36 years of Mizoram Accord: A historic move that ended two decades of Mizo insurgency

The historic Mizoram Accord completed 36 years on 30 June 2022. Signed between the Mizo National Front (MNF) and New Delhi in 1986, the Accord has been termed as the only successful accord in India, with observers referring to it as “the only insurgency in the world which ended with a stroke of pen”. Indeed, the signing of the Accord not only ended two decades of insurgency which had broken out in the 1960s, but also paved the way for the former insurgents headed by Laldenga to form the government in Mizoram.

Insurgency had erupted in the Lushai Hills in 1966, following armed action by MNF which emerged out of the Mizo National Famine Front that was formed by Laldenga to protest against the apathy of the government towards the famine (mautam) in the Mizo areas of Assam in 1959. The onset of famine first exhibited itself in the flowering of bamboos, a phenomenon that augurs the advent of famine, and which results in a profusion of rats. The rodent population then ate up the bamboo seeds, turning towards crops and human habitation, taking on thereby the dimension of a full-blown plague. The mayhem created by the rats was appalling and very little of the grain could be harvested. The Mizos had to sustain themselves on leaves and roots, even as large numbers perished as a result of starvation.

The manner in which the authorities handled the famine left the Mizos disillusioned, and soon secessionist feelings began to run high among the Mizo population. The Mizo National Famine Front, which was initially found to help alleviate the hardships of the people during the famine, was transformed into the belligerent Mizo National Front on 22 October 1961.

MNF staged a major uprising in 1966, followed by years of underground activities. Like the Nagas, the Mizos also sought and received the aid of Pakistan, China and certain groupings in Myanmar.

The sojourn in China, however, had disillusioned the MNF cadres, and the Chinese interlude did not transform itself into a strong relationship. This was to a great extent because of the influence of Christianity on Mizo society. But, the inability to come to terms with the Communist Manifesto did not prevent MNF from undertaking some daring operations. On 13 January 1975, Lalhleia, a self-styled Mizo National Army captain and three of his cadres drove a jeep into the police headquarters in broad day-light and shot GS Ayra, Inspector General of Police, LB Sewa, Deputy Inspector General of Police and Panchapagesan, Superintendent of Police while they were in a meeting, and escaped. Earlier on 10 January 1974, MNF cadres had ambushed SP Mukerjee, the Lieutenant Governor of Mizoram. All such actions created a sensation in Mizoram and also aided the morale of MNF.

But, after years of insurgency, MNF — despite aid from anti-India forces — realised the futility of armed conflict and decided to settle for an armistice. Renouncing violence, the movement returned to “God and Country,” and, as aforesaid, Mizoram became a haven of peace in a region characterised by turmoil. Indeed, Zoramthanga, the redoubtable deputy of Laldenga who took over the reins after the latter’s demise, offered to mediate between various insurgent groups in the North East and New Delhi. But, New Delhi has failed to not only utilise the offer of the former insurgent leader, but also to exhibit the success of the Mizoram Accord.

File image of Mizoram chief minister Zoramthanga. ANI

However, a modicum of protest has been voiced as a result of the non-implementation of some of the accord proposals, especially about the correct rehabilitation of the former insurgents. Indeed, the Peace Accord MNF Returnees Association had threatened to file an FIR against the Chief Minister of Mizoram, Zoramthanga for not completing the rehabilitation process. There has been dissonance about the non-payment of ex gratia compensation to some of the victims of the conflict as well. The non-institution of a separate High Court for Mizoram also continues to be a grouse. But, the Mizoram Accord — if it is to be compared with other accords that have been signed in the North East and elsewhere — approximates the grade of success by most counts. An important reason for the success of the Mizoram Accord has been the ability of MNF and the government to display charity. For instance, MNF renounced its claims for Greater Mizoram.

The role of civil society in prolonging the peace dividend and the taking of steps to prevent a post-accord breakdown was important. This was possible because of the close working relationship between the Mizoram government and the civil society, of which the church was a vital constituent. But the accord has been criticised on the grounds that it catered to the concerns of a single group, the ethnic Lushai community. To that end, further accords had to be signed with the Brus and the Hmars, not all of which were comprehensive affairs. But, the Mizoram Accord was a triumph of political reconciliation over conflict and violence. This is so despite the fact that certain aspects both within and without the accord merit attention.

One aspect that pertains to the bygone insurgency in Mizoram, but has come to the fore in recent years, is about the use of the Indian Air Force against the MNF during the insurgency. It was perhaps the only theatre where air power was used to control internal strife. The air attacks, which commenced five days after Laldenga declared “independence from the Indian Union,” reportedly turned the picturesque hill station of Aizawl into a heap of rubble. Zoramthanga, the Chief Minister of Mizoram, once said that the main reason he joined the MNF and became a rebel was the “relentless bombing of Aizawl in 1966”.

Although there is no official estimate of the human casualties during the air raids on Aizawl, anecdotal reports are of the opinion that at least 20 people were killed in the attacks. On 5 May 2022, Lalruatkima, Minister for information and rural development, addressed an event organised by Mizo Zirlai Pawl (MZP), Mizoram’s apex students’ body in Aizawl to mark the 56th anniversary of the infamous air raids on Aizawl. The Aizawl rallyists held placards that read “Father, forgive them for they don’t know what they did to us,” and demanded a public apology from New Delhi “for attacking its own citizens with combat aircraft as if the Mizos were its enemies.”

Despite the fact Mizoram is presently one of the most peaceful states not only in the North East, but also in the entire country, memories of the attacks continue to haunt the survivors of the aerial strikes, in which Toofani and Hunter fighter jets were used against MNF insurgents, who had laid a siege of the Assam Rifles garrison in Aizawl on 5 March 1966. It is imperative, therefore, that the feeling of alienation is not allowed to grow. Correct regret for an unfortunate action that took place many years would only showcase centrist magnanimity to the periphery, especially to a populace that has long abjured violence and has returned to the mainstream.

GST Day: All you need to know about Goods and Services Tax, history and significance

India marks GST Day on 1 July to celebrate the anniversary of the rollout of the Goods and Services Tax (GST). The indirect tax regime was initiated in 2017 by the Centre.

The day celebrates the multi-stage indirect, consumption-based taxation system which was introduced to subsume various domestic indirect taxes like service tax, value added tax, purchase tax etc., under one umbrella. The tax is valid on most goods and services, with petroleum and liquor being among the notable exceptions.

Date:

GST Day is celebrated on 1 July as the rollout was done in a grand ceremony at Parliament’s Central Hall on the midnight of 30 June, 2017.

History:

According to the GST website, the decision to introduce the tax system was first laid down in the 2006 Budget speech by then Finance Minister P Chidambaram. While 1 April 2010 was initially decided as the date for rolling out GST, the implementation was delayed for several years due to negotiations between the Union government and states regarding certain clauses.

The tax system was finally passed by both the Rajya Sabha and Lok Sabha in 2016 and enacted as the 101st Constitution Amendment Act, 2016. To ensure smooth rollout of the taxation system, a GST Council comprising of the Union Finance Minister, the Minister of State (Revenue) as well as the State Finance Ministers was also formed. The GSTC met for its 47th Council meeting on 28-29 June. In the meet, the council discussed matters regarding compensation to states and imposition of GST on casinos and online gaming.

Significance:

GST streamlined the country’s indirect taxation system. It also created uniformity of tax rates and removed the cascading tax effect. The tax also improved the compliance procedures for businesses. It created a more transparent system of taxation in the country.

As per data by the Centre, GST revenue collected in May 2022 was Rs 1,40,885 crore. This marks the fourth time that GST revenues crossed the Rs 1.4 lakh crore-mark since the tax system was started.

National Doctors' Day: All you need to know about Dr Bidhan Chandra Roy

National Doctors' Day is celebrated in India to honour the memory of Dr Bidhan Chandra Roy. The birth and death anniversary of the esteemed physician and former West Bengal Chief Minister falls on 1 July. To pay respect to the esteemed personality, National Doctors' Day is observed on the same date.

Who was Dr Bidhan Chandra Roy?

In its obituary of Roy, the British Medical Journal called him the “first medical consultant in the subcontinent of India, who towered over his contemporaries in several fields.”

Born on 1 July, 1882 in Patna, Roy studied mathematics at Patna College, before he switched over to medicine. After completing his graduation from Patna, he studied at the Calcutta Medical College.

In his younger days, Roy came across the inscription "Whatever thy hands findeth to do, do it with thy might.” This inspired him throughout his life, even in the face of several obstacles.

Roy had to face several difficulties to achieve his dream of studying at London’s St Bartholomew’s Hospital, as the dean was not keen to admit him to the institution. It took him a month and a half, and almost 30 meetings with the dean to secure admission.

After completing his studies there, he became a Member of the Royal College of Physicians (MRCP), as well as a Fellow of the Royal College of Surgeons (FRCS).

Return to India:

Soon after he returned from London, Roy became involved in politics and social work. He was a friend and personal physician of Mahatma Gandhi and even joined the call for the Civil Disobedience Movement.

Dr Bidhan Chandra Roy is credited with establishing the Indian Medical Association in 1928 and the Medical Council of India. He also played a crucial role in establishing the Infectious Disease Hospital, Indian Institute of Mental Health, and Kolkata’s first postgraduate medical college.

The physician later joined politics and became the second Chief Minister of West Bengal in 1948. For his contribution to the country’s development, Bidhan Chandra Roy was awarded the Bharat Ratna in 1961. He passed away on 1 July the next year, on the occasion of his birthday.

CA Day 2022: History, significance and wishes to share on the occasion

Chartered Accountants' (CA) day is celebrated annually on 1 July with an aim to commemorate the findings of the Institute of Chartered Accountants of India (ICAI) by Parliament in 1949.

The ICAI is the only licensing and regulatory body for the profession of accounting and financial auditing in India. Every finance and accounting organisation including National Financial Reporting Authority (NFRA) is required to follow the recommendations of accounting standards made by them.

History

Before India became independent, the British government in India maintained accounts as per the provisions of the Companies Act. The auditor appointed for this task was expected to be certified but over the years, the designation morphed to various degrees where the accountancy profession was largely unregulated and created confusion with regards to the qualifications of auditors.

In 1948, after India got independent, an expert committee recommended that there should be a separate autonomous association of accountants to regulate their profession in the country. The Indian government accepted this recommendation and subsequently passed an act in the Parliament that led to the establishment of a statutory body named The Institute of Chartered Accountants of India (ICAI).

Significance

CAs have a very important role in the development of our country. Moreover, the ICAI is an institute that regulates the accounting standards in India.

Wishes to send to a Chartered Accountant

    1. Chartered Accountants create economies and finances to rely on. They create opportunities to grow. Best wishes to you on CA Day!
    2. Becoming a qualified CA is not a cake walk. It requires a lot of hard work to become one. I wish a very happy CA day to you!
    3. Without CAs, it is impossible for a company to function, no business in the country can prosper without a CA. Cheers to you on National CA Day!
    4. Our economy may seem to be tricky to the common man but for a CA, it is like a simple mathematical equation. Best wishes to all the CAs!
    5. Wishing you a very Happy CA Day. It might be easy to learn accountancy but it is certainly very difficult to become a Chartered Accountant. Congratulations on becoming a CA!

No need of floor test now as Uddhav Thackeray resigns, Maharashtra Assembly special session stands cancelled

Maharashtra Assembly Secretary Rajendra Bhagwat on Thursday informed all state MLAs that as per the Governor's orders, "there's no need for a floor test now, so today's special session will not be convened."

On Wednesday morning, Maharashtra Governor Bhagat Singh Koshyari had ordered to conduct a special session of the Assembly on 30 June at 11 am "with the only agenda of a trust vote against the Chief Minister."

Uddhav Thackeray was supposed to prove his majority in the House during the floor test but he resigned from the post of Maharashtra chief minister on Wednesday night, making floor test no longer necessary.

The Maharashtra Governor is now expected to invite Leader of Opposition (LoP) BJP's Devendra Fadanavis for the formation of the new government in the state. Fadnavis is expected to return for his third term as the chief minister of Maharashtra, while Sena rebel leader Eknath Shinde is likely to be the deputy chief minister, a report by ToI said.

Fadnavis said that his party is in the process of staking claim for the formation of government in Maharashtra. "It may take another two-to-three days to complete the formalities," the report quoted him as saying.

Maharashtra Assembly has 287 members – the total strength of 288 dropped after the death of a Sena MLA last month – the BJP has 106 MLAs. The MVA strength before the revolt in the Sena was 152 – Sena (55), NCP (53), Congress (44). Smaller parties and Independents, the Others, account for the remaining 29.

If the BJP has to form the government in Maharashtra, it will have to win support of 144 MLAs. The party has 106 members and it will require additional 38 lawmakers to reach the half-way mark.

It is worth mentioning that the Eknath Shinde-led faction has about 39 MLAs.

'You have caused lot of trouble to our Shiv Sena leader': Rebel Sena MLA Balaji Kinikar receives death threat

Ambernath MLA Balaji Kinikar, who is with Eknath Shinde-led Shiv Sena rebel camp, has received a death threat. The letter was received by the lawmaker's personal assistant who lodged a complaint with police.

Cops said that they have received the complaint and have launched probe into the matter. The anonymous letter was received at Kinikar's office at Ambernath in the Thane district on Wednesday.

The letter alleged that Kinikar has been "troubling" Shivsainiks in Ambernath and hence he will be killed one day, a police official said quoting the letter.

"It's time to shoot you Dr Balaji Kinikar. You have caused a lot of trouble to our Shiv Sena leader. I am writing this letter because before you die you should live in fear," the threat letter to Kinikar stated.

Notably, posters have been put up in Ambernath stating that Kinikar is a "betrayer".

Meanwhile, former Mumbai Mayor Kishori Pednekar too has received a letter threatening to kill her and her family.

Pednekar lodged a complaint with Byculla police station after she received the letter at her Lower Parel address.

The letter contained vulgar language, and warned Pednekar that she and her husband and son would be killed once "a new government" comes to power, the former Mumbai Mayor said.

Pednekar said that the sender identified himself as "Vijendra Mhatre" from Uran. She further said that she had received a similar threat letter sent in the same name in December 2021.

Lotus to bloom? The next step in Maharashtra politics after Uddhav Thackeray quits as chief minister

“I have no regrets in leaving the chief minister’s chair. Whatever I did, I did for the Marathi people and Hindutva. Today, in front of everyone, I am announcing my resignation as chief minister of the state,” said Uddhav Thackeray as he stepped down from his post, just after the Supreme Court refused to stay Governor Bhagat Singh Koshyari’s direction to his government to take a floor test in the Assembly.

Uddhav’s resignation caps the nine-day drama of resort politics where Shiv Sena MLAs led by Eknath Shinde camped in luxury hotels and hopped on chartered jets from Mumbai to Surat and Guwahati, before landing in Goa on Wednesday night.

Following his address, Shiv Sena chief Uddhav Thackeray tendered his resignation to Governor Koshyari at Raj Bhavan. It has been reported that the Thackeray has been asked to continue as chief minister until arrangements are made for the future.

Uddhav was later seen leaving Raj Bhavan and driving himself to his family residence of Matoshree in Mumbai’s suburban area of Bandra while Shiv Sena workers shouted slogans in his support. Uddhav, accompanied by his sons Aaditya and Tejas, also visited a temple before heading home.

What happens next? Will the ‘Lotus’ bloom in Maharashtra again? We take a look at the possibilities that could unfold in the state.

Former Maharashtra chief minister and BJP leader Devendra Fadnavis being fed sweets by Maharashtra BJP president Chandrakant Patil during a party meeting, at Taj President Hotel in Mumbai. PTI

BJP’s new Maha chapter

Thackeray’s resignation means the fall of the Maha Vikas Aghadi coalition, comprising of Shiv Sena, Nationalist Congress Party (NCP) and Congress, and the floor test ordered by the Supreme Court is void.

It also paves the way for the return of a Bharatiya Janata Party (BJP)-led dispensation in the state.

Reports state that soon after Uddhav’s resignation, BJP leaders who were at the Taj President hotel for a legislative meeting began celebrating with the distribution of sweets.

The BJP is all set to stake claim for formation of the new government in Maharashtra and will hold a meeting on the same on Thursday to finalise their next course of action.

Indicating that Devendra Fadnavis would be at the helm of affairs along with rebel leader Eknath Shinde, state BJP chief Chandrakant Patil said, “The next steps will be decided by Fadnavis and Eknath Shinde.”

According to sources, Shinde is going to be offered the job of deputy chief minister. However, it is still unknown if Shinde’s faction will form a new party or will they merge with the BJP or stake claim on the Shiv Sena. If the last option is sought, there’s a chance that Uddhav Thackeray and Co. will lose claim to their party’s bow and arrow symbol.

Effect on BMC elections?

With the BJP on the cusp of forming government at the state-level, all eyes turn towards the Brihanmumbai Municipal Corporation, Asia’s richest civic body, where the Sena continues to wield power.

Elections for the civic body are around the corner and Aaditya Thackeray has stated that the attempts to topple the government had been made to usurp the civic body.

News18 reports that with elections pending in other corporations as well, the BJP hopes to diminish any power that any other political party has in any part of the state. Assembly elections are due in two-and-a-half years.

Rebuilding India’s education sector through microfinance and partnerships in a post-pandemic world

While the pandemic has been difficult for all of us, its impact on students, particularly young learners, is undeniable. After having to stay home amid multiple lockdowns, education continuity, scheduled learning, and access have suffered across the world. According to the Sustainable Development Goals Report 2021, the pandemic has set back education globally. The report states that the pandemic might cause 101 million children to fall below the minimum reading proficiency threshold and might wipe out the progress achieved in education over the past 20 years.

In India, however, the limited access to quality education dates to pre-pandemic times. According to an assessment by the World Bank and UNESCO’s Institute of Statistics, only 44.2 per cent of all students in government schools in Class V in India can read a Class II text. The rise of the private sector was one of the earliest outcomes of Indians seeking better education. According to the State of the Sector report on Private Schools in India by Central Square Foundation (CSF), almost half of the students attend private schools in India for want of better education. However, reduced incomes during the pandemic have reversed this trend.

According to the School Children’s Online and Offline Learning Survey (SCHOOL survey), 26 per cent had switched to government schools due to a lack of funds. In a country where education is one of the top three expenditures in an average household, financial uncertainty, and crippled educational prospects can be devastating. For a large chunk of Indians, education is the only vehicle that can move the trajectory of their life forward.

In this context, technology-enabled learning can be the answer that solves the problem of providing quality educational solutions at scale. Indian policymakers have been trying to address this issue through efforts like NPTEL (National Programme on Technology Enhanced Learning) and SWAYAM (Study Webs of Active-Learning for Young Aspiring Minds) which provide access to quality digital education to Indian students. These platforms further improve the quality of their content to benefit students. A larger volume of quality online content in regional non-English languages would also help in increasing the reach and learning outcomes.

The Union Budget for FY23 has clearly established an intent to improve digital education methods and delivery to make education more accessible and inclusive. Addressing the efforts needed to bolster the education sector post-COVID-19, Prime Minister Narendra Modi, in an inaugural address at a conducted by the Ministry of Education on “Implementation of Budget 2022 Education Sector” highlighted the integral role played by digital learning in countering the effects of the pandemic.

The prime minister discussed the role of digital education in enabling learning to millions of children stuck at home during lockdowns and delineated his vision for more inclusive and integrated education solutions in India.  He also insisted that the Indian education system must move beyond the objectives of achieving basic literacy and numeracy and focus on ensuring that students are equipped with skills that can have industrial application.

This is where the Indian startup ecosystem has the potential to bring about a disruption that can permanently alter the education paradigm. India’s edtech sector is poised to be a world leader and has seen entities like BYJU’S, Unacademy and Vedantu achieve unicorn status in recent years. These platforms have successfully disrupted the education sector through evolved pedagogy and innovative learning methods. Moreover, the mobile and data penetration in India has enabled edtech players to bridge the geographic divide, another huge barrier to education in India, while ensuring that every child has access to quality educators.

There is a need for greater participation from private players and start-ups in the education sector. One such successful model is the Future Skills platform developed by NASSCOM in collaboration with MEITY (Ministry of Electronics and Information Technology) on which several private companies have hosted their education content.

To further aid this digitization, effective microfinance solutions are key. They can make the proliferation and adoption of technology-enabled solutions quicker. With a pandemic that has impaired both household incomes and educational progress, easily accessible microfinance solutions can help families remedy the latter. What India needs is a partnership between the government, banks, cooperative banks, and NBFCs along with the edtech sector to come together and provide cheap, affordable, and secure microfinance credit schemes to families to pursue better quality education.

Multiple studies have indicated that the variability of income determines whether a child attends school or not and microfinance credit can bring comfort to this fluctuation. A strong empirical argument in favour of microfinance can be found in our neighboring country of Bangladesh. Bangladesh’s Rural Advancement Committee (BRAC) introduced an experimental microcredit programme for non-formal primary schools (came to be known as the Non-Formal Primary Education, or NFPE, Programme,) in 1985. Since its inception, over 12 million students have graduated from BRAC-run schools and 93% of the students who graduate from this program enter the formal education system.

The time is now! Governments – Centre and states – should support and coopt the edtech sector to take quality content to students across the country. When we are increasingly seeing excellent and effective partnerships between industry and government in many sectors including infrastructure etc., why can’t the edtech industry along with the existing education ecosystem and government come together to consolidate and support the greatest asset of Indians – our knowledge – to create India’s knowledge corridor of the 21st century?

We’ve heard it time and again that a young population will form the backbone for India’s thrust to become an “aatmanirbhar” $5 trillion dollar economy. However, the country needs a robust solution to ensure that the children are provided access to quality education to upskill and enable India to become a more mature economy. As evidenced by the unicorn boom, India is creating an ecosystem that will generate many high-skill jobs, it is our responsibility to come together and educate a workforce skilled enough to perform those roles.

Zubair received Rs 50 lakhs in last three months, likely to be taken to Bengaluru: Delhi Police

Delhi Police on Tuesday claimed that they have evidence against Alt News co-founder Mohammed Zubair that he received Rs 50 lakhs in his bank account in the last three months.

Police said they are investigating the source of the funding and might take him to Bengaluru on Wednesday to recover his laptop.

Earlier in the day, a city court extended by four days the custodial interrogation of Zubair, a day after he was arrested by the Delhi police over an objectionable tweet he had posted in 2018 against a Hindu deity.

As calls grow for the immediate release of the journalist, the Delhi Police claimed before Chief Metropolitan Magistrate Snigdha Sarvaria that the accused was following a trend where he used religious tweets in an effort to get famous.

This was a deliberate effort on his part to create social disharmony and hurt religious feelings, the police alleged. The accused, however, alleged that the police is abusing its power and wanted a "fishing enquiry".

Is second wave of Extremist politics on cards in Punjab post Simranjit Singh Mann's Sangrur LS bypoll win

During the campaign for this year’s Punjab assembly elections, Aam Aadmi Party (AAP) chief ministerial candidate Bhagwant Mann had lobbed a question at a gathering in Malwa. “Will you hold jhadu (broom, the AAP symbol) or talwar (sword)?" he had asked, evoking strong reactions from a section of right-wing Panthic leaders accusing him of disrespecting Sikh sensitivities. But that time Punjab, at large, had responded unanimously by picking up the ‘jhadu’ and sending AAP to the assembly with a
brute majority.

A little over 100 days later, the debate of “jhadu vs talwar" has returned as hardliner Shiromani Akali Dal (Amritsar) leader Simranjit Singh Mann prepares to take his seat in the Lok Sabha after a dramatic win in the Sangrur bypolls. The 77-year-old former IPS officer has in the past repeatedly backed secessionist propaganda and advocated the need for a separate Khalistan state.

Ironically, what seems to have given a push to Mann’s fortunes were the killing of popular Punjabi singer Sidhu Moose Wala and the road-accident death of controversial actor-turned-activist Deep Sidhu, an accused in the Republic Day violence last year in Delhi during the farmer protests and was booked for instigating a mob to hoist the Nishaan sahib (Sikh flag) at the Red Fort that day. While Moose Wala had joined the Congress before his death, the controversial subjects on which he based his songs were used by right-wing Panthic leaders to trigger anti-establishment sentiments in the run-up to the bypolls.

The killing of Moose Wala, who primarily chose subjects that addressed the angst of the youth, was among the reasons that resulted in the catapulting of Mann who otherwise had lost five assembly polls and one Lok Sabha election, say analysts.

It was not just Mann but Shiromani Akali Dal, which finds itself on the precipice of extinction following a series of poll drubbings, that stirred the sentiments. In fact, SAD leader Sukhbir Badal had proposed a joint candidate to take on AAP in the by-election. SAD had urged Mann to support the candidature of Kamaldeep Kaur Rajoana, sister of Balwant Singh Rajoana, who had been convicted in the Beant Singh assassination case, and the Akali Dal has been pressing for the release of prisoners like him who have spent more than 25 years in jail. Mann had turned down the proposal at the last moment but the noise created by the right-wing Sikh Panthic leaders seems to have turned the tide against AAP.

What didn’t help AAP either was its failure to deliver on the law and order front. The Moose Wala killing not only exposed the governance claims of the party but made Panthic politics even shriller.

Mumbai: One dead, several others trapped under debris in Kurla's four-storey building collapse

One person died and at least eight others are feared trapped after a four-storey building collapsed in Kurla, Mumbai on Monday night.

So far, 12 people have been rescued and 10 more are believed to be trapped under the collapsed building's debris, news agency PTI quoted a fire brigade official as saying.

A wing of the residential building, located in Kurla's Naik Nagar Society, collapsed around midnight. The man who died is said to be in his early 30s.

"The D wing of the Naik Nagar Society collapsed last night. One person has been declared dead and 12 people have been rescued so far. Some people are still trapped. The building has been dilapidated and since 2013 notices were given to first repair and then demolish the building," news agency ANI quoted: Ashwini Bhide, Additional Commissioner, Brihanmumbai Municipal Corporation (BMC) said.

The fire brigade department received a call around 11.52 pm on Monday following which seven fire trucks, two rescue vans and ambulances were sent to the spot.

The injured have been shifted to civic hospitals in Ghatkopar and Sion and a search operation is underway to look for more survivors, a fire brigade department official said.

A report by The Indian Express quoted Corporator Pravina Morajkar saying that the apartment which collapsed last night is situated in a colony of four dilapidated buildings. They were given notices to vacate five to six years back.

"Yet, the residents continued to stay. On Monday night, one building collapsed. But five to six people were removed from the debris before the fire brigade came. These are being treated and sent to hospitals for injuries," Morajkar added.

Maharashtra minister Aaditya Thackeray visited Kurla late on Monday night and took stock of place where the building collapsed. He said that such property should be vacated on the notice by the municipal corporation.

"Whenever BMC issues notices, (buildings) should be vacated themselves…otherwise, such incidents happen, which is unfortunate…It's now important to take action on this," Thackeray said.

He added said that all four buildings were issued notices, but people continued to live there. "Our priority is to rescue everyone… In the morning we'll look into evacuation and demolition of these buildings so that nearby people aren’t troubled," Thackeray said.

From Gandhis, Yadavs to Badals and Thackerays: Dynasties losing hold on voters, insiders

From the Gandhis in Delhi, the Yadavs in Uttar Pradesh, the Badals in Punjab, and now the Thackerays in Maharashtra — it is not a great time for the many political dynasties in the country.

The Shiv Sena is on the verge of a split with only son Aaditya Thackeray left as a minister-MLA by the side of chief minister Uddhav Thackeray. Nine Sena ministers have already joined the rebel camp led by Eknath Shinde.

Nearly 40 MLAs out of the 55 from Shiv Sena are now camping in Guwahati against their government, in a massive rebellion underscoring that the problems lie inside.

In the north, Akhilesh Yadav has been hurtling from one defeat to another in 2014, 2017, 2019, and 2022 ever since his father Mulayam Singh Yadav handed over the reins of Uttar Pradesh’s chief ministership to him. In the latest two Lok Sabha bypolls, Akhilesh did not even campaign and suffered a humiliating defeat. Even his allies
slammed him for not stepping out in the field.

In Punjab, Sukhbir Badal has been suffering a similar fate, facing a series of reversals in 2014, 2017, 2019, and 2022, with his party Shiromani Akali Dal staring at oblivion now in the state. The era of Parkash Singh Badal as a chief minister for a decade between 2007 and 2017 seems long in the past. The Akali Dal lost its deposit in the recent Sangrur Lok Sabha bypoll.

The Congress under the Gandhis has been suffering one setback after another since 2014, except for the three state election wins in 2018. The party notched up its worst tally in the recent Uttar Pradesh elections, winning just one seat, with Priyanka Gandhi Vadra as the state incharge. Things were so bad that the Congress decided not to contest the latest two Lok Sabha bypolls in Uttar Pradesh. The party lost its deposit in the Delhi assembly bypoll in Rajinder Nagar as well as in Sangrur in Punjab, two states where it once ruled.

Voters against dynasty or incapability?

Is all this a case of fathers passing on the chair to not-so-competent sons or a sign of a maturing democracy where voters are no longer influenced by dynasty politics and in fact resent it? And are such family-run parties guilty of not creating democratic structures that accommodate aspirations of other senior leaders inside them,
like an Eknath Shinde?

Prominent political analyst and News18 columnist Badri Narayan says the mood in the country is against dynastic politics and the BJP discourse against it has been well received by the people. “Narendra Modi’s call against parivarvaad has resonated with the people. There is now a critical consciousness in people against it,” he says.

But can it also be a case that the sons lack capability and hence are being rejected by voters? Narayan says capability does have some impact but adds that it is not that Akhilesh Yadav did poor work as chief minister, especially in the last two years of his term.

“The fact is that a bigger force than him exists in the state in the form of the Modi-Yogi duo. The public earlier too had feelings against dynasty but then they were taken in by the charisma of leaders like Lalu Prasad Yadav. The charisma notion has taken a back seat now as other strong alternatives are there. The people’s trust in Modi is strong,” Narayan argues.

The resentment inside

The displeasure against dynastic politics does not seem to be just amidst the public but also inside such familyrun parties. The case of the Shiv Sena has exposed this, where tensions had been simmering for long, and the apparent promotion of Aaditya Thackeray in governance matters and Eknath Shinde alleging interference in his
important ministries like the PWD and urban development. The strategy of the Thackerays to tie up with the Congress and NCP may have damaged its core base.

In Uttar Pradesh, there are now murmurs inside the Samajwadi Party about why Akhilesh Yadav chose his cousin Dharmendra Yadav to fight from the Azamgarh Lok Sabha bypoll seat as he was seen as a rank outsider in the region. "Akhilesh was trying to make up to Dharmendra after he narrowly lost the last Lok Sabha election
from Badaun. Earlier, there was a proposal to make Akhilesh’s wife Dimple Yadav fight from Azamgarh," a senior SP leader said.

Such dynasty-prone notions contributed to the SP’s shock loss from Azamgarh where a local leader in BSP’s Guddu Jamali polled a high number of votes and finished a close third to dent the SP’s chances. Akhilesh’s failed experiments to contest in an alliance with the Congress in 2017, with the BSP in 2019, and with just small
parties in 2022 have all backfired, contrary to his father’s record. His uncle Shivpal Yadav has disapproved of his strategies. “Everyone knows why we lost these bypolls,” Shivpal says.

In Punjab, the political future of the Badals seems to be in a free-fall despite the party’s strong panthic base.

The Badal father-son duo lost seats in the recent assembly elections despite Sukhbir Badal quitting the NDA and championing the cause of the farmer protests against the three controversial agricultural laws of the Centre. He was also projected by his father as the CM face of the party in the 2022 assembly elections, and the
party had a record defeat.

Will other political dynasts in the country take lessons from such experiences and do some course corrections?

The Bannerjees in West Bengal and the Raos in Telangana may have much to think about.

Modi govt undertakes pan-govt exercise to know status of implementation of Union Budget announcements

The Narendra Modi government has undertaken a major pan-government exercise to know the exact status of implementation of every budget announcement made for the past several financial years to track their progress better, News18 has learnt.

In a letter written to all ministries earlier this month, the Department of Economic Affairs (DEA), under the Ministry of Finance, said that while budget announcements should be implemented within the same financial year, it has been observed that some of them take longer, requiring closer monitoring.

As per sources in the government, all budget announcements from 2014-15 onwards will be considered.

As part of the exercise, the DEA has six categories for all budget announcements across ministries.

They include those on which action has not been initiated due to unavoidable circumstances, those which are under reconsideration or have been dropped because of changed circumstances or those on which action has been initiated and are at a planning or approval stage.

Other categories include announcements which need monitoring because of challenges from inter-ministerial or other coordination issues, have been substantially implemented or where the targets in the announcement have been substantially achieved. The implemented category includes all budget announcements which have been converted or merged into schemes or projects.

The letter — accessed by News18 — sought details of pending budget announcements from every ministry and department in a set format, divided into the six categories. It has also sought a monthly review of the announcements and a status report on pending budget announcements by 25th of every month for further monitoring.

What is implemented, dropped?

Some of the past budget announcements which are either being reconsidered or could be dropped include establishing a National Institute for Inclusive and universal Design at New Delhi, estimated receipts of Rs 1,75,000 crore as disinvestment in 2021-22, museum on numismatics and trade at Kolkata’s historic Old Mint building and measures for a 100 water-stressed districts, among others.

Past announcements which have already been implemented include organic farming in the North-East, Pradhan Mantri Gramin Digital Saksharta Abhiyan, the model tenancy law, implementation of four labour codes and upgrading rural haats into gramin agricultural markets.

The establishment of industrial smart cities, setting up of a National Institute of Speech and Hearing, development of each district as export hub and promoting entertainment industry are among the past announcements which need monitoring, while Pradhan Mantri Krishi Sinchai Yojna, Institutes of Eminence recognition scheme, Bharatmala Project and the integrated farming system have been categorised as those that have been substantially implemented.

One of the major budget announcements for the current financial year 2022-23 was the implementation of the Vibrant Villages Programme. This featured as a major action point during PM Modi’s interaction with secretaries in April. All ministries were directed to take concerted efforts towards making it a success and officers would be deputed to villages for on-ground assessment of challenges and suggested ways for developing and mainstreaming these villages.

Maharashtra political crisis: Narhari Zirwal, the Deputy Speaker, in the eye of the storm

The Maharashtra political crisis took a legal turn on Monday when the Supreme Court extended until 12 July, the time granted by Deputy Speaker Narhari Zirwal to the 16 MLAs belonging to the Eknath Shinde faction to submit their written responses to the disqualification notice.

In court, advocate Neeraj Kishan Kaul, appearing for Shinde, argued that Zirwal, the deputy speaker, could not disqualify any member under the Tenth Schedule of the Constitution, as he himself was facing proceedings.

Also read: Explained: Eknath Shinde’s pleas before the Supreme Court and what the judges said

Supreme Court Justice Surya Kant also questioned how can the “Deputy Speaker be the judge of his own court”. According to law, one cannot be a judge in one's own cause. There is a no trust vote pending against Deputy Narhari Zirwal.

Zirwal, who belongs to Sharad Pawar's Nationalist Congress Party (NCP), has found himself in the middle of the Maharashtra political storm. Here’s a closer look at who he is and his role in the unfolding crisis.

Life and career of Narhari Zirwal

Narhari Zirwal (63) is a tribal leader and a three-time NCP legislator from Dindori in Nashik district.

Currently serving as the Deputy Speaker in the Maharashtra Assembly, he began his political career as an activist for the Janata Dal in the 1980s from his home in Nashik. He later took the electoral plunge and won two terms in the local Panchayat Samiti on the tickets of the Janata Dal as well as the Congress party.

He later joined the NCP and won the Assembly election from Dindori in 2004. In 2009, he lost his seat to a Shiv Sena candidate.

He is known to be a politician with his ear to the ground and has a good grasp of agricultural and tribal issues.

Zirwal is said to be a close confidant of Deputy Chief Minister Ajit Pawar; in fact, he was one of the NCP MLAs who had accompanied Pawar when the latter switched sides and joined hands with Devendra Fadnavis to be sworn in as deputy chief minister in an early morning swearing in ceremony at the Raj Bhavan in 2019. He had also gone to Delhi along with other NCP MLAs but was one of the first to return to the NCP fold.

During the fiasco that had unfolded in the state then, he had told Indian Express, “After my parents, Sharad Pawar is the one who has played a formative role in my life. I can’t betray him. When we realised the fiasco in Maharashtra, I and the other party legislators talked and decided to head back. We called up NCP leaders who assured us that we will be extracted and we managed to leave the hotel on Sunday.”

After the formation of the Maha Vikas Aghadi coalition of the Shiv Sena, NCP and Congress, Zirwal was appointed the Deputy Speaker while Congress legislator Nana Patole was appointed as Speaker.

Zirwal’s role in current crisis

Zirwal has played a key role in the political crisis that is unfolding between the Uddhav Thackeray-led Shiv Sena and the Eknath Shinde-led group, which is currently housed in a hotel in Guwahati.

This is because Speaker Nana Patole resigned in February 2021 after he was appointed the Congress chief of state and since then, the post is vacant.

In such a case when the Speaker is absent, the Deputy Speaker has the powers and can adjudicate on matters.

He delivered the first jolt to the rebel MLAs by approving the appointment of Uddhav loyalist Ajay Chaudhari as the legislature party leader of Shiv Sena. Later, the party moved before the deputy speaker for the disqualification of Shinde and 15 other MLAs under provisions of anti-defection law. The rebel group does not want Zirwal to take a decision on both the issues.

However, his decision to disqualify MLAs has been questioned by a rebel MLA plea through a plea filed by advocate Abhinay Sharma, saying the deputy speaker cannot disqualify any member under the Tenth Schedule of the Constitution during the pendency of his own removal resolution and termed his action in recognising Ajay Choudhary and Sunil Prabhu as Leader and Chief Whip of SSLP as illegal.

Honey, I shrunk the wild! Why human-wildlife conflicts are seeing a big jump

Imagine waking up to an ever-shrinking bed. Over time, little by little, your cozy king-size bed has shrunk to a narrow bench. And you have no choice: Either fit into the new conditions, or fall off and perish.

This scenario holds for our incredible megadiverse country. As swathes of contiguous natural forests get sliced and diced for development projects, it’s a race against time for species to adapt to shrinking spaces. Species that can’t; especially slow breeding ones (with specific habitat requirements) are slowly fading away. For example, grassland specialists like the Great Indian Bustard. Once found across the Savanna ecosystem (dry grasslands and scrublands) in peninsular India, the number has dwindled to around 100 birds, with the majority of the population now found in one corner of Rajasthan. And even common birds embedded in our folklore like the Sarus Crane, are getting squeezed out as wetland habitats vanish across its range in the Gangetic plains. Assam’s state bird, the enigmatic White-winged Duck, a forest-dwelling species inhabiting small forested wetlands, pools and swamps inside the undisturbed primary forest, is similarly living on the edge of extinction.

In case you are wondering about the status of mammals or reptiles, then we haven’t looked beyond our charismatic species, to say the least. For there is a paucity of ecological data even on large carnivores like Indian Wolves, Striped Hyenas, or omnivores like bears. The list is a long-winding one and even the population status or trends of threatened species in the Wildlife Protection Act hasn’t been updated for years. Nor are they in sync with the International Union for Conservation of Nature (IUCN) Red list — the go-to reference point on wild flora and fauna.

India's forest cover is fast dwindling. Image courtesy Wikimedia Commons

As wild habitats shrink, it has drawn wildlife closer to negative interactions with human habitations. Even celebrated and charismatic species, like the tiger or elephant, live in hostile environments today, in human-dominated landscapes. Not a month passes where news headlines scream of a tiger or a leopard or elephants in conflict with people living adjoining forest patches. Even gruesome visuals of bloodthirsty mobs lynching leopards, tigers or fishing cats and setting them ablaze are becoming commonplace. And lest we forget, in 2020, the gruesome death of a pregnant elephant in Kerala after it ate a pineapple loaded with firecrackers.

Urban India is so obsessed with tiger or elephant numbers that they have ignored fine print. Even not in public conscience is that a large section of our elephant and tiger population resides outside tiger reserves and national parks. For example, the Kerwa-Kaliasot forest patch adjoining Bhopal is home to at least 11 tigers, now popularly referred to as ‘Bhopali’ tigers.

Representational image. AFP

While there is tremendous euphoria when tiger numbers go up, not a tear is shed for forests diverted for mining and other development, little is the realisation in the society today that tigers, elephants and other wildlife have very little space to exist. In March this year, the Lok Sabha was apprised that in the financial year of 2020-21 around 31 lakh trees were cut down for the construction and development of public infrastructure projects in India. Whereas, according to the Global Forest Watch 42,800 hectare of primary forest were lost in (2020-21). Further, in the last two decades (2001-21), India lost 376 kilo hectare (kha) of humid primary forest. Today, humans and livestock outweigh wild mammals and birds by ten-fold on earth. In a densely populated country like India, you can now visualise the tussle for space.

While Project Tiger hogs all the attention as the most successful wildlife conservation project in the world, the title rightfully belongs to Project Crocodile, which started two years after Project Tiger in 1975 and boosted the population of gharials, estuarine and mugger crocodiles. Since the 1990s, with the exponential rise in crocodile numbers, the project was wisely put on the back burner. For more crocodiles in the water, beyond a certain carrying capacity, would have certainly led to negative interactions with humans.

As long as wilderness (forest and related natural ecosystems) is perceived as dark, dangerous places or wastelands by the urban populace and policymakers, there is little hope for biodiversity or natural heritage. Our skewed perception that all wildlife belongs to national parks or wildlife sanctuaries is a sad reflection of our knowledge of natural heritage and also reflects the erosion of value systems in society. As if free-ranging tigers, migrating elephants, and the mega-diversity of wildlife will follow our orders and won’t cross the boundaries we set on paper. As more and more wildlands disappear, wildlife will cross paths with humans with greater intensity. And the consequences of these interactions are not particularly happy ones, even if the animal is worshipped as a deity. Least to mention the emergence of zoonotic diseases.

The Kaziranga National Park in Assam. PTI

Inviolate spaces for wildlife are necessary in a human-dominated world and national parks or wildlife sanctuaries can only function as nurseries. For new generations of wildlife (like tigers and elephants) to disperse and link up with other populations to carry on nature’s ecological functions we have to concede space.

In May, India declared its 52nd tiger reserve. A well-thought-out plan to secure more habitat for dispersing tigers. However, the lesser-known fact is that most tiger reserves are islands surrounded by villages and agricultural fields. Most are too small to hold a viable population of tigers or elephants. A healthy viable tiger population (80-100 tigers) requires a minimum of 800-1,000 sq km of undisturbed forest habitat and a good prey base. Only around 50 per cent of India’s 52 tiger reserves have 800 plus sq km of critical tiger habitat. Further, there are human imprints everywhere — small and large villages, tea/ coffee estates, roads, railway lines, oil pipelines and transmission towers.

However, it never occurred to us that tiger reserves which get the bulk of the conservation money, protection and attention are nurseries or breeding grounds for species — both for the tiger and the deer (and the elephant). And new generations will need areas to disperse and propagate.

The idea of forest corridors as links between source wildlife populations has gained prominence with the publication of Right of Passage: Elephant Corridors of India, in 2005 (second edition in 2017). However, these are contested spaces as humans and wildlife depend on the same resource.

A herd of elephants. Twitter/@supriyasahuias

I write this from central India where in recent years, elephants from neighbouring Sanjay National Park, bordering Chhattisgarh, have moved into Bandhavgarh (and also Kanha), an extremely popular tiger reserve destination among our urban elite. But the seasonal movement of the growing elephant population in and around the reserve gives sleepless nights to villages located both at the periphery and inside the tiger reserve. Out of the 126 villages that are on the forest fringes, 60 are directly affected by elephants that come in for agricultural produce destroying livelihoods, property, causing injuries and loss of life. Further, there are at least six villages, with around 2,000 people living within one range inside the core zone of Bandhavgarh. Unless we can provide a safe passage for animals, things will only go from bad to worse.

In rural India, living with elephants or large carnivores like tigers is easier said than done. Camera-wielding tourists or ‘influencers’ who flock here over extended weekend excursions return unaware of the conservation challenges the nation grapples with.

Mumbai: Several feared trapped after four-storey building collapses in Kurla, rescue operation underway

A four storey building collapsed in Mumbai's Kurla late on Monday night. At least eight people were rescued with about 25 more likely to be trapped under debris, officials said.

The fire brigade received a call around 11.52 pm on Monday. The officials from the department said that they have sent seven fire trucks, two rescue vans and ambulances.

The incident took place in Kurla's Naik Nagar Society, where a wing of the building collapsed around midnight, official from fire brigade department said, adding that the connected wing was likely to collapse.

The Brihanmumbai Municipal Corporation, or BMC, the Mumbai's municipal body said that all the people rescued from under the debris are stable.

"One more rescued alive. Rescue operation on. No confirmation on how many people still trapped," news agency ANI quoted Ashish Kumar, NDRF Deputy Commandant as saying.

At least eight people were injured after a four storey building collapsed in Mumbai, a fire brigade official was told news agency PTI.

The injured were shifted to nearby Rajawadi hospital and a search operation is underway to look for more survivors, the official said.

"This is a colony of four dilapidated buildings and they were given notices to vacate five to six years back. Yet, the residents continued to stay. On Monday night, one building collapsed. But five to six people were removed from the debris before the fire brigade came. These are being treated and sent to hospitals for injuries," The Indian Express reported mentioned Corporator Pravina Morajkar as saying.

Maharashtra minister Aaditya Thackeray visited Kurla where the building collapsed late on Monday night. He took stock of the situation and said that such property should be vacated on the notice by the municipal corporation.

"Whenever BMC issues notices, (buildings) should be vacated themselves…otherwise, such incidents happen, which is unfortunate…It's now important to take action on this," Thackeray said.

He further said that all four buildings were issued notices, but people continued to live there. "Our priority is to rescue everyone… In the morning we'll look into evacuation and demolition of these buildings so that nearby people aren’t troubled," Thackeray added.

TRS to support Opposition's presidential candidate Yashwant Sinha; KCR, KT Rama Rao to attend nomination event today

Telangana Rashtra Samithi (TRS) has decided to support joint opposition presidential candidate Yashwant Sinha for the 18 July polls. Telangana chief minister K Chandrashekar Rao and party's working president KT Rama Rao will attend Sinha's nomination for the polls in Delhi, today.

This brings an end to speculation over whom the ruling TRS will support in the Presidential elections 2022 especially after party president K Chandrashekar Rao (KCR) had earlier announced the decision to maintain "equi-distance" from the BJP and the Congress.

KT Rama Rao has already left for Delhi. Other TRS MPs would also be attending Sinha's nomination filing today.

Notably, KCR skipped the two meeting by the Opposition parties' meeting convened by Trinamool Congress supremo Mamata Banerjee and Nationalist Congress Part (NCP) president Sharad Pawar in Delhi to decide their joint candidate for the presidential elections.

Pawar, however, confided later that KCR had agreed to support Yashwant Sinha when he called him up to extend the invitation.

The presidential poll is scheduled to be held on 18 July and the result will be declared on July 21. President Ram Nath Kovind's term end on 24 July.

The BJP-led NDA has announced Droupadi Murmu as its candidate for the post.
