Punjab Police make first arrest in Sidhu Moose Wala murder case: What we know of the investigations so far

The Punjab Police made its first arrest in the murder of singer-politician Sidhu Moose Wala just hours after he was cremated at a funeral where his family and a sea of supporters wept for their loss.

The authorities arrested one accused — Manpreet Singh — from Dehradun on Tuesday evening. The Special Investigation Team (SIT) formed under the supervision of the Mansa Superintendent of Police (SSP) has even recovered the cars that were used in the crime — Moose Wala was shot dead by unidentified assailants in Jawahar Ke village in Mansa district of Punjab on Sunday.

According to an ANI news report, Sidhu Moose Wala was hit by 25 bullets.

Video footage of his car showed it was sprayed with bullets, with a number of them piercing the windscreen and the bonnet.

A preliminary post-mortem, done by a team of five doctors, found bullet marks on Moose Wala's chest, feet and abdomen. They also found the presence of gunpowder on the singer's body, indicating that he was fired upon from very close range and the weapon was brought close to his body.

Three days on, here’s what we know of the murder and how the investigations are unfolding.

First arrest

On Tuesday evening, the Punjab Police arrested Manpreet Singh, a native of Faridkot, and he has been sent to five days of police remand.

News18 has reported that Manpreet, also known as Manna Dhaipei, had provided logistic support to the attackers in the murder case as he provided both the cars — Corolla and Bolero — used by the assailants in the crime.

However, Manpreet, as per the police probe, was not one of the attackers. The police now hope that through his questioning will be able to gather more information on the attackers.

As per police investigations, Manpreet has a history of links with gangsters though he hasn’t been booked in any heinous crime.

His village Dhapai is close to Jawahar Ke where Moose Wala was shot.

On Monday, a team of the Delhi Police also went to Tihar and questioned jailed gangsters Bishnoi and his aide Md Shahrukh in connection with Moose Wala’s murder. This was after a social media post from Canada-based gangster Goldy Brar, an associate of Bishnoi, claiming responsibility for the murder. Police are probing allegations that Bishnoi planned the murder from inside the jail with Brar’s help using internet calls.

Following his questioning, the authorities got three-day custody of Lawrence Bishnoi.

Cars recovered

The SIT has also been able to seize the two SUVs involved in Moose Wala’s murder. Additionally, fake car number plates used to carry out the attack have also been recovered.

The ongoing probe into the murder had revealed on Monday that the rapper’s SUV was being allegedly followed by men in two cars.

In video footage shared by news agency ANI, two cars seem to be chasing the singer-politician’s SUV in the Mansa district soon after he had left home.

The clip shows two trailing white cars — an SUV and a Sedan — driving in a rush, making a sharp turn at the cut, giving the impression that the accused were trying ‘not to lose sight’ of the singer’s SUV.

High Court steps in

The Punjab and Haryana High Court asked the Aam Aadmi Party-led government to explain the basis on which it had recently withdrawn or pruned the security of the protectees. In all, nearly 400 protectees stand affected.

“Court has issued notice to Punjab government asking for a detailed report on the number of people whose security was taken and reason for which their security was curtailed. Reply has to be filed by Punjab government on 2 Jun,” Satya Pal Jain, Additional Solicitor General of India told news agency ANI.

He added, “It is the prerogative of the state to increase or decrease security, but it is a sensitive matter. When you decrease security, it should not come into public space.”

The AAP government has come under heavy fire from the Opposition for withdrawing the security of Moose Wala. The Congress has called for Chief Minister Bhagwant Mann to step down. Punjab Congress chief Amrinder Singh Raja Warring said Moose Wala’s death was a “political murder conceived and executed under a proper conspiracy.”

Shiromani Akali Dal and the Bharatiya Janata Party (BJP) also said the incident was the perfect example of the breakdown of law and order in the state.

UCC debate: Muslim clergy voted for Pakistan, remained in secular India, and are now seeking Islamic laws

Jamiat Ulama-i-Hind passed a resolution in an all-India meeting held in Deoband on 28-29 May 2022 expressing deep concern over the attempts to ‘deprive constitutional rights’ to Muslims and enforce a uniform civil code. The resolution is troubling for many reasons, including the threatening language used in it. There were many provocative speeches too. But, for the present, let us focus only on what was passed as the official resolution to avoid turning a national issue into a political debate.

First, I quote below the resolution as it is so there is no claim of selective copy paste. Highlights are mine:

“Matters covered under the Muslim personal law such as marriage, divorce, khula, inheritance, etc, are not framed by any society, individual or group, etc. Nor are they parts of culture and customs, etc. But they are essential parts of Islam like prayers, fasting and Hajj, etc., derived from the Holy Qur'an and hadiths. Therefore, any change in the rules or regulations sanctioned by Islam or preventing anyone from following them is against the basic principles of Islam and sheer interference in the provision guaranteed in Article 25 of the Constitution of India.

But the present government intends to abolish Muslim personal law by enacting a uniform civil code sidestepping the true spirit of the country's Constitution.

This session of the Jamiat Ulama-i-Hind warns the Government of India that Muslims of the country cannot accept any change in Muslim Personal Law. That is why when the Constitution of India came into force then under the fundamental rights, it was guaranteed in an unequivocal term that every citizen of the country has the fundamental right to practice and propagate a religion of his/her choice. Therefore, we demand that a clear ordinance be issued regarding the protection of Muslim personal law keeping in view the basic provisions of the Constitution of India.

If the government of India makes an attempt to enforce a uniform civil code, the Muslims of India and other sections of society will not tolerate this great injustice and will be compelled to take all possible steps within the constitutional framework.

On this occasion, we draw the attention of Indian Muslims to the fact that the door of undue interference in the Shariat only opens up when Muslims deny to abide by Shariat injunctions. If Muslims adhere to the Shariat in their practical life, then no power on this earth can prevent them from doing so. Therefore, all Muslims should firmly practice Shariat injunctions and not succumb to the pessimism and the Jamiat Ulama-i-Hind appeals to Indian Muslims to remain steadfast in following Islamic law and not get disappointed and subdued.

Now let us analyse each paragraph to understand the mindset and how they try to deviate the debate with half-truths and fear mongering to keep the flock under their control and play upon their fears and emotions.

  1. Matters covered under the Muslim personal law such as marriage, divorce, khula, inheritance, etc, are not framed by any society, individual or group, etc. But they are essential parts of Islam …derived from the Holy Qur'an and hadiths.

Contrary to their claim, except Holy Quran which is accepted by the Muslims as the sacred inviolable ‘revealed’ message from Allah to the Prophet, neither Hadiths nor Shariah (Shariat) are holy revelations. They were compiled and written much later after the death of the Prophet and revised and rewritten many a times. There are multiple versions of Hadith. Now Saudi Arabia, the custodian of Sunni Islam has called for re-examining the Hadiths. Similarly, Shariah has been modified in different Islamic countries many a times. (Source: The Missing Introspection —A Critique of Current Muslim approaches, The way Forward, Sultan Shahin) Thus, claim of Shariah and Hadiths being sacred and inviolable doesn’t stand the test of history.

  1. But the present government intends to abolish Muslim personal law by enacting a uniform civil code sidestepping the true spirit of the country's constitution. What is the true spirit of the Constitution? Are Directive Principles not part of the constitution?

Doesn’t UCC form the part of these Directive Principles that are unanimously accepted by the Constituent Assembly? Where was the spirit of the Constitution when the Shah Bano case was overturned with a constitutional amendment? If it is supreme then why these same groups oppose CAA which had nothing against the Muslim personal laws or against the Indian Muslim community itself?

If Parliament is supreme and has amended the Constitution more than 100 times, are amendments against this ‘spirit’ of the Constitution?

  1. This session of the Jamiat Ulama-i-Hind warns the Government of India that Muslims of the country cannot accept any change in Muslim Personal Law… Therefore, we demand that a clear ordinance be issued regarding the protection of Muslim personal law keeping in view the basic provisions of the Constitution of India.

I have serious issues with ‘warning’. How can a citizen group warn a government and by that logic the elected institution of Parliament? This shows utter contempt for democratic norms. There was nothing ‘unequivocal’ about Muslim personal law in any constitutional proceedings. Right to practice and propagate religion doesn’t include laws which are not essential as noted above. If it were so, forget Western democracies, Islamic countries too would not have outlawed many of the avowed personal laws including provisions of talaq, etc.

Again ‘demand’ is highly objectionable. When they are sure of the Constitution, why do they ‘demand’? If and when the Government of India and Parliament discuss UCC as laid out in the Constitution and pass a law, they can go to courts against the said laws, as they did in case of Triple Talaq and CAA.

  1. If the Government of India makes an attempt to enforce a uniform civil code, the Muslims of India and other sections of society will not tolerate this great injustice…

How is a UCC an injustice to Muslims? For all we know, it may be unjust to Hindus. The Hindu Code Bill was supposedly a step towards UCC but leaders, afraid of losing their certificate being ‘secular’, forced it down the throats of Hindu community, without even once seeking its opinion or the opinions of Hindu scholars.

‘Will not tolerate’ language from the alleged top leaders at the national level is not a language of democracy. This is a dog whistle to the amenable flock to decide the fate of this country on the streets. Democracy runs on discussions and mutual acceptance of different points of view. All this when the content of the proposed UCC is not even known.

  1. If Muslims adhere to the Shariat in their practical life, then no power on this earth can prevent them from doing so…. Therefore all Muslims should firmly practice Shariat injunctions … Jamiat Ulama-i-Hind appeals to not get disappointed and subdued.

This is an attempt to force non-confirming Muslims to return to the hard version of Shariah. If one were to compare Shariah of different Muslim societies, it may turn out that the Shariah advocated by the Indian maulvis is harsher than most of the Islamic countries. The word ‘not to be subdued’ is again a message that Shariah is above the Constitution and to defy the state and democracy.

In the 20th century, over 20 countries adopted Egypt's decree of divorce, including Syria, Jordan and Iraq. Other countries like Malaysia, Brunei, UAE, Indonesia and Qatar have also rejected the concept of triple talaq.

Funnily, polygamy is valid only for Muslims in Pakistan, and so also in India. Why this discrimination against non-Muslims in an Islamic country and in a pronounced secular country?

Now, let me address a few points that arise out of this resolution. Those Muslims who felt that they should be living a life under Shariah voted for division of this nation and one-third land was handed over to them to live life as they wished. Those who did not leave were very clear that they would be living in a Hindu-dominated, democratic, non-theocratic country with equal rights to all communities but no privileges. The right to veto any political decision expired the day they chose to bathe the nation in blood to create Pakistan. Their veto won’t work. To be frank, Pakistan and Bangladesh are still open to them. They can’t have their cake and eat it too.

The Uniform Civil Code is already working fine in Goa. No Muslim has had any problem with it. And they are a sizeable number in Goa. It doesn’t interfere with their ‘essential religious practice to worship’. What part of personal law can be equated to civil laws, not practising of a religion.

What are the practices listed above in the resolution going to hurt the community? Right of easy divorce for men, but very difficult for women? Custom of ‘halala’ that is being misused and exploited by the local clergy and corrupt immoral families blatantly, as many news outlets tell us openly? Equal inheritance rights like other Indian women? How does not allowing adoption make a society or Islam better? Suppose UCC disallows multiple wives, how does it affect practice of their religion? It was a wartime necessity of a tribal society, but how does it benefit now, except a few? If Shariah has been modified in different Islamic countries, why is Indian Muslim clergy hidebound? Hindus too practised polygamy but they surrendered the right for the common good.

I keep talking about Islamic societies because they wish to be more Islamic than Islamic countries despite choosing a secular country, not a Shariah-compliant country (Pakistan) born out of their own wish.

UCC has not been framed yet. On what ground is it being challenged? Why shouldn’t a nation not discuss various ways to uplift the society, find ways to make every citizen’s life better? UCC is not a Muslim issue. It is also an issue that affects Christians in case of divorce and adoption and other communities too.

Why don’t religious leaders demand separate criminal laws, as per Shariah? Muslim clergy fears losing its hold over captive flock if their stranglehold with Shariah ends. That’s the crux. We cannot allow such organisations, who display anti-democratic mindset and wish the society to live as per 7th century norms set in a tribal desert society to set our national agenda. A society that remains static and refuses to evolve and reform becomes a relic of the past and loses dynamism. No one can clip the wings of a society that wishes to rise. We cannot allow such forces to drag the nation down.

In Your Face | Dial M for Muslim radicalisation: How some madrassas are turning young students into fundamentalists

A purported video of a boy chanting slogans against Hindu and Christian communities during ‘Save the Republic’ rally conducted by PFI on 21 May 2022 is disturbing but not shocking. Indoctrinating children to hate non-Islamic followers is the cornerstone in the spreading of Islamic radicalism.

Last year, Islamic radicalised children took out a protest demanding the beheading of Hindu cleric Yati Narsinghanand. The children were shouting, ‘Gustakh-E-Rasool Ki Ek Hi Saza, Sar Tan Se Juda’ which literally means, “If you insult our Prophet, there is only one punishment, that your head must be decapitated.”

If terrorism has a religion, Islamic radicalism is the doctrine under which Islamic terrorism germinates. I do not for one moment think that all followers of Islam are terrorists. That is certainly not true. Over the years of my life having grown up in the Middle East and India, I have forged friendships with many followers of Islam globally and many of them are not terrorists.

But this truth also cannot be denied or glossed over that in most terror attacks around the world, especially in the last few decades, it is Islamic terrorism that is at the root cause of death and destruction. Most terrorists caught by authorities globally were followers of a radical strain of Islam.

Radical Islam is taught to the followers of Islam from a young age in the madrassas.

Post 9/11, globally, madrassas drew added attention when it became known that several Taliban leaders and Al Qaeda members had studied in madrassas in Pakistan. These revelations have led to the accusations that madrassas promote Islamic extremism, militancy and are a recruiting ground for terrorism.

Some madrassas are alleged to have links with terrorist organisations like Taliban, ISIS and Al Qaeda. As per intel reports, madrassas promote radicalism and religious fanaticism among Muslim children.

Concerns have also been expressed over the spread of Islamic radicalism through schools, universities and mosques.

Some global analysts opine that Islamic radicalism is threatening the existence of more moderate beliefs and practices in other parts of the Muslim world.

In a research study conducted by the European Foundation of South Asian Studies titled, Human Trafficking, Religious Indoctrination & Radicalisation, it states, “Radicalisation and religious indoctrination must be perceived as part of the whole process that leads to the recruitment of people by terrorist organisations, and therefore the current focus on securitisation should also encompass integration and education. Ignorance, in this case on both sides, breeds radicalism, with terrorism as its outlet.”

It further states, “The madrassas are considered by many families as the only realistic option towards access of education for their children, especially among those who come from poor backgrounds, since these madrassas provide food and shelter for their students.

A teacher proposes to educate these children at the madrassa and subsequently promises to find them employment in the service of Islam. Madrassa students have a tendency of becoming highly devoted to their masters, where the authoritarian doctrinaire education established on memorisation inhibits even the slightest expression of free thought or individual will, and gives a green light to religious fanaticism and incites a desire to confront anyone pointed out as an unbeliever by their teacher. The path following recruitment relies on the age of the child involved, where youngsters (between 8 and 12) are preferred. The madrassas are usually in remote areas and maintain a limited number of students so that they do not draw significant attention. The students are refused any contact with the outside world and are indoctrinated in sectarian extremism, hatred for non-Muslim and anti-Western beliefs, the report revealed.

In another study paper published by the European Foundation for South Asian Studies prior to COVID-19, it was discussed how Pakistani madrassas continue to contribute to radicalisation and religious terrorism in Jammu and Kashmir.

In fact, some intelligence reports have revealed that madrassas in Pakistan have been inviting those who have been involved in the J&K conflict in order to inspire their students to actively participate in it.

The European Foundation for South Asian Studies further highlighted that the madrassas are well equipped to radicalise their students and various terrorist groups in Pakistan in an attempt to exert radical Islam and the idea of ‘Holy War’ for the cause of Kashmir.

Intelligence reports also suggest that several madrassas and Islamist outfits like the PFI receive funds from the Middle East and Turkey and are behind the grooming of hate among young Muslims in India.

Representational image. ANI

This mission to spread hate in and against India while playing the victim of atrocities being a minority intensified post the Abrogation of Article 370. Islamic radicals aim to spread Islamic terrorism across India. They have mobilised their young population across different cities in India to create mayhem.

As per a report published by the United Nations Office on Drugs and Crime (UNODC), the recruitment of children by terrorist groups is a worldwide phenomenon. It further states that violent and extremist groups like Boko Haram, ISIS, etc, are rampantly using children to boost their visibility

In an analysis conducted in the UNODC report on six-month data set of ISIS propaganda, it revealed a total of 254 events that included images of children, 38 per cent of the images were of children engaged in acts of violence, which were used to shock the public and show the ruthlessness of the group.

If we look at terror attacks in the last five years, we will see that most terror attacks were from Islamic terror organisations. In 2019, for example, there were 8,300 terror attacks around the world and 25,000 fatalities, most terror attacks were committed by Islamic terror organisations.

In order to curb terrorism around the world, global intelligence agencies must find a legal way to break the bounds of indoctrination taking place in madrassas. India too needs to find a solution to the hate being spread through madrassas.

Delhi: AAP cries foul as ED arrests health minister Satyendar Jain in money laundering case

Delhi health minister Satyendar Jain was arrested by the Enforcement Directorate (ED) on Monday in a money laundering case, with his Aam Aadmi Party (AAP) calling it a political move ahead of the Himachal Pradesh Assembly polls.

He was taken into custody under criminal sections of the Prevention of Money Laundering Act (PMLA) after a few hours of questioning, ED officials said. They alleged he was "evasive" in his replies.

The minister is expected to be produced before a designated court on Tuesday. The arrest has been made by the federal agency in connection with alleged hawala dealings.

Jain was taken into custody under criminal sections of the Prevention of Money Laundering Act (PMLA) after a few hours of questioning on Monday, Enforcement Directorate (ED) officials said.

AAP reacts

Delhi minister Satyendar Jain has been arrested by the ED in an eight-year-old "fake" case as he is the AAP's in-charge for the Himachal Pradesh polls and the BJP is afraid of losing the electoral contest, Deputy Chief Minister Manish Sisodia said on Monday.

"A fake case has been going on against Satyendar Jain for eight years. He has been called by the ED several times so far. The ED had stopped calling him for some time because it did not find anything against him. Now, it has again started calling him because he is the (AAP) in-charge of the Himachal Pradesh polls," Sisodia said in a tweet in Hindi.

"The BJP is afraid of losing the election and hence, he was arrested to prevent him from going to Himachal. He will be released soon as he has been arrested in a fake case," the Delhi deputy chief minister added.

Jain (57) is the minister for health, industries, power, home, urban development and water in the Arvind Kejriwal-led government.

Later, at a press conference, senior Aam Aadmi Party (AAP) leader Sanjay Singh said Jain was earlier summoned by the ED seven times but was never arrested. He has been arrested now to "defame" the AAP ahead of the Himachal Pradesh Assembly polls, Singh alleged.

The BJP government has alleged that Jain was involved in "hawala" work through certain companies between 2015 and 2017.

Singh claimed that the people who were the owners of these companies during 2015-2017 have confessed to their crimes in a court and clearly submitted that all the money belongs to them, and the court has also accepted this point.

"The ED summoned Satyendar Jain seven times in 2018 but could not find anything against him.

The ED took no action from 2019 till now and the case appeared to be closed. Now the case has been reopened before the Himachal election. This is nothing but yet another instance of the BJP manhandling the state machinery for political gains," he said.

The Rajya Sabha member said the Bharatiya Janata Party (BJP) "has sent its hounds after the AAP once again".

"The truth, however, is that Satyendar Jain had resigned from all these companies in March 2013 and had nothing to do with these companies during 2015-2017," Singh claimed.

Echoing Sisodia's views, he said the moment the AAP gave Jain the charge of the polls in Himachal Pradesh, where the BJP is in power, it caused the leaders of the saffron party to grow restless out of the fear of a crushing defeat at the hands of the Kejriwal-led party.

"This is the reason that Jain has been baselessly arrested in a false case. This is blatant harassment, which has yet again exposed the BJP's true and dark reality in front of the public," Singh said.

Stating that the AAP stands behind Jain and reinforces its trust in the judicial system, he said, "We are confident that he will come out scot-free from the courts because this case is completely fake and baseless. The BJP can prey upon the soldiers of the AAP for our whole lifetime, but I guarantee that we are the warriors of truth and honesty and no matter what kind of harassment we are subjected to, we will stand firm and fight back.

"The Aam Aadmi Party will go into the Himachal Pradesh polls with unflinching spirit and crush the BJP like no one ever has. This is nothing more than a political ploy that the BJP has enforced as it counts its final days in Himachal," Singh said.

The case

The ED had last month said assets worth Rs 4.81 crore of Jain's family and companies "beneficially owned and controlled" by him were provisionally attached as part of a money-laundering probe against the Delhi minister.

In a statement issued then, the ED had said it issued a provisional order under the PMLA to "attach immovable properties worth Rs 4.81 crore belonging to Akinchan Developers Pvt. Ltd.; Indo Metal Impex Pvt Ltd; Paryas Infosolutions Pvt. Ltd.; Manglayatan Projects Pvt. Ltd.; J.J. Ideal Estate Pvt. Ltd.; Swati Jain, wife of Vaibhav Jain; Sushila Jain, wife of Ajit Prasad Jain; and Indu Jain, wife of Sunil Jain."

The probe found that "during the period 2015-16, when Satyendar Kumar Jain was a public servant, the companies beneficially owned and controlled by him received accommodation entries to the tune of Rs 4.81 crore from shell (paper) companies against cash transferred to Kolkata-based entry operators through the hawala route."

"These amounts were utilised for direct purchase of land or for repayment of loan taken for the purchase of agricultural land in and around Delhi," the ED said.

The persons named in the attachment order are associates and family members of Jain, the officials said.

The money laundering case against the Delhi minister stems from an August 2017 FIR filed by the CBI against him and others on charges of alleged possession of disproportionate assets (DA).

A charge sheet was filed by the CBI in December 2018 stating that the alleged DA was to the tune of Rs 1.47 crore, about 217 per cent more than his known sources of income, during 2015-17.

The Income Tax Department had also probed these transactions and issued an order attaching "benami assets" allegedly linked to Jain.

Delhi: Rain and hailstorm in parts of National Capital kill two; trees uprooted, flights diverted

The national capital witnessed its first severe thunderstorm in four years as squally winds of 100 kmph pummeled the city on Monday evening, claiming two lives, uprooting trees, damaging property and bringing traffic to a screeching halt.

The thunderstorm

This is the first storm of "severe" intensity in Delhi since 9 June, 2018, when Palam had logged a wind speed of 104 kmph, a Met department official said. A moderate thunderstorm had hit the city last Monday.

The thunderstorm led to a drastic fall in the temperature at the Safdarjung Observatory -- from 40 degrees Celsius at 4:20 pm to 25 degrees Celsius at 5:40 pm. Safdarjung, Lodhi Road and Ridge logged 17.8 mm, 20 mm and 15 mm of rainfall.

Loud thunder, lightning strikes and a short, intense spell of rain accompanied the gusty winds.

The India Meteorological Department (IMD) attributed it to a Western Disturbance-induced cyclonic circulation over northwest Rajasthan and adjoining Pakistan.

The moisture-carrying easterly winds from the Bay of Bengal are feeding the cyclonic circulation, it said. High temperature and high humidity create thunderclouds which are capable of producing short, intense spells of rain and thunderstorms, an official said.

The Indira Gandhi International Airport reported winds gusting up to 100 kmph. The Palam weather station logged a maximum wind speed of 70 kmph.

A trough extending from northwest Rajasthan to Assam will persist for a few days.

Some parts of Delhi are likely to see intermittent thunder activity over the next few days which will keep the mercury in check, said Mahesh Palawat, vice president (climate change and meteorology), Skymet Weather. A heatwave is unlikely in Delhi for a week, he said.

The chaos

East and central parts of Delhi bore the maximum brunt of the storm that peppered the roads with broken tree branches.

A Delhi Police sub-inspector's car which was parked outside the Connaught Place police station got completely damaged after a huge tree fell on it, police said.

People at several locations across the city shared reports about the strong winds snapping power and internet cables, throwing parts of the capital into chaos.

The intense storm damaged old, vulnerable structures and under-construction buildings. The historic Jama Masjid in the walled city area lost the finial of its main dome as it withered the fury of the storm.

At least five flights were diverted and 70 delayed at the Delhi airport, while long, serpentine queues of vehicles clogged the arterial roads in the city.

Deaths, injuries and lucky saves

Two men died in separate incidents as heavy rain and storm lashed the national capital. As many as 294 calls regarding uprooting of trees in various parts of the city were received till 8pm on Monday, they said.

In the first incident reported from Central Delhi's Jamia Masjid area, a 50-year-old man died after the a portion of balcony of his neighbour's second floor property fell over him due to heavy rain and storm.

The deceased, identified as Kailash, was a resident of Jama Masjid area, police said.

Deputy Commissioner of Police (Central) Shweta Chauhan said, "A call from Sanjeevan hospital in Daryaganj was received by Jama Masjid police station at about 6 pm regarding a male person being brought dead."

The incident took place when Kailash was roaming outside his house, she said, adding that his son Himanshu brought him to hospital where doctors declared him dead.

No foul play is suspected in the death and proceedings under Section 174 of CrPC are being conducted, the DCP added.

In the second incident that took place in north Delhi's Angoori Bagh area, a 65-year-old homeless man, identified as Basir Baba, died after a peepal tree fell on him. He was declared brought dead at Trauma Centre, said Deputy Commissioner of Police (North) Sagar Singh Kalsi.

In the same area, two passersby -- Devender and Neeraj -- were rescued near Kalkattiya gate as the peepal tree fell over them too, he added.

In another instance, three members of a family, including a one-year-old child, were rescued after a neem tree fell on a Creta car near Kabootar Market, Kalsi said.

Chetan Mehrotra, 37, along with his wife and the child, got trapped inside the car after the tree fell on their vehicle, he said.

A Delhi court on Monday refused to entertain a plea filed by alleged jailed gangster Lawrence Bisnoi, accused in Punjabi singer Sidhu Moose Wala's killing, claiming apprehension of a fake encounter by the Punjab police, court source said.

The accused is currently lodged in the Tihar jail.

Special Judge Praveen Singh said there was no ground to entertain the plea that sought a direction to the jail authorities not to give his custody to Punjab police.

The application sought a direction to the jail authorities for giving prior information to the court about any production warrant of Punjab or any other state police against Bishnoi and not to give his custody to any other state police.

The accused is a student political leader and due to political rivalry implicated into multiple fake cases registered against him at Punjab and Chandigarh states and the accused is apprehensive of fake encounter by the Punjab police, the application read.

The accused is facing a trial for the offence committed under the stringent MCOC (Maharashtra Control of Organised Crime) Act in Delhi.

The application said that any state police could investigate any case pending against him at the Tihar jail without obtaining his physical custody or may produce him to any other court through video conferencing.

In case his production warrant was allowed then the counsels for the accused be informed and his custody be given with a condition of proper security arrangements as the accused shall be handcuffed and shackled and ensure all necessary safeguards during transit and on production warrant and also ensure to that adequate arrangements while producing the applicant to any other court outside of the Delhi, it said.

Sidhu Moose Wala murder puts spotlight on gangster Lawrence Bishnoi and his Canada-based aide Goldy Brar: Who are they?

The killing of noted popular Punjabi singer-turned-politician Sidhu Moose Wala on Sunday has turned the focus on Canada-based gangster Lawrence Bishnoi’s gang.

Hours after Moose Wala was gunned down — he was attacked by eight assailants and bullets from three AK-94 rifles were found at the crime scene — the Punjab Police claim that the Canada-based gangster was behind the murder.

Punjab Director General of Police (DGP) VK Bhawra was quoted as saying, “This incident seems to be a case of an inter-gang rivalry,” adding the Lawrence Bishnoi gang was behind the killing.

The senior police official giving details of the incident said that Moose Wala, whose security was scaled down just a day earlier, left his house around 4:30 pm with two persons — Gurwinder Singh (neighbour) and Gurpreet Singh (cousin). Moose Wala was driving the vehicle.

“When they reached village Jawahar Ke, they were followed by a car and they were intercepted from the front by two vehicles. There was heavy firing from the front on Sidhu Moose Wala,” he said, adding that this incident took place at around 5:30 pm. Moose Wala was declared brought dead at the civil hospital.

His friend, Gurwinder Singh, also succumbed to his injuries on Monday morning.

DGP VK Bhawra added that the Lawrence Bishnoi gang was behind the incident, with one of the members of the Bishnoi gang from Canada taking responsibility for the murder.

Who exactly is Lawrence Bishnoi? What was the rivalry with Moose Wala? We take a closer look.

The Bishnoi gang

The names of Lawrence Bishnoi and his associate Satinder Singh, alias Goldy Brar, emerged in the murder of Moose Wala after the duo in two separate posts on their purported Facebook pages claimed responsibility for the murder of the Punjabi singer.

“Today, Moose Wala was killed in Punjab, I, Sachin Bishnoi, Lawrence Bishnoi take the responsibility. It's our work. Moose Wala’s name surfaced in our brother Vikramjit Singh Middukhera and Gurlal Brar's murder, but the Punjab Police did not take any action against him. We also came to know that Moose Wala was also involved in the encounter of our associate Ankit Bhadu. Moose Wala was working against us. Delhi Police had taken his name but Moose Wala used his political power and saved his skin each time,” Goldy wrote on his social media post.

It has been reported that Bishnoi, the now 31-year-old, was a student leader in college in Chandigarh. His father was in the Punjab Police. Bishnoi is involved in multiple murder cases in Rajasthan and Punjab and his gang has earned as much notoriety as him.

Bishnoi was arrested in 2017 and has been in Bharatpur jail in Rajasthan since then, but still manages to run his group from prison.

The 31-year-old, belonging to the Bishnoi community, came into the limelight in 2018 when one of his aides was arrested in 2018 for allegedly attempting to eliminate Salman Khan for his role in the blackbuck killing; Bishnoi believes blackbucks are sacred.

According to the Indian Express, the first case against Bishnoi was of attempt to murder, in 2010. A case of assault and robbery was also filed in 2011. He allegedly had connections with gangster-turned-politician Jaswinder Singh, who was gunned down in 2016.

Goldy Brar is Bishnoi’s closest aide and is reported to be based in Canada. He is wanted in several cases and last year a court in Punjab’s Faridkot district issued an open-ended non-bailable arrest warrant against Goldy Brar over the killing of Youth Congress leader Gurlal Singh Pehalwan. The 34-year-old died on the spot after being shot 12 times by two unidentified assailants in Faridkot.

Members of the Lawrence Bishnoi gang have criminal records in Delhi, Rajasthan, Punjab and Haryana. In recent times, the gang has been attempting to expand its sphere of influence from Punjab, Rajasthan and Delhi to Gurugram.

Why the rivalry with Moose Wala?

It appears from Brar’s Facebook posts that the murder of Moose Wala was revenge for the killing of Akali Dal leader Vicky Middukhera in Sector 70 Mohali on 8 August last year.

There were allegations that Moose Wala had directed his manager Shagunpreet Singh to execute the killing. It was alleged that Singh hired the members of rival Kaushal gang to execute the killing of Middukhera.

Vicky was allegedly an informer of the Bishnoi gang and was on the radar of other gangsters.

Shagunpreet Singh fled abroad in April after his name cropped up during the course of investigation.

Sidhu Moose Wala murder: Canadian Lawrence Bishnoi's gang claims responsibility

Jailed gangster Lawrence Bishnoi's gang and its close aide Goldy Brar took the responsibility for Sidhu Moose Wala's murder citing it to be a retaliation to the killing of Youth Akali Dal leader Vicky Middukhera, Punjab Director-General of Police VK Bhawra informed on Sunday. Middukhera was shot dead by four people in Mohali in August last year.

He further said a Special Investigation Team (SIT) will be set up to investigate the Sunday evening killing.

Addressing a press conference, the DGP said, "Lawrence Bishnoi gang is involved in this murder. Lucky, a member of the gang has taken responsibility from Canada. Three weapons were used." Prima facie, it seems to be an inter-gang rivalry between the Lawrence Bishnoi Group and the Lucky Patial group, he added.

The state police chief said Moose Wala's security cover was scaled down to free personnel for deployment during the Operation Bluestar anniversary next month. Two of the four Punjab police commandos deployed with Moose Wala were withdrawn, he said. He said Moose Wala did not take the two of his remaining commandos with him when the incident happened in Mansa district.

Sidhu Moose Wala had a private bulletproof car that he didn't take with him," he added.

Bhawra said 30 empty bullet shells have been recovered from the site and at least three weapons might have been used in the crime.

Sidhu Moose Wala killing:

The famous Punjabi singer and Congress leader was shot dead on Sunday by unidentified assailants in Punjab's Mansa district, a day after the state government curtailed his security cover.

Moose Wala's cousin and a friend, who were travelling in a Mahindra Thar jeep with him, were also injured in the attack which is suspected to be a fallout of inter-gang rivalry, Mansa Senior Superintendent of Police Gaurav Toora told reporters.

Punjab's Director General of Police VK Bhawra said at least three weapons were used and 30 rounds fired in the attack.

Moose Wala, 27, had fought on the Congress ticket from Mansa Assembly seat in the recent Assembly election and was defeated by AAP's Vijay Singla.

What happened

The SSP said when Moose Wala and his associates reached Jawahar Ke village in Mansa, two vehicles intercepted them and they were hit by a hail of bullets from the occupants of these vehicles.
Moose Wala was immediately taken to civil hospital where he was declared brought dead. The two others were stable," said the SSP.

He said that police found bullet shells of a 9 mm weapon, adding that there was a possibility of the use of a 315 bore weapon.

When asked about the use of an AK-47 rifle in the incident, the SSP said it could be possible, but all facts would come out during the investigation. The SSP said that the incident could be the result of an inter-gang rivalry.

Inter-gang rivalry angle

According to a report by India Today, in a Facebook post, Brar, who is a close associate of gangster Lawrence Bishnoi, claimed responsibility for the attack on Sidhu Moose Wala. Goldy Brar said, “Sachin Bishnoi Dhattaranwali, Lawrence Bishnoi, and I are behind the killing of Sidhu Moose Wala.”  The gangster claimed he had killed Sidhu Moose Wala to avenge the death of youth Akali leader Vicky Middukhera.

Middukhera was very close to Punjab gangster Lawrence Bishnoi.

Brar, also claimed that Moose Wala was behind the murder of his brother Gurlal Brar and alleged that police did not take any action against Moose Wala. The London-based gangster further alleged that Moose Wala had a hand in the encounter of Ankit Bhadu, adding “Sidhu Moose Wala was working against us”, according to the report.

Meanwhile, the SSP revealed that the name of Moose Wala's manager Shagunpreet had cropped up in the murder case of Middukhera last year.

The singing star

Moose Wala entered politics after he joined the Congress last year ahead of the state Assembly polls. He was touted as a youth icon and an "international figure" by the Punjab Congress after he joined the party. His mother is a Sarpanch of Moosa village in Mansa district while his father is an ex-serviceman.

Though Moose Wala faced criticism from several quarters for allegedly promoting violence and gun culture in his songs, he has a considerable fan following among youth. He was also booked for allegedly promoting violence through his song ''Sanju''. Moose Wala was also booked under relevant provisions of the Arms Act and the Disaster Management Act in Barnala after his photographs of firing an AK-47 rifle at a firing range during the COVID-19 lockdown appeared on social media. He had earned the wrath of Sikh organisations for allegedly hurting their religious sentiments by using objectionable words against Mai Bhago, a Sikh warrior who fought against Mughals.

Moose Wala had established his name as a Punjabi singer with chartbusters like 'Jatt Da muqabla', 'Dollar', 'So high' and 'Bambiha Bole'.

Monsoon arrives in Kerala, three days ahead of schedule

The southwest monsoon has set in over Kerala on Sunday, three days ahead of its normal onset date of 1 June, the weather office said.

The southwest monsoon is considered the lifeline of India's agri-based economy.

Southwest monsoon has set in over Kerala on Sunday, 29 May, against the normal date of onset of 1 June, India Meteorological Department (IMD) Director General Mrutyunjay Mohapatra said.

According to the IMD, southwest monsoon has advanced into the remaining parts of the south Arabian Sea, Lakshadweep area, most parts of Kerala, some parts of southern Tamil Nadu, Gulf of Mannar and some more parts of southwest Bay of Bengal on Sunday.

"Conditions are favourable for further advance of southwest monsoon into some parts of central Arabian Sea, reaming parts of Kerala, some more parts of Tamil Nadu, some parts of Karnataka, and some more parts of south and Central Bay of Bengal, some parts of northeast Bay of Bengal and northeastern states during next 3-4 days," it added.

The weather forecasting agency had already confirmed on Saturday that the conditions for monsoon onset were becoming favourable during the next two-three days, including the Arabian Sea and Lakshadweep area over the same period.

It had also issued thunderstorm and rainfall warnings under the influence of westerly winds emerging from the Arabian Sea over southern peninsular India at lower tropospheric levels.

Earlier, the IMD had forecast onset over Kerala on 27 May with help from remnants of Cyclone Asani that struck the Bay of Bengal a fortnight ago. The forecast had a model error of four days.
However, the influence of the remnant weather systems that lingered over the southern peninsula petered out.

Meanwhile, Union Home Secretary Ajay Kumar Bhalla on 18 May asked all the states, Union Territories (UTs) and Central agencies to be better prepared for the monsoon season, so that losses due to natural calamities like floods, cyclones, and landslides can be minimised.
