Commercial LPG price cut by Rs 99.75, no change for domestic cylinders

Public sector Oil Marketing Companies (OMCs) have revised prices for commercial LPG and made a significant reduction of Rs 99.75 for 19 KG commercial LPG gas cylinders.

However, there will be no change in the prices of domestic LPG cylinders.

Following the recent price revision, Delhi’s retail price of 19kg commercial LPG cylinder will be Rs 1,680 from Tuesday. However, rates of the domestic cooking gas will remain unchanged, as reported by the sources.

Monthly revisions for both commercial and domestic LPG (liquefied petroleum gas) cylinders occur on the first day of each month, with the new rates becoming effective from August 1.

Prices of domestic cooking gas were last revised on March 1 this year.In July, the prices of commercial LPG gas cylinders were raised by Rs 7 each, but there was no change in the prices of domestic LPG cylinders. Prior to this increase, there were two consecutive price cuts for commercial LPG cylinders in May and June this year.

The Oil Marketing Companies (OMCs) decreased the price of a commercial LPG cylinder by Rs 172 in May. Further, next month in June the price was further reduced by Rs 83.50, bringing the price down to Rs 1,773 for a 19 kg cylinder.

However, prices of domestic LPG cylinders remain unchanged during these revisions.

Oil marketing companies generally revise the LPG (liquefied petroleum gas) prices on the first day of every month. Domestic cooking gas prices vary from state to state depending on local taxes.

In May, petroleum and oil marketing companies slashed the price of commercial LPG cylinders by Rs 171.50.

In April, too, their prices were reduced by Rs 91.50 per unit.

Petroleum and oil marketing companies had on March 1 this year hiked the prices of commercial LPG cylinders by Rs 350.50 per unit and domestic LPG cylinders by Rs 50 per unit.

The prices of the commercial cylinders were reduced the last time on September 1 last year by Rs 91.50. On August 1, 2022, the prices of commercial LPG cylinders were also reduced by Rs 36.

Maharashtra crane accident: PM Modi expresses grief, announces Rs 2 lakh ex-gratia for kin of deceased

Prime Minister Narendra Modi on Tuesday condoled the loss of lives in the tragic accident that killed 16 workers and injured three after a crane fell on a bridge slab during construction of the third phase of Samruddhi Expressway in Shahapur tehsil of Thane district on Tuesday.

The PM announced an ex-gratia of Rs 2 lakh for the next of kin of each of the deceased and an assistance of Rs 50,000 for the injured.

The Prime Minister’s Office in a tweet said, “Pained by the tragic mishap in Shahapur, Maharashtra. My deepest condolences to the families of those who lost their lives. Our thoughts and prayers are with those who are injured. NDRF and local administration are working at the site of the mishap and all possible measures are being taken to ensure proper assistance to those affected.”

“An ex-gratia of Rs. 2 lakh from PMNRF will be given to the next of kin of each deceased. The injured would be given Rs. 50,000,” the tweet said.

Three to five persons are still feared trapped and efforts are on to rescue them, an NDRF official said.

The injured have been shifted to nearby hospital, he added.

It was a special-purpose mobile gantry crane used in bridge construction and to install precast box girders in highway construction projects.

The accident took place shortly after midnight on Tuesday near Sarlambe village in Shahapur tehsil, around 80 km from Mumbai, the official said.

Meanwhile, Maharashtra CM Eknath Shinde also announced Rs 5 lakh ex-gratia for the next of kin of the deceased.

“Rs 5 lakhs ex-gratia will be given to the next of kin of the deceased. It is an unfortunate incident. A company based in Switzerland was working here. Instructions have been given for its thorough investigation. The NDRF team has reached the spot and has given instructions for rescue work. Our concern department officials and minister are present at the spot,” said the Chief Minister.

15 workers killed as crane falls on bridge slab during Samruddhi Expressway construction

An official reported that fifteen employees were killed and three were injured on Tuesday when a crane collapsed on a bridge slab while working on the third phase of the Samruddhi Motorway in Maharashtra's Thane district.

Five people are believed to be trapped, and attempts are underway to rescue them, according to an NDRF spokesperson. He stated that the injured had been sent to a neighbouring hospital.

It was a specialised mobile gantry crane that was utilised in bridge building as well as the installation of precast box girders in highway construction projects.

According to the official, the tragedy happened in the early hours of Tuesday in Sarlambe hamlet in Shahpur tehsil, around 80 km from Mumbai.

Schools, colleges in Gurugram to remain closed today

According to the District Information and Public Relations Officer, Gurugram, all educational institutions, including schools, colleges, and coaching centres, will be closed on Tuesday. District Magistrate Nishant Kumar Yadav made the ruling.

This followed skirmishes between two groups on Monday.

Two house guards were killed and a dozen police officers were injured in a conflict between two groups in Haryana's Nuh district on Monday, according to police authorities.

The victims have been identified as Neeraj and Gursevak, both of whom worked at the Khedali Daula police station.

The Indian Space Research Organisation launched the Chandrayaan-3 spacecraft into translunar orbit on Tuesday.

According to an ISRO official, following Tuesday's trans-lunar injection (TLI), the Chandrayaan-3 spacecraft emerged from Earth orbit and is currently its route to the Moon's vicinity.

In other words, the spacecraft began its voyage towards the Moon on Tuesday, after departing the Earth's orbit following the TLI manoeuvre, which placed it on 'lunar transfer trajectory'.

The Indian Space Research Organisation (ISRO) had said that the lander will try a gentle landing on the lunar surface on August 23.

Engineer held for forging cheques, cheating bank of Rs 5.2 crore in Delhi

A 56-year-old civil engineer was arrested for allegedly forging cheques and cheating a public bank of Rs 5.20 crore, police said on Monday.

An amount of Rs 1.52 crore was withdrawn in cash, while the remaining was diverted to different accounts of shell firms, they said.

A complaint was received from a public bank at Sansad Marg in the national capital regarding the fraudulent withdrawal of money from the account of a private university.

In August 2019, three cheques issued from the university were presented in the bank for clearance, a senior police officer said. Two cheques were presented for clearance through a bank and the same were cleared. An amount of Rs 5.20 crore was transferred to two different accounts, one in Vadodara, Gujarat and another in Betul, Madhya Pradesh.

The third cheque was presented through a different bank, but the amount was stopped during the process, police said.

The amount was diverted from the account of a first-level beneficiary to the account of five shell firms in Delhi. It was then diverted to different accounts, the officer said.

During the investigation, it was revealed that a cheque of Rs 2.5 crore was credited to the account of NS Infrastructure in Vadodara, Gujarat, and another of Rs 2.7 crore was credited to the account of an NGO in Betul, Madhya Pradesh, Deputy Commissioner of Police (EOW) Vikram Porwal said.

Later, Rs 2.07 crore was again diverted from the account of the NGO to the account of NS Construction. Both the firms were found registered in the name of Sangeeta Nagre, the wife of Sharad Nagre, the DCP said.

The amount of Rs 4.16 crore was further transferred to Delhi in the account of five alleged shell firms by the accused using his mobile. He kept Rs 42 lakh from the cheated amount as his share, Porwal said.

The alleged five shell firms do not exist at the addresses mentioned in the bank accounts. Further, on scrutiny of the account statements of the five alleged firms, it was revealed that an amount of Rs 1.52 crore had been withdrawn as cash, police said.

The accused was arrested on Saturday, the police said.

Nagre disclosed that the details of bank accounts of shell firms were provided by Amit Aggarwal, who has already been arrested.

Forged cheques purportedly issued by the victim bank were used to withdraw the amount which was diverted to different accounts. From these accounts, the amount was diverted to the accounts of shell firms.

Security forces on Monday found a suspicious bag at Zangam flyover in the region of Jammu and Kashmir. As a result, traffic movement along the Srinagar-Baramulla National Highway experienced significant disruptions.

Mamata assures Manipur people of help, urges them to embrace peace; BJP reacts sharply

West Bengal Chief Minister and Trinamool Congress supremo Mamata Banerjee on Sunday urged the people of ethnic strife affected Manipur to embrace peace for the sake of humanity.

She also assured the people of the northeastern state of standing by their side.

“My heart aches deeply upon hearing the heart-wrenching stories from Manipur. Human lives should never endure the agonies of hatred’s cruel experiments. Yet, in the face of silence from those in power, let us find solace in knowing that INDIA will mend wounds and rekindle the flame of humanity,” Banerjee tweeted.

A delegation of MPs from the opposition bloc INDIA, of which the TMC is a part, visited Manipur for two days since Saturday.

“I earnestly plead to Manipur’s brave brothers and sisters to embrace peace for the sake of humanity. We stand beside you, offering unwavering support and compassion,” she said.

In reply, BJP’s Suvendu Adhikari called Banerjee’s post on the situation in Manipur a “politically mala fide tweet”.

“It is a politically mala fide tweet,” he told ANI.

The West Bengal Leader of Opposition also questioned the CM’s inaction during the Panchayat poll elections which were reportedly marred with violence. “The administration of CM Banerjee did not take any action to stop the violence during the Panchayat poll elections in the state,” Suvendu Adhikari said.

Further, he lauded Prime Minister Narendra Modi’s 10 years in government saying that his tenure did not see any “corruption charges.”

“…PM Modi’s govt will complete 10 years in a few months and there are no corruption charges. Under PM Modi’s leadership the country has progressed and its financial status has also improved…,” Adhikari said.

More than 160 people lost their lives and several hundreds were injured since ethnic clashes broke out in Manipur on May 3, after a ‘Tribal Solidarity March’ was organised in the hill districts to protest against the Meitei community’s demand for Scheduled Tribe (ST) status.

Meiteis account for about 53 per cent of Manipur’s population and live mostly in the Imphal Valley. Tribals — Nagas and Kukis — constitute little over 40 per cent and reside in the hill districts.

RPF constable shoots dead senior, three passengers on board Jaipur-Mumbai train, arrested

A Railway Protection Force (RPF) constable on Monday shot dead 4 persons, including his senior, on board a running train near Palghar railway station in Maharashtra.

“The accused constable has been detained along with his weapon,” said Western Railways in a statement.

The constable fired from his automatic weapon, killing an RPF Assistant Sub Inspector and three other passengers of the Jaipur-Mumbai Central Express shortly after 5 am, PTI quoted an official as saying.

Palghar is around 100 km from Mumbai.

Chetan Kumar Choudhary opened fire on his escort duty incharge ASI Tika Ram Meena in the running train, the official said.

After killing his senior, the constable went to another bogie and shot dead three passengers, the official added.

The constable was caught by police at Mira Road with the help of Government Railway Police and RPF officials.

Transforming grassroots governance for a rural renaissance

Rural socioeconomic growth and welfare have been on the Indian government’s agenda since Independence. Numerous policies and programmes have been initiated. Success is visible in many health and educational institutions as well as agriculture productivity, rural development and many citizen welfare measures.

But we are also familiar with abysmal learning achievement levels in government schools, sub-standard healthcare and disappointing outcomes of development initiatives. Though much has been achieved, crippling failures have blocked a true rural renaissance.

These failures are embedded in the style of grassroots governance that exists today – the ‘field administration’ responsible for implementation. That includes frontline organisations and personnel such as schools, police stations and patwaris, as well as district and block-level organisations that manage them. While this all provides a range of services, critical fault lines in the structure, in human resources and ways of working limit the impact.

The structure of field administration constrains its capacity to respond to contextual needs and take coordinated action. With the exception of very few states, local governments or panchayats are disempowered, lacking funds and decision-making powers to identify and address contextual needs. Instead, 30 to 40 departments have separate field offices that implement their own rigid programmes and provide services, and function fairly autonomously.

As the number of departmental organisations is large, each has very limited manpower. Yet, multiple skills, such as technical knowledge, planning and management, community mobilization and education, financial knowledge and at times legal expertise to implement programmes and provide service.  But a large number of organizations cannot provide all these skills and the quality of service delivery suffers.

Further, many grassroots organisations have very inadequate staff. For example, in Anganwadi centres, one Anganwadi worker and a helper address malnourishment and health of children under the age of six and mothers, provide preschool education, and conduct activities related to adolescent girls, domestic violence etc. Not surprisingly, studies show that preschool education is often neglected in Anganwadi centres. This problem is exacerbated by a large number of vacancies in several states.

Though field-level employees are usually educationally well-qualified, their training is given little attention. For instance, police constables are trained casually, which leads to shoddy law enforcement. In addition, there is a perverse incentive structure for employees. Many frontline workers such as teachers, Anganwadi workers etc., are contractual employees with very low salaries and no promotion avenues. Such workers have formed associations to agitate and litigate for better service conditions, and at times, have succeeded. .

These contractual employees make gains with skilful agitation and litigation, not hard work. For regular field employees too, there is little incentive to work hard, as promotions are slow, while good postings are gained by pleasing political patrons. Yet, politically connected people often get away with doing little work and cannot be disciplined.  Moreover, officials are transferred often, sometimes for refusing to carry out illegitimate orders, which dents motivation further, while short tenures affect work adversely.

The working style of employees is framed by extreme centralisation at the state level. Field officials work within the parameters of centralised programmes and directions and cannot address people’s needs when they fall outside these. Targets set centrally take priority over community needs. Sometimes the outcome is shoddy work, such as the declaration of areas as ‘open defecation free’ on paper, rather than in practice. There are numerous reviews and reporting requirements from the state level that time away from meaningful activities. Further, state governments initiate many ‘campaigns’ on various issues in quick succession, so that systematic work becomes difficult and long-term tasks are neglected.

The capacity of field organisations to plan, strategise and solve problems is limited because of extremely hierarchical functioning, whereby junior officials cannot question their seniors. Further, generally, field officials do not take support from local NGOs and resource agencies or learn from them, because they see their role as implementing pre-decided activities and following orders. Rampant rent-seeking exacerbates these problems. Officials collude with lawbreakers and pilfer funds, going against the mandates of their organstions rather than fulfilling them.

Clearly, there is a need to reform grassroots governance. Fundamentally, field administration needs to be conceptualised not as an executor of orders, but as a site for analysis and strategy formulation to address citizens’ needs. For this, local governments need to be empowered. The fragmented structure can be addressed by fusing the numerous departmental agencies into five or so organisations at various levels.

With fewer organisations, each can be provided varied expertise needed. The recruitment of poorly paid contractual employees needs to stop, patronage-based postings of regular employees eliminated, and promotion avenues increased substantially. Guidelines should be developed for a more productive working style that includes situational analysis, consultation, weighing pros and cons, taking feedback etc.

Eliminating rent-seeking is a challenge, as it is widespread across all levels of government. Stopping patronage-based postings would help, as would strengthening accountability to citizens. The transformation of grassroots governance is a prerequisite for a rural renaissance.

Opposition delegation meets Manipur Governor Anusuiya Uikey, submits memorandum

Opposition leaders from the Indian National Developmental Inclusive Alliance (I.N.D.I.A) visited Manipur and met with Governor Anusuiya Uikey at Raj Bhawan. During their interaction, they handed over a memorandum and suggested sending a multi-party delegation to address the violence-hit situation in Manipur.

The 21-member delegation of the Opposition arrived in the state for a two-day visit to assess the ethnic strife and violence that has been ongoing since 4 May.

After their meeting with the Governor, Congress MP Adhir Ranjan Chowdhury, part of the delegation, stated that they shared their first-hand experiences and observations from their visit to the relief centers. The Governor expressed her concern and agreed with the suggestions put forward by the delegation.

Governor Uikey proposed initiating talks with leaders from all communities as a step towards finding a solution and restoring peace in the region. She emphasised the importance of an all-party delegation from both the ruling and opposition parties to address the prevailing sense of distrust among the people, reported ANI.

Prior to their meeting with the Governor, Adhir Ranjan Chowdhury highlighted the worsening situation in Manipur and stressed the need for restoring peace to ensure communal harmony and social justice.

The Opposition delegation’s aim during the visit was to bring about “psychological healing” for the affected people.

The ruling party, BJP, criticised the Opposition’s visit, claiming that the Centre was ready for a discussion on Manipur in Parliament while the Opposition was avoiding it.

Kerala shocker: Hundreds gather to pay respects to child raped, strangulated to death; demand death for accused

Hundreds of people gathered at a school in Kochi, Kerala, to mourn and pay their respects after a tragic incident involving the rape and strangulation of a young girl. The attendees, representing all age groups and walks of life, came together to honor the memory of the child.

Later, a large crowd assembled at the public cemetery for the victim’s burial. Many in attendance were emotional during the last rites, shedding tears as the coffin was laid to rest.

The horrifying incident took place on Friday when the girl was abducted, raped, and murdered allegedly by a migrant worker from Bihar, who resided in the same building as the victim’s family. The accused was arrested the same day, but due to his intoxicated state, interrogation was delayed.

The grieving women, including mothers of the victim’s playmates and classmates, expressed their anguish and demanded strict punishment for the perpetrator. Some urged for a death sentence, believing that keeping him imprisoned would not be sufficient justice.

Several individuals at the school and cemetery also called for more stringent laws to prevent such heinous crimes from recurring. They emphasised the need for a system to identify criminal elements among migrant workers and address concerns about drug usage among them.

The incident sparked criticism of the police, with the opposition Congress alleging lapses in the investigation. However, the Kerala police chief refuted the charges and asserted that their efforts to locate the child had been exhaustive.

Following the tragic incident, the Kerala police issued an apology to the victim’s family through their social media channels, acknowledging their unsuccessful attempts to reunite the child with her parents.

Indian Army jawan goes missing in J&K's Kulgam, blood stains found in his car

An Indian army soldier named Javed Ahmad Wani has gone missing from the Kulgam area in Kashmir. Authorities have discovered blood stains in his car, raising concerns about his whereabouts and well-being.

Efforts to locate the missing soldier are currently underway, but as of now, the exact reason for his disappearance or whether he has been kidnapped remains unconfirmed.

Javed Wani, who was stationed in Ladakh, had returned home on leave. It was during this time that he went missing, with the last sighting of him being on Saturday when he went out for shopping in Chowalgam.

In response to the situation, BJP leader Altaf Thakur expressed his belief, through a video message, that this could be a new tactic employed by militants to target innocent civilians. He assured that those responsible for kidnapping the soldier will be identified and brought to justice.

Both the army and the police have launched a search operation, focusing on the area to gather more information and uncover the truth behind this mysterious case. The agencies are working to determine the real reason behind the soldier’s disappearance.

Victim's testimony 'enough' for rape conviction: POCSO court jails 2 men for 20 yrs even after DNAs do not match

A special court under the Protection of Children from Sexual Offences (Pocso) Act has handed down a 20-year rigorous imprisonment sentence to two individuals found guilty of raping a 16-year-old girl with a mental age of 11 years.

The DNA test results did not link either of the accused to the biological father of the victim’s fetus.

Despite this, the court emphasized that DNA evidence alone cannot be considered conclusive in rape cases and should be used as corroborative evidence.

The victim’s harrowing ordeal came to light when her pregnancy was discovered by her paternal aunt.

Initially, the minor survivor claimed it was due to overeating, but after a positive pregnancy test, she bravely revealed the truth.

She disclosed that she had been repeatedly sexually assaulted by a shop worker she had befriended while running errands and by a 39-year-old man who was the husband of her mother’s friend.

The court, presided over by Special Judge Seema C Jadhav, acknowledged that the DNA test results did not directly implicate the accused as the biological father.

However, they emphasized that the victim’s testimony was consistent and reliable, providing sufficient evidence to prove the charge of penetrative sexual assault against the accused.

During the trial, the court heard from a total of 11 witnesses, including the minor survivor, her paternal aunt, father, police officers, and doctors. Medical professionals conducted a mental health assessment, revealing that the victim’s IQ indicated borderline intellectual functioning with a mental age of 11 years and 5 months.

The judge condemned the heinous acts committed by the accused, acknowledging the severe psychological and emotional impact it had on the victim, leaving a lasting scar on her life.

As part of the verdict, each accused was fined Rs 25,000, with the amount to be paid to the minor survivor as compensation.

In light of the sensitive nature of the case related to sexual assault, the victim’s identity has been withheld to protect her privacy, in accordance with the directives of the Supreme Court.

In the past, popular Pakistani singer Ali Sethi while revealing the inspiration behind his global-hit song ‘Pasoori’ from Pakistan Coke Studio Season 14, said that he saw the words scribbled behind a truck while travelling. Pasoori is a Punjabi word which translates to ‘haste or eager’.

As per a News 18 report, Sethi stated in one of his interviews that the inspiration for the song came to him while driving from Faisalabad to Lahore. The 39-year-old singer came across the lyrics ‘Aag lavaan teri majboori nu’ scrawled on the back of a truck. This particular line hit the right note for Sethi, and he included it in his new song. With this sentence, Sethi added ‘Aan Jaan Di Pasuri Nu,’ which means ‘Troubles will keep coming’ and he got a song that was classical and contemporary.

Sethi’s blockbuster song, sung alongside Shae Gill recently saw a revised version adopted by the Bollywood industry. The “red diary” is a fresh product of the Congress’ “loot ki dukan”. It is said that the “dark deeds” of the Congress are recorded in the diary, which will defeat the party in elections in the state, Modi said.

Manipur Governor visits relief camps, assures govt assistance to displaced people

Manipur Governor Anusuiya Uikey went to the relief camps in Manipur on Saturday ahead of the visit by a 21-member delegation of the Opposition.

Uikey has urged the visiting I.N.D.I.A alliance leaders to contribute to the restoration of peace and order to the violence-hit state.

She has also asked leaders from all parties to help pacify the situation in the state.

“People are asking when peace will be restored to the state. I make constant efforts to bring communities and stakeholders together in the interest of restoring peace to the state. We are also calling on all political parties to help us in this effort,” she said.

The governor interacted with displaced people in the relief camps where they described their ordeal to her.

“The government will provide compensation to people, to lost family members to the violence and also suffered loss of property. I will do everything possible to bring peace to Manipur and towards the welfare and well-being of the people, across communities,” she assured.

BJP rejig: Ahead of major polls JP Nadda drops few from team, adds some

BJP National President JP Nadda made a major rejig in the party’s central office-bearers on Saturday in preparation for the 2024 Lok Sabha elections and Assembly elections in Rajasthan, Madhya Pradesh, Chhattisgarh, and Telangana.

Tariq Mansoor, a Pasmananda Muslim and a Member of the Legislative Council from Uttar Pradesh as well as the ex-vice chancellor of Aligarh Muslim University, has been brought on board as the BJP vice president.

The Bhartiya Janata Party has also accommodated its former Telangana unit chief Bandi Sanjay Kumar as a national general secretary.

Meanwhile, the party has C T Ravi, a leader from Karnataka, and Dilip Saikia, a Lok Sabha MP from Assam, as its general secretaries, with sources indicating that they may be contesting the 2024 Lok Sabha polls, according to PTI.

Also joining the post of national secretary is former Congress leader A K Antony’s son Anil Antony. Anil had left Congress earlier this year to join BJP.

Most of the office-bearers have been retained as vice presidents, general secretaries and secretaries in the new list.

BJP West Bengal Vice President Dilip Ghosh has also lost his post.

There are 13 vice presidents, nine general secretaries, including B L Santhosh as the in-charge of organisation, and 13 secretaries on the list.

Former Union minister Radha Mohan Singh, a Lok Sabha MP from Bihar, has been dropped as a party vice-president.

'Actions can't change with the change in attire': Union Minister Anurag Thakur on INDIA alliance

Union Minister Anurag Thakur slammed the Opposition alliance I.N.D.I.A saying that a mere name change would not change their actions.

“Your actions can’t change with the change in your attire and the country knows what you’ve done earlier… Even if you dress UPA as I.N.D.I.A. then also people will say that these are the same people who used to say ‘Indira is India’ and ‘India is Indira’,” Thakur said.

Earlier today, a 21-member delegation of the Indian National Developmental Inclusive Alliance (I.N.D.I.A) embarked on a plane to visit the violence-hit state of Manipur to assess the ground situation.

Responding to this, the Union Minister, who arrived in Kolkata today, said, “It is just a showoff by the INDIA alliance MPs who have gone to Manipur. The opposition & its allies never spoke when Manipur used to burn during their rule in the state.”

“When they come back from Manipur, I would request Congress MP Adhir Ranjan Chowdhury to bring them to West Bengal. I want to ask Adhir Ranjan Chowdhury does he agree with the atrocities against women in the state,” he added.

Madhya Pradesh: Minor girl raped, bitten multiple times by two men

A minor girl, aged 12, was allegedly raped by two men in Madhya Pradesh’s Satna district. The victim was found covered in blood and bitten multiple times.

The crime took place near a renowned temple in the area and the accused, who have now been arrested, reportedly worked for a trust managing the place of worship.

They are reportedly associated with Maa Sharda Devi Mandir Management Committee, Maihar.

We got information on Friday morning that around a 12-year-old girl was raped in the district. After a preliminary inquiry, the police arrested two accused in this case. The girl is undergoing treatment and she has been referred to Rewa. Strict actions will be taken against the accused. Further investigation is underway,” Sub-Divisional Officer of Police Lokesh Dawar said.

The victim continues to remain in critical condition.

The incident took place on Thursday in the temple town of Maihar. The two accused men had allegedly lured the girl into an isolated place following which they assaulted her, police said.

The accused have been identified as Ravindra Kumar Ravi and Atul Bhadoliya, according to a PTI report.

Accused inserted hard object in victim’s private parts

The two men had allegedly inserted hard objects into the minor’s private parts after taking her to the isolated crime scene.

“I am not denying that a stick or some other object was inserted into the 12-year-old’s private parts by accused Ravindra Kumar Ravi and Atul Bhadoliya. But this is something that can only be confirmed only in a medical report. We are still awaiting her medical report. Yes she was bleeding and doctors are monitoring her health,” Satna Superintendent of Police Ashutosh Gupta said.

The news of the incident prompted an angry crowd to reach the hospital where the girl is getting treated. Police and district officials rushed to the hospital to prevent the situation from escalating.

CM Shivraj Singh Chouhan responds

Madhya Pradesh Chief Minister Shivraj Singh Chouhan said that the incident was distressing and ordered officials to take swift action against the accused.

“I have received information about the rape in Maihar. My heart is full of pain, I am distressed. The police have arrested the criminals. Instructions have been given to the administration to make arrangements for proper treatment of the girl.  No criminal will be spared, strictest action will be taken,” Chouhan said.

Meanwhile, the Maa Sharda Devi Mandir Management Committee issued a statement saying that the accused, who were employed with them, have been sacked after a criminal case was filed against them.

“Their indecent act has tarnished the image of the temple,” the statement said.

'Tokyo is a natural partnership in this modernising India': EAM Jaishankar

External Affairs Minister S Jaishankar on Friday said that Japan is an “exemplary moderniser” and that the country has unleashed the self-reliance revolution in India.

Jaishankar was addressing the inaugural session of the India-Japan Forum. The event was also attended by different Japanese dignataries including Yoshimasa Hayashi, Minister of Foreign Affairs of Japan.

“What really does Japan means to India? Japan is in many ways the exemplary moderniser. It is an example of relevance…It’s also a country for which there is a lot of goodwill in history. Today under PM Modi, we also had great modernisation,” Jaishankar said.

He added, “A self-reliant India. Japan is a natural partnership in this modernising India. Japan has truly unleashed the revolution in India.”

Talking about the different revolutions that Japan brought about in the world and inspired others to work the same way, Jaishankar said, “The Suzuki revolution! The second revolution was the metro revolution. The third revolution is the high-speed rail in making. The fourth revolution is in Critical and emerging technologies and semi-conductors.”

Meanwhile, Japanese Foreign Minister Hayashi said, “To expand our bilateral relationship, it is important that we promote people-to-people exchange. Our PMs agreed to further promote exchanges.”

“This year 2023, we have named It as Japan India tourism year exchange. India is an integral partner in the United Nations security council where we have been working shoulder to shoulder in G4,” he added.

Hayashi said Japan is very keen to work hand-in-hand with India to make its G20 presidency successful, especially the upcoming summit of the intergovernmental forum.

The Japanese foreign minister said a call for upholding international law may sound like a mere slogan unless the challenges being faced by the Global South are dealt with effectively.

India among top five countries in terms of installed renewable energy capacity, says PM Modi

Prime Minister Narendra Modi on Friday said that India is among the top five countries in the world in terms of installed renewable energy capacity and the country has set a target of attaining net zero by 2070.

Addressing the ‘G20 Environment and Climate Sustainability Ministerial Meeting’ via video conferencing, PM Modi said, “We continue to collaborate with our partners through our alliance including the international solar alliance, CDRI and the leadership group for industry transition. India has consistently been at the forefront of taking action on biodiversity conservation, protection and enrichment.”

Talking about the Big Cat Alliance, PM Modi said India has recently launched the international campaign for the conservation of seven big cats on the planet.

“It is based on our learnings from Project Tiger, a pioneering conservation initiative. As a result of Project Tiger, 70 per cent of the world’s tigers are found in India. We are also working on Project Lion and Project Dolphin,” he added.

PM Modi said responsible use and management of ocean resources is of vital importance.

“I look forward to the adoption of G20 high-level principles for sustainable and resilient blue and ocean-based economy,” he added.

He also called upon the G20 to work constructively to work on an effective international legally binding instrument to end plastic pollution.

The Central government has taken a decision, with the consent of the Manipur government, to entrust the investigation of the viral video of two women to the CBI, the affidavit stated.

Delhi: Woman shot dead near her house in Dabri, police launch manhunt to nab attacker

A 42-year-old woman was shot dead near her house in southwest Delhi’s Dabri area on Thursday night, police said.
The Dabri police station received information regarding the incident around 8.45 pm.

According to an India Today report, the victim was identified as Renu Goyal. She was rushed to a hospital immediately after being shot, but was declared dead on arrival.

Meanwhile, police have formed multiple teams have been formed to nab the attacker.
“We have identified a suspect. Prima facie, it appears to be a personal dispute though we are probing all angles,” Deputy Commissioner of Police (Dwarka) M Harsha Vardhan said.

PM Modi to inaugurate international airport near Rajkot city in Gujarat

Prime Minister Narendra Modi will be on a two-day visit to Gujarat from Thursday during which he will inaugurate a number of key projects, including an international airport near Rajkot city.

The international airport at Hirasar village near Rajkot city, which the PM will inaugurate on Thursday afternoon, is Gujarat’s first greenfield airport, a release by the state government said.

Modi will then address a large gathering at the Race Course ground in Rajkot city. From the venue, the PM will dedicate packages 8 and 9 of the Saurashtra Narmada Avtaran Irrigation (SAUNI) Yojana.

The recently completed packages 8 and 9 of the SAUNI scheme will provide water to 52,398 acres of irrigable land in 95 villages and potable water to around 98,000 people of the Saurashtra region, said the release.

From the venue, the PM will also inaugurate an over-bridge and a newly-constructed library.

On Friday, the prime minister will inaugurate the ‘Semicon India 2023’ exhibition in state capital Gandhinagar, showcasing cutting edge technology related to semiconductors, the release said.

CPI(M) leader Subhash Munda shot dead in Ranchi; irate locals vandalise shops, block traffic

Local CPI(M) leader Subhash Munda was shot dead by unidentified miscreants in Ranchi on Wednesday evening, police said.

The incident took place at Ranchi’s Daladali Chowk between 7 and 8 pm when the CPI(M) leader was in his office.

Motorcycle-borne miscreants came to the place and fired seven bullets at him, CPI(M) state secretary Prakash Viplav told PTI.

After the incident, irate locals vandalised shops in the locality and blocked traffic on the road, a police officer said.

Kishor Kaushal, SSP Ranchi, said that the Special Investigation Team has been formed and are hopeful that the case will be solved soon.

“Special Investigation Team has been formed and we are investigating the case from all angles and at all levels. We will solve the case soon,” Kaushal said.

Munda had contested Assembly polls twice from Hatia seat and a bypoll from Mandar constituency.

“A leader has been shot dead, which led to a law and order issue. Additional police forces have been rushed to the spot and police will take action in the matter,” said IG (Operations) Amol V Homkar.

Protests were continuing till late at night.

“Munda was state committee member of the party. He was very popular among youths,” Viplav said.

He said that a state committee meeting was scheduled from Thursday and Munda was also supposed to attend it.

“We have appealed to the people not to take law and order in their hands. We have urged Chief Minister Hemant Soren to immediately form a special investigation team to nab the culprits,” Viplav added.

Meanwhile, the state Congress demanded that the culprit be arrested within the next twelve hours.

“We demand the arrest of the culprit within the next twelve hours. If they (police) fail to do so, the blockade will continue,” said Congress leader Geetashree Oraon.

Rajeshwar Nath Alok, ADM (Law & Order), Ranchi said that after the murder of Subhash Munda, people blocked the road but the atmosphere is peaceful now.

“People are demanding that the culprits should be arrested as soon as possible. We are talking to people. Police are working to arrest the criminals as soon as possible,” said the ADM (Law & Order).

The India Meteorological Department has issued an amber rain warning for nine Himachal Pradesh districts, including Shimla, Solan, and Mandi.

"We have issued orange alerts for the Shimla, Solan, Sirmaur, Mandi, Bilaspur, Kangra, Chamba, Hamirpur and Una districts during the next three days. The rain will continue in the near future. If we see the records of the past 100 years, this year will be the highest rainfall year as it has broken all old records so far in the state," said Surender Paul, head of IMD (Shimla), on Wednesday.

Union Home Minister Amit Shah presided over the BJP's core committee meeting here on Wednesday, ahead of the Madhya Pradesh assembly elections later this year.

The meeting was attended by senior BJP figures such as Madhya Pradesh Chief Minister Shivraj Singh Chouhan, the party's state unit president Vishnu Dutt Sharma, Union Ministers Narendra Singh Tomar and Jyotiraditya Scindia, and the BJP's national general secretary Kailash Vijaywargiya.

Chouhan and Sharma had earlier greeted Shah upon his arrival in Bhopal.

Shah's visit to the state capital was his second in less than a week to assess the party's readiness for the assembly elections.

Kapil Sibal to appear for DPAP during hearings on Article 370 in SC

Senior lawyer Kapil Sibal will attend on behalf of the DPAP in the Supreme Court during a hearing on a bundle of petitions contesting the repeal of Article 370, the Ghulam Nabi Azad-led party announced on Wednesday.

The Supreme Court will begin day-to-day hearings on a bundle of petitions contesting the repeal of Article 370, which granted special status to the former state of Jammu and Kashmir, on August 2.

A five-judge Constitution bench led by Chief Justice DY Chandrachud set July 27 as the deadline for various parties to file written submissions and convenience compilations.

"We requested senior lawyer Kapil Sibal to appear for the hearings on Article 370 and he has graciously agreed," said Salman Nizami, the chief spokesperson of the Democratic Progressive Azad Party (DPAP).

In 2019, the Centre revoked Jammu and Kashmir's special status and divided the state into Union Territories. Several applications have been filed in the Supreme Court contesting the move of repealing the provisions of Article 370 and the Jammu and Kashmir Reorganisation Act, 2019.

Former MP Vijay Darda lodged in Tihar jail

On Wednesday, former Rajya Sabha MP Vijay Darda was placed in Tihar prison's central cell number 2 after a city court sentenced him to four years in prison in a case involving irregularities in the distribution of a coal block in Chhattisgarh.

According to a senior jail official, Darda was housed in ward number 3 of central jail number 2 following completing the requirements, including the medical checkup.

Earlier in the day, the court sentenced Darda, his son Devender Darda, and businessman Manoj Kumar Jayaswal to four years in prison for obtaining the block by "cheating" the Centre.

With 1557.8 mm rainfall so far this month, Mumbai records its wettest July ever

After heavy rains all day, Mumbai had its wettest July ever on Wednesday, with the month so far receiving a record 1557.8 mm rainfall, according to the India Meteorological Department (IMD).

The previous wettest July on record was in 2020, when the IMD's Santacruz observatory (representing Mumbai's suburbs) recorded 1,502 mm of rain. 

After heavy rains all day, Mumbai had its wettest July ever on Wednesday, with the month so far receiving a record 1557.8 mm rainfall, according to the India Meteorological Department (IMD).

The previous wettest July on record was in 2020 when the IMD’s Santacruz observatory (representing Mumbai’s suburbs) recorded 1,502 mm of rain.

Santacruz (observatory) reported 1,433 mm from July 1 to July 26, 2023 morning 0830 hours (8.30 am). So today, the IMD reported that the record for wettest July was broken at 2030 (8.30 p.m.) on July 26, 2023, with the Santacruz observatory recording a total of 1557.8 mm so far.

Continuous torrential rains pummelled Mumbai all day, causing the meteorological service to raise the ‘orange’ signal to ‘red’ from Wednesday night until Thursday afternoon.

The red signal, which predicts severe to very heavy rainfall in a few locations and extremely heavy rainfall in isolated areas, is in effect from 8 p.m. on Wednesday till July 27 afternoon and includes Mumbai and its suburbs.

Centre issues directions for blocking 3,470 URLs this year under IT Act provisions, says Rajeev Chandrasekhar

The central government issued directions for blocking 3,470 URLs in 2023 under provisions of the IT Act, Parliament was informed on Wednesday.

In a written reply to the Lok Sabha, Minister of State for IT Rajeev Chandrasekhar said that section 69A of the IT Act provides power to the central government to issue directions to block any information if it is necessary to do so in the interest of sovereignty and integrity, defence of India, security of the State, friendly relations with foreign States or public order.

“The Central Government has issued directions for blocking of 6,096, 6,775 and 3,470 URLs in the year 2021, 2022 and 2023, respectively,” the minister added.

He was specifically replying to a question on orders served by the government to social media platforms to take down content, hampering the digital safety of citizens since 2021.

The policies of the government are aimed at ensuring an open, safe and trusted and accountable internet for all digital nagriks, he said.

The IT Act penalises various offences relating to computer resources, including tampering with computer source documents (section 65), dishonestly or fraudulently damaging computer systems (section 66), identity theft (section 66C), cheating by impersonation (section 66D), the minister said.

WATCH: Two youths rescued with hydraulic crane from flooded bridge in Udaipur's Morwaniya

Two youths who were trying to cross a bridge on their motorcycle and got stuck due to overflowing water from a swollen river in Udaipur’s Morwaniya were rescued by the members of civil defence team with the help of a hydraulic crane on Wednesday.

In a video posted by news agency ANI, the two youth can be seen holding on to a pillar as the water gushes through the bridge in full speed.

A member of the civil defence team said that the incessant rainfall in the city led to the swelling of the river.

“..After 25 minutes of effort, with the help of a hydraulic crane, we rescued both the youths safely. Their motorcycle was also retrieved,” said Kailash, a member of Civil Defence team.

Kailash said the duo are said to be locals and they had gone there to shoot a video.

“They were lucky that there was a railing there which they could hold on to and we reached there to save them on time…,” he added.

Several parts of the country have been witnessing incessant rains and there are reports of most of the rivers in spate in several states.
