Chris Clifton told students and faculty of Neel’s death, The Exponent reported.

“It is with great sadness that I inform you that one of our students, Neel Acharya, has passed away,” Clifton was quoted as saying by The Exponent.

“My condolences go out to his friends, family, and all affected,” it added.

Clifton further said he received an email from the Office of the Dean of Students confirming Acharya’s death.

“A deceased person was found that matched Neel’s description and had Neel’s ID on (him),” he said.

Earlier on Monday, Gourya Acharya, mother of Neel, posted on X (formerly Twitter) that her son was missing since 28 January, 2024. “He was last seen by the Uber driver who dropped him off in Purdue University.”

In her post, she also said the family is looking for any information on Neel.

In another post she said, "We need more details from the Uber driver that dropped him to get more information on him."

Responding to Gourya Acharya's post, India's Consulate General in Chicago said, "(The) Consulate is in touch with Purdue University authorities and also with Neel’s family. Consulate will extend all possible support and help".

His roommate and friend Aryan Khanolkar, said Neel was a “loving, charismatic soul, and will be cherished by all of us”.

Neel Acharya's death follows the news of a brutal murder of another Indian student Vivek Saini, who was killed with repeated blows from a hammer by a homeless man, Julian Faulkner, inside a convenience store in Lithonia, Georgia, US, where he worked a part-time job.

Last week, another Indian student, 18-year-old Akul Dhawan, was found dead outside the University of Illinois Urbana-Champaign (UIUC). He took admission in the University of Illinois' Department of Electrical and Computer Engineering to study robotics.

US issues record 1.4 million visas to Indians in 2023, wait time cut by 75%

The US Consular Team in India achieved a milestone by processing an unprecedented 1.4 million US visas in 2023, bringing down visitor visa appointment wait time by 75 per cent.

The US Embassy and Consulates in India reported that Indians now account for one-tenth of all US visa applicants globally.

“In 2023, the US Embassy and Consulates in India processed a record-smashing 1.4 million US visas. Demand across all visa classes was unprecedented, with a 60 per cent increase in applications compared to 2022. Indians now represent one out of every ten US visa applicants around the world,” said US embassy in a statement.

Visitor visas (B1/B2) have surged, marking the second-highest volume of applications in the history of the US Mission, totaling over 700,000.

Through enhancements in processes and investments in staffing, the wait time for visitor visa appointments across the nation has drastically reduced from an average of 1,000 days to a mere 250 days, with minimal waiting periods across all categories.

“The US consular team in India issued over 1,40,000 student visas in 2023 – more than in any other country in the world setting a record for the third year in a row,” the statement added.

Among the specific states, Mumbai, New Delhi, Hyderabad, and Chennai are the top four student visa processing posts in the world. This has made Indian students the largest group of international graduate students in the United States. They make up more than a quarter of the over one million foreign students studying in the United States.

The US Embassy and Consulates further stated that ’employment visas’ remain a top priority.

Consular Team India consolidated most petition-based visa processing in Chennai and Hyderabad to increase efficiency, leading to the processing of over 3,80,000 employment visas for Indians and their family members in 2023 and allowing the US Mission to maintain a minimal appointment wait time.

In another development, a pilot program this year will allow eligible H1B holders to renew their visas in the United States, further streamlining the process for this group.

It further informed that the Consulate General Mumbai eliminated a queue of over 31,000 immigrant visa cases delayed by the pandemic.

Those who have a pending immigrant visa petition and are ready for scheduling can now obtain an appointment within the standard, pre-pandemic appointment window, it added.

“The US Mission continues to invest in the future of consular services in India and explore ways to provide more efficient and convenient services. These investments have included the opening of a new USD 340 million facility in Hyderabad in March 2023, the announcement of two new consulates in Ahmedabad and Bangalore, continued capital improvements to our facilities around the country, and the permanent assignment of more consular officers to India,” the statement added.

'Zero tolerance against terrorism': Centre extends ban on SIMI under UAPA for another 5 years

The Centre on Monday extended ban on the Students Islamic Movement of India (SIMI) as an ‘unlawful association’ for five years under the Unlawful Activities (Prevention) Act (UAPA).

Taking to X, Home Minister’s Office posted on X, “Bolstering PM @narendramodi Ji’s vision of zero tolerance against terrorism ‘Students Islamic Movement of India (SIMI)’ has been declared as an ‘Unlawful Association’ for a further period of five years under the UAPA.”

“The SIMI has been found involved in fomenting terrorism, disturbing peace and communal harmony to threaten the sovereignty, security and integrity of Bharat,” it added.

The Indian government initially banned the Students Islamic Movement of India (SIMI) on February 1, 2014, extending the ban for an additional five years in 2019.

Originating in 1977 in Aligarh, Uttar Pradesh, SIMI’s objective is to transform India into an Islamic state. It was first outlawed in 2001 and has faced multiple bans since then.

SIMI members have been implicated in various terrorist activities across the nation, such as the 2014 Bhopal jailbreak, the M Chinnaswamy Stadium blast in Bengaluru in 2014, and the Gaya blasts in 2017.

Centre shortlists 30 key cities to make them beggar-free, more likely to be included in next two years

The Centre has shortlisted 30 cities spanning from Ayodhya in the north to Thiruvananthapuram in the south and Guwahati in the east to Trimbakeshwar in the west for the survey and rehabilitation of adults, especially women and children, involved in begging, according to a Times of India report.

According to the report, citing officials, the Ministry of Social Justice and Empowerment aims to assist district and municipal authorities in identifying ‘hotspots’ within these cities to eradicate beggary by 2026. More cities are likely to be included in this initiative over the next two years, added the officials.

This effort, focusing on 30 cities with significant cultural, historical, or tourist importance, falls under a sub-scheme named ‘Support for Marginalised Individuals for Livelihood and Enterprises’ (SMILE).

To ensure compliance with uniform survey and rehabilitation guidelines, in pursuit of the ‘Bhiksha-Vritti Mukt Bharat’ (beggary-free India) initiative, the ministry plans to launch a national portal and a mobile app by mid-February.

These platforms will facilitate real-time updates of data on individuals identified as beggars. While action plans have been submitted by 25 out of 30 cities, approval is pending from Kangra, Cuttack, Udaipur, and Kushinagar, added the report.

Interestingly, authorities in Sanchi have notified the ministry that there are no individuals engaged in begging within the area. Therefore, consideration of a different city is suggested.

According to Times of India, Kozhikode, Vijayawada, Madurai and Mysuru have already completed their survey. The ministry releases funds to the implementing district and municipal authorities based on the action plan.

The roadmap includes survey, mobilisation, rescue and relocation to a shelter and comprehensive rehabilitation through education, skill development and employment for re-integration with the mainstream.

Why Nitish Kumar’s exit is a huge embarrassment for the INDIA bloc ahead of 2024 polls

It feels like déjà vu all over again. Nitish Kumar is back to where he was in early 2022 — with the Bharatiya Janata Party (BJP). On Sunday (28 January), the Janata Dal (United) {JD(U)} chief took the oath of office for the ninth time with the support of the BJP, after dumping his former allies — the Rashtriya Janata Dal (RJD) and the INDIA bloc.

It’s no surprise that the JD(U)’s flip — fifth time in over 10 years — has earned him the title of ‘Paltu Ram’ in Bihar politics.

Shortly after he took the oath of chief minister, he was congratulated by Prime Minister Narendra Modi and other BJP leaders. On the other hand, leaders from the INDIA alliance voiced their displeasure with the veteran politician, with some even describing him as a turncoat and ‘girgit’ (chameleon).

But Nitish Kumar remains unfazed. He asserted that there is now no question of leaving the National Democratic Alliance (NDA)-fold. “I was with them (NDA) earlier, too. We went on different paths, but now we are together and will remain so… I came back to where I was (NDA), and now there is no question of going anywhere else,” the 72-year-old said.

But as Nitish makes a ghar wapsi to the NDA, one can’t ignore that his exit will negatively impact the INDIA grouping. We take a look how.

Why Nitish Kumar left INDIA

After much speculation and conjecture, Nitish Kumar on Sunday tendered his resignation as chief minister on Sunday morning, ditching the Mahagathbandhan and the opposition bloc INDIA. Shortly after, the 72-year-old was administered the oath of office by Bihar Governor Rajendra Arlekar at Raj Bhavan for the ninth time, in the presence of BJP leaders, including party president JP Nadda.

After the swearing-in ceremony, Kumar told reporters: “I have come back where I was earlier. Now there is no question of going back.”

He indicated that he wasn’t happy with the way things were going in the alliance in the state as well as the newly formed Opposition grouping, INDIA.

There have been rumblings of cracks between the JD(U) and the RJD for quite some time, with many speculating that Nitish would flip sides. Upendra Kushwaha, who heads the Rashtriya Lok Janata Dal, claimed that Kumar was trying to quit the Mahagathbandhan as he was feeling “suffocated”.

“Nitish Kumar has built an image where everyone keeps guessing about his future political moves. It is true that he is not comfortable as RJD is part of the Mahagathbandhan. He is feeling suffocated,” he told PTI on Friday.

JD(U) national spokesperson KC Tyagi also offered insights as to why Nitish Kumar quit the INDIA bloc and rejoined hands with the NDA. “The attitude of the Congress from day one had not been very positive… They wanted to finish all of us non-Congress parties as part of a conspiracy,” he alleged to Indian Express.

He further added, “They (Congress) also wanted to hijack the leadership of the INDIA bloc. It was decided in Mumbai that the alliance will not project a face. But through some intrigue and manipulation in the night… Jairam Ramesh and co ensured Mallikarjun Kharge’s name was proposed at the meeting. What was the need for such intrigue and manipulation? Although Kharge politely refused, it was the Congress’s conspiracy to hijack leadership (of the bloc).”

How INDIA reacted

Nitish’s flip, understandably, has shocked and irked the INDIA bloc. Tejashwi Yadav, the son of Lalu Yadav and former deputy chief minister of Bihar, said, “The JD(U) will be destroyed in the upcoming Assembly polls”.

“The game is not over for us. The game has just begun,” said the young leader. His elder brother, Tej Pratap Yadav, and sister, Rohini Acharya, also ridiculed the Bihar chief minister, likening him to a “chameleon.”

Convenor of the INDIA grouping, and Congress president Mallikarjun Kharge also minced no words when asked about Nitish Kumar’s volte-face. He said that he knew it would happen, adding, “There are many people in the country like ‘Aaya Ram-Gaya Ram’.

“Earlier he and us were fighting together. When I talked to Lalu ji and Tejashwi, they also said that Nitish is going. If he wanted to stay, he would have stayed but he wants to go. That’s why we already knew this, but to keep the India alliance intact, if we say something wrong, the wrong message will be sent. This information was already given to us by Lalu Prasad Yadav and Tejashwi Yadav. Today that came true. There are many people in the country like ‘Aaya Ram-Gaya Ram’,” Kharge said.

Bihar governor Rajendra Arlekar administers the oath of office to JD(U) leader Nitish Kumar as state chief minister during the swearing-in ceremony of new state government, at Raj Bhavan in Patna. This is the ninth time that Kumar has been sworn in as chief minister. PTI

Mamata Banerjee, Trinamool Congress matriarch and West Bengal chief minister, also expressed her anger at Kumar’s actions. A source close to her told The Telegraph, “Didi thinks that if Nitish Kumar leaves the INDIA bloc, it would be good riddance. “She thinks that the anti-incumbency facing the Nitish-led government would have cost the alliance.”

Another senior face of the Opposition alliance, Sharad Pawar, said people will give a befitting reply to the politics of “frequently shifting loyalties” being played by Bihar chief minister Nitish Kumar.

Congress’ Shashi Tharoor, perhaps, had the best take on the events. Using his impeccable English skills, he called Kumar a snollygoster — which means “a shrewd, unprincipled politician”. Incidentally, this was the same word Tharoor had used for the veteran leader had parted ways with the Mahagathbandhan in Bihar.

How Nitish’s exit hurts INDIA

While the leaders may project Nitish’s exit as non-significant, it is hard to ignore him or his impact on the upcoming 2024 Lok Sabha elections.

First and foremost, Nitish’s exit hurts the alliance, as it reinstates the narrative that the BJP has pushed on the grouping — of it being non-reliant and unstable. Kumar’s shift will now add to the NDA’s momentum and the INDIA bloc will have to come up with some major gamechanger to take on the NDA.

Secondly, his crossing over to the NDA, boosts the ruling alliance’s numbers for the upcoming polls. Analysts note that Nitish’s exit from the INDIA bloc also puts the grouping in a conundrum over the matter of caste equations. After all, it was Nitish Kumar who was the architect of the Bihar caste survey — a template that the Opposition has used for a pitch against the BJP. As the Indian Express reports, Nitish’s move to the NDA also reinforces the “Hindutva plus social justice” plank which the BJP has repeatedly underlined as the foundation of its electoral appeal and success.

The leaders of the INDIA bloc have expressed their displeasure with Nitish Kumar on his exit. Mallikarjun Kharge and West Bengal CM and TMC supremo Mamata Banerjee have slammed the JD(U) chief for his turn to the NDA. File image/PTI

Nitish’s exit also hurts the INDIA bloc, as he was the one who initiated it. Critics will now question the viability and existence of the grouping now that the JD(U) chief has walked out.

Furthermore, his exit comes at the worst time for INDIA; the TMC and Aam Aadmi Party have announced that they would be going solo in West Bengal and Punjab respectively, making voters question if the alliance is of any sense.

Poll pundits also note that with Nitish leaving the Grand Alliance in the state of Bihar, the RJD is left to depend on the ‘MY’ combination — Muslim, Yadav base. For instance, an ABP-CVoter survey from a month ago predicted 21-23 seats for the INDIA bloc and 16-18 for the NDA. But this seems very hard now with the JD(U) chief dumping the alliance.

Nitish dumping the INDIA bloc also reinforces the anti-Congress stance. JD(U) leaders have blamed the Grand Old Party for their leader’s move and this will hurt their reputation and chances in the general elections. It also puts pressure on the Congress in its negotiations with allies like Akhilesh Yadav’s Samajwadi Party.

Clearly, the exit of Nitish Kumar and the JD(U) is a massive embarrassment for the INDIA bloc, whether it would like to acknowledge it or not.

Bihar CM Nitish Kumar quits ruling alliance, hands over resignation letter to Governor

Bihar Chief Minister and Janata Dal (United) national president Nitish Kumar arrived at the Raj Bhavan in Patna and handed over his resignation to Governor Rajendra Arlekar on Sunday.

Calling on the Governor at Raj Bhavan, Nitish told him, “We have decided to sever ties with the Mahagathbandhan in the state”.

The development comes amid a deafening buzz that Nitish would rejoin the BJP-led National Democratic Alliance (NDA), bringing an end to the ‘Mahagathbandhan’ rule in the state.

The fast-changing political events in the state were triggered by a social media post from former CM and RJD chief Lalu Yadav’s daughter, Rohini Acharya, in which she took a swipe at the JD(U) saying that while the ‘socialist party’ styles itself as progressive, its ideology shifts with the changing wind patterns.

If Nitish crosses over, it would mark the fourth time that he would be switching sides.

In the Bihar Assembly of 243, the RJD has 79 MLAs; followed by the BJP at 78; JD(U) at 45, Congress at 19, the CPI (M-L) at 12, CPI(M) and CPI at 2 each, and the Hindustani Awam Morcha (Secular)’s at 4. Another two seats are with the AIMIM and an Independent.

Earlier, in a fresh post, Rohini Acharya said her fight against ‘communal forces’ will continue till death.

“Our fight against the communal forces will continue till our last breath,” she posted on X.

This Week in Explainers: Why is Nitish Kumar back to his ‘paltu ram’ ways?

It has been an eventful week for India. Monday started on a spiritual note for Hindus in the country and the world over with the consecration of the Ram mandir in Ayodhya.

Millions tuned in to get the first glimpse of the Ram Lalla idol, as Prime Minister Narendra Modi performed rituals. With the temple now open to the public (we’ve all seen images of the crowd), Ayodhya is bracing for a big change. The city is now a brand in itself and there are many takers.

The mandir will bring economic benefits to Ayodhya and the rest of Uttar Pradesh. For the Bharatiya Janata Party, it is a big brownie point ahead of the 2024 Lok Sabha polls.

However, all’s not well with the INDIA bloc. Mamata Banerjee and Bhagwant Mann have decided to go it alone in the upcoming elections. And there is talk that Nitish Kumar might quit the alliance. How will the opposition parties take on the BJP?

Meanwhile, PM Modi has his eyes set on the goal. After the opening of the mandir, he kicked off the 2024 poll rally from Uttar Pradesh. Then came the roadshows and talks with France’s Emmanuel Macron, India’s chief guest for the Republic Day. This was followed by the parade and celebrations on 26 January, the country’s 75th R-Day. We’ve been tracking all these developments closely.

In our roundup of explainers, we take a look back at the week that was.

1. The Ram mandir is good for business. Ayodhya is the new destination for investment. From real estate developers to hotel owners, from airlines to travel companies, all eyes are set on the town in eastern Uttar Pradesh. It means more jobs for locals and more money for the state. In this story, we explain how the temple will change the fortunes of Ayodhya and the neighbouring cities.

2. The Ram temple and its opening have been a sensitive issue. The foundations of the dispute were laid in 1528, when Mir Baqi, a deputy of the Mughal emperor Babur, built the Babri Masjid over what was believed to be the ruins of a Hindu temple. Then in 1949, Ram Lalla’s idols were placed inside the mosque, opening the floodgates of suits. Court cases were fought, laws were fought, and a lot more before the big Supreme Court verdict. We take a look at the past and how Ayodhya got its mandir back after 500 years.

Devotees wait in a long queue to see and pray at the newly opened Ram temple, in Ayodhya. The temple was inaugurated by Prime Minister Narendra Modi on 22 January. AP

3. The temple opening was celebrated across India with great fervour. People lit up their homes and burst firecrackers. However, there were sporadic tensions, especially in Maharashtra. Mira Road, a suburb on the outskirts of Mumbai, saw violence. In Pune, a clash broke out between members of Hindutva outfits and students of the Film and Television Institute of India (FTII). Here’s what happened.

Police personnel stand guard after tension arose between two groups over the Ayodhya’s Ram Temple event, in Mira Road. PTI

4. The second big event on the week was the Republic Day, India’s 75th. For the momentous occasion, French president Emmanuel Macron was the chief guest. On Day 1 of his visit, he toured the Amer fort, participated in a roadshow with the PM, and held talks.

Macron’s trip came after Modi visited France for Bastille Day celebrations. The two countries have had good ties for decades, celebrating 25 years of strategic partnership last year. We take a look at the New Delhi-Paris friendship and what makes it special.

Folk artists stand next to a poster showing French president Emmanuel Macron with Prime Minister Narendra Modi ahead of Macron’s arrival in Jaipur on 25 January. Macron was the chief guest at the Republic Day parade in New Delhi. AP

5. India’s 75th Republic Day celebrations left everyone wowed. The highlight of 26 January was the military parade, which featured several contingents from the Indian Army, Air Force, Navy, and other para-military forces. It was an impressive display of tanks, missiles, fighter jets and more.

The parade has now become an R-Day tradition. Thousands beat the cold and gathered at Kartayva Path to witness the spectacle and lakhs and lakhs more tuned in to their television sets or watched it online.

But why does India display its military prowess on this day? How did this march come into existence? We take a look back at the history of such parades and their significance.

6. The INDIA alliance is in trouble. First Mamata Banerjee and Bhagwant Mann decided to go it alone in West Bengal and Punjab in the Lok Sabha polls. And now the mess in the Mahaghatbandhan government in Bihar is unfolding. There are reports that Nitish Kumar will switch sides and take oath on Sunday as Bihar chief minister for the ninth time with the support of the Bharatiya Janata Party (BJP). Why is Nitish in ‘paltu ram’ mode again? And what could this mean for politics in Bihar? We explain.

7. This week gave Indians several reasons to cheer. One of them was a personal benefit. On 25 January, general and health insurance companies rolled out the “Cashless Everywhere” initiative. Now policyholders have the freedom to choose any hospital for treatment. Here’s how it will work.

That’s all for now. Happy weekend! If you like the way we explain and help you understand the news, watch this space for more.

PS: It’s a long weekend and if you have opted for “Dry January”, this could interest you. Can the liver heal itself if you give up alcohol? Find out here.

In a statement, Blinken further said the past year has been marked by important milestones in “our Comprehensive Global and Strategic Partnership, including our cooperation throughout India’s successful G20 Presidency and at the G20 Leaders’ Summit”.

“In the year ahead, we look forward to further deepening the vibrant people-to-people ties between our countries and advancing our ambitious agenda for cooperation on our most vital priorities,” Blinken further said.

“On behalf of the United States of America, I congratulate the people of India on India’s Republic Day. The Constitution of India continues to provide an enduring framework for the world’s largest democracy and a foundation for its global leadership… I warmly extend my best wishes to the Indian people as they celebrate this special occasion,” he added.

The celebrations, on this day every year, include spectacular military and cultural pageantry. The national capital witnesses elaborate display of military might with the Indian armed forces marching along the Kartavya Path.

The celebrations, inaugurated with a grand parade, are held in New Delhi from Raisina Hill near the Rashtrapati Bhavan (President’s House), along the Kartavya Path, past India Gate, and onto the historic Red Fort.

The day also sees ceremonious parades taking place at the Kartavya Path, which is performed as a tribute to India, its unity in diversity, and its rich cultural heritage by the states of India by building beautiful tableaus.
