Wildlife Week India 2019: India's tiger census points to an urgent need for peaceful ecosystems where humans, tigers coexist

The most current nation-wide estimation of the tiger population in India was released by PM Narendra Modi on International Tiger Day (29 July) this year. The Status of Tigers in India Report, 2018 reveals that there are an estimated 2,967 tigers in the wild in India — 33 percent higher than the number of tigers counted in 2014, and double that of the 2006 population. While that's undoubtedly good news, there are many important things the numbers belie, and nuances that tell a story that's complex and far less rosy.

The tiger census required 44,000 field staff, 6,00,000 human-days, 5,23,000 kilometres in walking rotas, 3,18,000 habitat surveys, 26,800 camera trap locations spanning across 3,81,000 km of forest in India. The result? Only 35 million photographs of wildlife, of which 76,523 captured tigers in the wild.

India is home to 75 percent of the 3,500 tigers scattered across 13 tiger-range countries: Bangladesh, Bhutan, Cambodia, China, Indonesia, Lao, Malaysia, Myanmar, Nepal, Russian Federation, Thailand, and Vietnam. In 2010, an agreement was signed by these countries, with a shared goal to double the global tiger count by 2022. India appears to be close to accomplishing this doubling of its tiger population. For the most sizeable tiger population in the world, that's fantastic news — isn't it?

Do the numbers matter?

"Doubling" of tiger numbers isn't a scientific or ecologically useful measure of anything, says Anish Andheria, President of Wildlife Conservation Trust (WCT), a not-for-profit organization that works in and around 160 protected areas and many critical wildlife corridors in 23 states, one in five "Protected Areas" and most key tiger reserves in the country. "If you start out with a small population of, say, four tigers, it would be relatively easy to "double" their population size, wouldn't it?"  So, a global resolve to double tiger numbers will mean different things for different countries based on the starting population size. In fact, countries who have a mediocre track record of conserving tigers and have smaller tiger numbers will be able to double their tiger populations much faster than the ones who are doing a lot, he added.

Still, according to Andheria the new report does validate something we already know: that India's tiger population has recovered phenomenally over the past few decades.

Mounting on old successes

States that have worked towards conserving tigers have also shown the best outcomes: Madhya Pradesh, Karnataka, Maharashtra and Uttarakhand have the leading tiger number counts as per the 2018 estimation. In the context of conservation, these were the States in which tigers were given more consideration and care. There weren't unexpected increases in tiger counts in other States. Some, like Chattisgarh and Odisha, even saw their tiger numbers decline since 2014.

States in the Northeast have dense forests and intact corridors — the perfect playground for tigers. However, barring Assam this shift isn't something the government has acted on or prepared for.

Not out of the woods just yet

Conservation efforts have paid off despite numerous hurdles to the safety of wildlife, tigers in particular, in India. When large chunks of forests get denotified for development projects, it is also important to study the forest's fringes. If you were a farmer or resident in a forested also home to tigers, you're likely to respond to a tiger sighting by calling the Forest Department, protecting your family and belongings under any cost, or taking matters into your own hands.

Unfortunately, there isn't a rapid response system to attend to these human-tiger interactions in remote areas, giving locals enough time to panic or consider taking matters into their own hands, says Andheria. Securing their property and family and avoid repeated confrontations with a tiger in the area is the best-case scenario in a confrontation — and there's little risk in poisoning sacrificial cattle to douse the situation. In recent years, forest officials and researchers have seen a surge in electrocution incidents along the fringes of forests and tiger reserves. Farmers and residents living in the forest outskirts fence their fields with live wires by tapping into 11 kV power lines. Wandering hyenas, elephants, leopards and tigers are known to fall victim to these traps, and die on the spot, he added.

If human-tiger encounters/incidents are already higher than they ought to be today, they are bound to get worse as the tiger population further increases. Assessments reveal that some 25 percent of tigers are now living outside the protected areas. Conflict between tigers and humans from different parts of the country lends credence to the idea that India is already coping with a limited (societal) capacity to host tigers in the wild.

However, that can change. Capacity can grow if the funding and management of tiger habitats by the Forest Department are put under a scanner, with a renewed focus to manage and protect large landscapes rather than just the protected areas, to support a tiger population that is less likely to get into conflict .

Running out of tiger 'capacity' isn't that simple

Capacity simply refers to the maximum amount of something that an area can contain. For wildlife, this limit is based on the ecological needs of a particular species, says Andheria. For tigers, it is limited by a few things in particular:

  1. The quality of the habitat and space each tiger has to move about,
  2. The availability of water and adequate prey
  3. The threats and pressures put on a tiger population, including societal threats like electrocution or poisoning
  4. The ability of a cub to survive until its reproductive age
  5. The dispersal of new tigers into new forests

Biologically and scientifically speaking, well-maintained forests in India can potentially support 10,000+ tigers, Andheria says. Funding has been pumped into areas that are tiger-saturated, which has benefited other wildlife too. Kaziranga's success as a tiger reserve has a lot to do with the support and attention it received from its main celebrity: the one-horned rhino. Of the 50 tiger reserves in the country, 18-20 reserves have the "optimal" number of tigers. Other potential areas are starved of funds.

"India (has) 300,000 sq km of potential tiger habitat which can support 10,000 to 15,000 tigers. From about 2,000 tigers 50 years go, India now has about 3,000-3,500…doubling to 6,000 tigers say by 2022 does not seem realistic," Ullas Karanth, director for Science-Asia, Wildlife Conservation Society, told Mongabay.

But there's something equally important to factor in — societal capacity, the tolerance people have towards chance encounters with a tiger. This, for the time being, is one of the biggest factors limiting the capacity of India to house any more tigers, says Andheria.

Flawed methodology?

Independent researchers have questioned the numbers stated in the report, calling it out as unreliable and unscientific.

"...the claims of a 58 percent tiger population rise in India over the past 8 years [from 2006-2014] based on estimates from the three National Tiger Estimate surveys lack reliable scientific support," a study by K Ulhas Karanth from the Centre for Wildlife Studies, Arjun Gopalaswamy and Mohan Delampady from the Indian Statistical Institute and Professor Nils Stenseth from the University of Oslo, reads, currently under review. A flawed research methodology is being used by the WII, knowing that the tiger numbers that result from it are exaggerated, in the view of the researchers.

The "2,967 tigers" figure, for one, is an estimate — the upper limit in a range. The unique tiger individuals tallied in the census was 2,600. A fairly large margin of error accompanies the current counting methodology. Moreover, the overall numbers could be inflated from a change in the age of tiger cubs counted in 2018 vs 2014. Till the previous tiger estimation exercise in 2014, cubs younger than 18 months were left out of the count. The 2018 estimation exercise counted cubs 12 months and older.

Top predator, good indicator

We've known tigers are the king of the jungle — an apex predator. True to storybooks, tigers are important animals — crucial to the health and diversity of an ecosystem. Their place at the top of the food chain keeps the population of wild large mammals in check, maintaining the balance between herbivores like deer and the vegetation they feed on, like forests. Tigers, therefore, are an excellent indicator of how healthy an ecosystem is. Declining tiger numbers or the threat of its extinction indicated that the ecosystem isn't protected enough, and probably won't survive for much longer, says Andheria.

Conclusion

The forest department has played a significant role in pulling the tiger out of the brink of extinction. The species, despite being endangered, seems to be in a far better situation than it was in the late 1990s, according to Andheria. Something has definitely worked right in India's tiger conservation efforts, however, "going forward, the government will have to focus its attention on resurrecting the tiger reserves of Odisha, Chhattisgarh, Telangana, Bihar, Arunachal Pradesh, West Bengal and Mizoram," he adds. "In states where tigers are doing well currently, emphasis will have to be laid on strengthening corridors and forests outside the tiger reserves".

"When large carnivores and humans share the same habitat, there are bound to be some interactions between the two, especially because forests have shrunk progressively over the last century, while human and livestock densities have gone up. Uncontrolled cattle grazing has had a huge impact on tiger prey, such as deer and gaur across forests outside India’s protected areas. As a result, dispersing tigers and tigers that reside outside tiger reserves are forced to prey upon cattle, which in turn angers people. Repeated incidence of cattle lifting has soured the relationship between local communities and the forest department. Thus, tourism should be used to fuel the economy of communities who share their backyards with tigers. If people’s incomes are directly linked with tigers and forests, there is no doubt that both forests and tigers will be safe in India for long," Andheria further emphasises.

Today, land holdings are very small, and farming in forested areas is not profitable any longer. By tweaking existing policy slightly, farmers can be incentivised to form farmer groups and move from traditional crops to agroforestry. Not only will forests come back (and stronger), but the overall biodiversity will also be enriched, automatically improving soil quality, and eventually, the water cycles in these expansive landscapes.

Another change Andheria recommends to help tigers and people coexist with less friction is agroforestry woven into nature- and cultural-tourism. This system can build a positive loop that can resurrect the economy and ecology of large rural landscapes without tigers or humans losing their lives.

Delhi Metro’s Grey Line to start service from 4 Oct; corridor covers Dwarka, Nangli, Najafgarh stations

New Delhi: The over 4.2 kilometre-long Grey Line of the Delhi Metro, which will connect the urban village area of Najafgarh to the rapid transit network, will be opened for services on 4 October, officials said on Monday. The corridor consists of three stations – Dwarka (interchange with Blue Line), Nangli and Najafgarh.

"The DwarkaNajafgarh corridor of Delhi Metro will be formally flagged off on 4 October by MoS (Independent) for Housing and Urban Affairs and Civil Aviation Hardeep Singh Puri and Delhi chief minister Arvind Kejriwal," a senior DMRC official said.

The flagging-off ceremony is slated to take place at Metro Bhawan at 12.15 pm and passenger services on the section shall commence from 5 pm on the same day, said Anuj Dayal, the executive director, corporate communication of the DMRC.

With the opening of this section, the Delhi Metro network will expand to 377 kilometre with 274 stations, including the Noida-Greater Noida Aqua Line. "The Grey Line is a standard-gauge section and out of the 4.295 kilometre, 2.57 kilometre is elevated and 1.5 kilometre underground. With the opening of this section, the Dwarka metro station is all set to emerge as an interchange facility that will connect the sub-city with the locality of Najafgarh," Dayal had said.

Commissioner of Metro Rail Safety (CMRS) Janak Kumar Garg had accorded the mandatory approval for starting passenger operations after inspecting the corridor for safety on Wednesday. Dayal said a peak hour frequency of 7 minutes and 30 seconds shall be maintained on this stretch. The total travel time in this section shall be 6 minutes and 20 seconds.

"Three trains shall ply on this section and a fourth train has been planned," he said, adding that at present, the DMRC runs 376 trains, spanning 2,206 coaches and 4,778 trips per day. Trial runs on the section had begun in July. The Delhi Metro Rail Corporation had earlier said the corridor is being extended by another 1.18 kilometre till Dhansa Stand, which is slated for completion by December 2020.

An 80-metre passageway connects the old Dwarka station of the Dwarka Sector 21 and Noida Electronic City/ Vaishali corridor or the Blue Line with the new station on the Grey Line, which has come up as part of the extension to Najafgarh. There will be concourse to concourse connectivity through the paid area.

After the Dwarka Sector 21 station, now Dwarka will become the second interchange facility in the Dwarka sub-city. Overall, the metro will have 28 interchange facilities after its opening, Dayal said, "About 2,000 sqm of additional parking space shall be provided at the station. Elaborate multi-modal integration with provisions of pick-and-drop by e-rickshaws, auto-rickshaws and buses has been provided at the new station," the DMRC said.

He said this section was not sanctioned as part of the Phase 3 project and work started on the Grey Line in 2015. The new corridor does not have platform screen doors (PSD) facility and the reason for that is a low volume of traffic assessed for the over 4.2 kilometre corridor, Dayal said.

Senior DMRC officials said the 288 metre long Najafgarh station will become the longest stand-alone underground station in the network. "It was one of the most challenging work to build the Najafgarh station in congested area and it is a 'dumbbell' station (spanwise) in its design," she said.

Ayodhya land dispute case: Ram Lalla counsel informs SC about unwillingness to participate in mediation proceedings

New Delhi: The counsel for deity 'Ram Lalla' told the Supreme Court on Monday that he did not want to participate in the mediation proceedings to amicably resolve the Ram-Janmabhoomi Babri Masjid land dispute case.

Senior lawyer CS Vaidyantahan, appearing for deity 'Ram Lalla Virajman', referred to some media reports on mediation and said that he did not want to take part in the mediation any further and would like a judicial decision from the bench.

A five judge Constitution bench, headed by Chief Justice Ranjan Gogoi, was hearing the decades-old sensitive case on the 34th day after commencing the day-to-day proceedings on 6 August after an earlier mediation process had failed.

On 18 September, the apex court, however, said it will continue with the day-to-day hearing in the case and in the meantime, the parties can still go ahead with the mediation proceedings to resolve the dispute.

The bench had said it has received a letter from former apex court judge FMI Kalifulla, who was heading the three-member mediation panel, saying that some parties have written to him for resuming the mediation process. The court had said that the parties may do so and proceedings before the mediation panel can remain confidential.

The top court said the hearing in the case was at the fag end and it also wanted the proceedings to be over by 18 October. "The hearing is at an advanced stage," said the bench which also comprised Justices SA Bobde, DY Chandrachud, Ashok Bhushan and SA Nazeer.

The bench also reiterated its resolve to conclude the hearing by 18 October. "We will sit on this Saturday, if required". The top court which is hearing the Ayodhya case till 5 pm, instead of 4 pm, on daily basis, asked the counsel for Hindu body 'Nirmohi Akahara' that it will allow only one lawyer from its side to argue the case.

"We will allow one lawyer from your (Akhara's) side to argue...we do not have the time. Don't you want us to give the order," the bench asked the counsel for the Hindu body. The bench then asked senior advocate Rajeev Dhavan, appearing for the Muslim parties, to argue on Friday the appeal filed by the Sunni Wakf Board seeking title over the entire disputed Ram Janmbhoomi-Babri masjid site.

The resolve of the top court to adhere to the timeline to conclude hearing by 18 October assumes significance as the CJI is demitting office on 17 November. Prior to this, the top court had taken note of the report of the three-member panel, also comprising spiritual guru and founder of the Art of Living Foundation Sri Sri Ravishankar and senior advocate and renowned mediator Sriram Panchu, that mediation proceedings, which went on for about four months, did not result in any final settlement and it had to decide the matter pending before it.

The apex court, which on 8 March referred the matter for mediation, had asked for in-camera proceedings to be completed within eight weeks, but later granted time till 15 August after the panel's earlier report said that the mediators were "optimistic" about an amicable solution.

Fourteen appeals have been filed in the apex court against the 2010 Allahabad High Court judgment, delivered in four civil suits, that the 2.77 acre land in Ayodhya be partitioned equally among the three parties, the Sunni Waqf Board, the Nirmohi Akhara and Ram Lalla.

On 6 December 1992, the Babri Masjid, constructed at the disputed site in the 16th century by Shia Muslim Mir Baqi, was demolished by some Hindu groups claiming it was the birthplace of Lord Ram.

Delhi University Online Courses: University Grants Commission gives nod to DU to start online courses, check du.ac.in for details

Delhi University has received the approval from the University Grants Commission (UGC) to start five online courses. These courses will be made available to the public in January.

UGC has set a deadline of November for the university to upload the study material.

The letter of intent (LoT) was sent by the UGC on 16 September to the university, reported DNA India.

For details about the same, students can visit Delhi University's official website — du.ac.in

"These courses actually belong to the School of Open Learning (SOL) but by January they will become online courses and will be available all around the world," the DU Express reported, quoting a senior official.

"One of the officials of the Delhi University said that the proposal of online courses was put forward by 22 universities but UGC gave permission to only four universities out of which the Delhi University is one," the report said.

The courses which will be provided by the DU are BA Programme, BCom, English Honours, Political Science Honours and BCom Honours.

These courses will be available for students in India, as well as any other country in the world.

Students interested for the same are advised to regularly visit the Delhi University website and download the study material once it has been uploaded.

Mahatma Gandhi 150th Birth Anniversary 2019: UNESCO, DD to jointly host hour-long TV show 'Bapu Zinda Hain'

New Delhi: Rarely heard audio clips of Mahatma Gandhi will be featured as part of an hour-long television programme jointly hosted by the UNESCO and Doordarshan to commemorate the 150th birth anniversary of the Father of the Nation, officials said on Monday.

The bilingual programme — 'Mahatma Lives'/'Bapu Zinda Hain' — will be telecast on 1 October at 10 pm and repeated on 2 October at 5 pm across the country on DD News, they said.

"Rarely heard audio clips of the Mahatma will remind us vividly of his thoughts and philosophy, focusing specifically on education, culture and the sciences. The clips include his speech from 1947 (29 November) in which he addresses corporate leaders and exhorts them to give wealth for the welfare of the society," a UNESCO India official told PTI.

"Another clip will be about Gandhi talking about music," the official said.

Other clips include his speech on the caste system and eternal set of duties (Sanatam Dharam) on 7 June, 1947, in which he had said, "Untouchability and discrimination is not the right way of living. It is not easy to follow Santam Dharam," the UNESCO said.

While delivering his thoughts on the power and effect of generosity on 12 June, 1947, Gandhi had said, "Believing in blow for blow or tit for tat approach is not a noble thought. Today, we have to win evil by doing good, we should speak the truth and be generous," it said in reference to another clip.

The programme seeks to celebrate his ideas and teachings and how it has shaped the lives of people in the country and around the world, she said.

"Eleven speakers from different walks of life, age and background have been chosen to share with the audience their personal experiences and achievements, and how they have integrated the Mahatma's vision and applied his principles into their work and daily lives," the UNESCO official said.

The programme will be jointly hosted by UNESCO New Delhi Director Eric Falt and renowned academician and historian Pushpesh Pant, the UNESCO said.

"Bapu, as he is so affectionately called in India, is perhaps the most influential person of the 20th century and still inspires the old and the young today as we will see in our programme," Falt said.

The UNESCO said the programme will help "discover or rediscover the Mahatma's teachings about different themes and contemplate how aspects of Gandhi's legacy remains relevant in todays times, not just to India but to the world".

International Day of Older Persons 2019: India warming up to retirement communities but country in dire need of infra, support systems for elderly

Ageing is life taking its natural course and an intrinsic part of a human being’s beautiful journey. Yet, our attitude towards this natural phenomenon is one of disease, as if it were something dreadful. Ageing in itself is not a problem, but the perspective with which one approaches it is. This situation is better described by the term called ageism -- coined to represent the adversities and discrimination faced by people based on age.

One of the biggest challenges that humanity now faces is that of equality — economic, social, and of opportunity, race, gender, and ethnicity — and the one that often gets missed among these is equality of age. With a large number of people crossing over into the senior citizen category, the world’s elderly population is estimated to touch 1.4 billion by the year 2030. Even as all the attention dwells on the trending millennial populace, India needs to shift focus on a looming ageing crisis.

Although 1 October is being celebrated as the United Nations International Day of Older Persons every year since 1990, it is disheartening that we remain quite comfortably numb towards the special mental, physical and nutritional requirements of our senior citizens at large. In an effort to recognise this global concern at a justifiably juxtaposed level, the United Nations has included elderly care and empowerment as part of the 2030 Agenda and the Sustainable Development Goals (SDGs).

The UNDP theme focuses on dissolving the existing inequalities and calls upon policymakers and healthcare practitioners of nations to build proactive and innovative strategies for social protection of the elderly.

The senior demographic is changing rapidly and there is an urgent need to build a stable elderly care infrastructure and support system. Apart from focusing on a better quality of life through the adoption of technology-based healthcare, there is also a need to aim at building a better social and support network for them. Senior citizens must be included in the larger scheme of things for a change to happen at the ground level.

Recently, the Malaysian government rolled out plans to set up a senior citizen activity centre in every parliamentary constituency in the country to encourage active ageing among Malaysians. Maybe, it is time that India takes a leaf out of such examples in encouraging similar initiatives for its senior citizens too. Communities can be set up wherein the elderly support each other through various activities, something that will also keep them gainfully engaged.

In this context, an idea that India is increasingly warming up to is that of retirement communities where seniors are secure and being with others gives a boost to their self-esteem. There is also a professional system in place to take care of them.

Sensing the tremendous gap that the 4 percent year-on-year growth in senior population is creating, healthtech start-ups are creating lifestyle and technology products and services aimed particularly towards the elderly. A shift in the outlook of the elderly that their savings are no longer needed to be bequeathed to their offspring is also a welcome change. A general sense of want for freedom among this population is also driving them to explore newer avenues that can ensure independent and dignified living.

Protecting the elderly needs to go beyond ensuring their safety and health. It is imperative that they are enabled to live with dignity, something that is yet to become a reality both at the cultural and policy level. The population of elderly can be reimagined as an economically valuable constituency which can take the country ahead with its rich experience. Many senior citizens in India even have a successful and thriving business.

For instance, LR Sridhar started Connect India, a last-mile delivery service for e-commerce at the age of 60. Drawing on a lifetime of experience, people like him are taking a second shot at the working life, gaining economic independence and fulfilment too. Another case in point is that of 77-year-old Ramesh Vij who started HUM, with his nephew.

It is India’s first online community-based job platform dedicated to finding and creating job opportunities for the seniors of society. HUM has a reach of over 5,000 senior citizens on Facebook alone and there is a huge interest from retired employees and their children who are looking for employment opportunities. Given that younger entrepreneurs seek the kind of experience that these seniors bring to the table, it can be a win-win situation for both. There is thus a need to formulate policies to retain or employ senior workers at all levels.

Apart from this, banks can consider credit schemes to help senior citizens wanting to start their own small business. Not only will the economy gain from their experience, but they will also feel empowered and respected. All this will be a step ahead in ensuring that ageing does not seem like a burden but another side of the colourful spectrum of life and every human being is able to live life to the fullest –so that every grandparent is able to pass on their stories of wisdom to their grandchildren with a wide and carefree smile and so that every one of us can age happily.

Rain-related fatality mounts to 148 including in Bihar and Uttar Pradesh; highest rainfall this monsoon since 1994, says IMD

New Delhi: Several parts of Bihar and Uttar Pradesh on Monday were reeling from floods following incessant showers over the past few days, with the toll in rain-related incidents mounting to 148 in the country.

The highest number of 111 deaths were reported from Uttar Pradesh, while 28 people lost their lives in Bihar since last week.

The weather department has forecast a long delayed withdrawal of Monsoon and more rains for Bihar, including capital Patna, where several areas still remain submerged, and food and relief material are being air dropped.

"India recorded its highest rainfall this Monsoon since 1994, the India Meteorological Department (IMD) said classifying it 'above normal' as the season officially ended on Monday. However, rain bearing winds still remain active over several parts of the country.

Of the 36 meteorological subdivisions of the IMD, two – west Madhya Pradesh and Saurashtra and Kutch – recorded precipitation in "large excess".

In Patna, normal life was thrown out of gear, with several schools shut, roads inundated, and many shops, hospitals and houses submerged in knee deep waters.

Three fresh deaths caused by drowning were reported on Monday afternoon, one from Nawada and two from Jehanabad district, raising the toll to 28 in the state.

An Indian Air Force helicopter commenced air-dropping of food and other relief material to people living in low-lying areas where water level is said to be several feet high. In Uttar Pradesh, since Thursday, 104 people have died in rain-related incidents, with the state government on Sunday cancelling leave of officials in view of the situation.

On 26 September, 36 people died, 18 people on 27 September, 28 on 28 September, 18 people on 29 September and four on Monday, according to officials.

In Ballia authorities had to shift about 900 prisoners to other jails after flood waters entered the barracks of the district jail located near the Ganga river.

In Jharkhand, three members of a family died in Dumka district after a wall collapsed on them following heavy rains in the region.

Delhi is expected to witness scattered rains over the next three to four days, according to the weather office.

This year, while the rest of India witnessed "above-normal monsoon", Delhi recorded the lowest rainfall since 2014 with a deficiency of 38 percent, the IMD said.

"The city recorded 404.1 mm rainfall this monsoon – from 1 June to 30 September – against the 30-year average of 648.9 mm, a shortfall of 38 percent," an official said.

With 10 percent more rainfall than usual this year, India witnessed an 'above-normal' monsoon which officially ended on 30 September, IMD data showed.

Besides these states, as many as 13 deaths were reported on Saturday from Uttarakhand, Madhya Pradesh and Rajasthan.

In Bihar, the disaster management department said six deaths have been reported from Gaya district, where five persons were killed in a wall collapse while another person drowned in a river which has been in spate because of rains.

"More than 4,000 people, including women and children, were rescued from the flood-affected areas of Patna on Monday," the NDRF said.

The force said it has deployed five teams, with about 45 personnel in each, to conduct rescue and relief works in the city.

"In the hill state of Himachal Pradesh, light to moderate rainfall occurred in most places since Sunday evening, bringing the maximum temperature down by a few notches," the meteorological department said.

In Gujarat, three women drowned after their car was swept away at a flooded causeway in Rajkot district on Sunday following heavy rains in several parts of the Saurashtra region.

S Jaishankar rejects scope for third party mediation between India and Pakistan, says New Delhi's stand clear on Kashmir

Washington: Categorically rejecting any scope for third party mediation between India and Pakistan on Kashmir, External Affairs Minister S Jaishankar has said India's stand has been clear for decades and the two countries can discuss the issue bilaterally.

Jaishankar arrived in Washington on Sunday night from New York after attending the annual General Assembly session of the United Nations along with Prime Minister Narendra Modi.
On the sidelines of the UN General Assembly session, the two leaders held bilateral meetings with dozens of world leaders.

"India has been clear for 40 odd years that we would not accept mediation... and that whatever has to be discussed has to be discussed bilaterally," Jaishankar told a group of Indian reporters when asked about US President Donald Trump's mediation remarks on Kashmir.

Trump in the recent past has offered mediation between India and Pakistan on the Kashmir issue.

"I'm clearing in my mind as far as I'm concerned. That's what it's about. My point is very simple. Whose issue (is this?). Mine. Who has to take the call? Me. If it is my issue and I have to take the call; I will decide whether I want somebody's mediation or not. You can offer anything you like, but if I decide it is not relevant to me then it does not happen," Jaishankar said.

"I am very clear in my mind. When people speak of it has gone up and down, where has it gone up and down? India has been very clear about it," he said when asked about the frequent offer of mediation by President Trump.

The External Affairs Minister said in half of his meetings on the sidelines of the UN General Assembly session, the issue of recent developments in Jammu and Kashmir popped up.

"In terms of (issue of) Article 370, I would find it hard to quantify, but I would say maybe in about half my meetings it came up and maybe in half of my meetings it didn't come up. It wasn't that every guy who came to me came with that burning question," he said.

Frankly, most of them were focused on the bilateral relations, he said, adding that even those who raised it, it was not necessarily the first issue of interest to them. "I think in the case of people who showed interest, it was more like, we have read about developments on Kashmir and it would be useful for us to hear from you," he said.

Jaishankar said he apprised the leaders about what was happening and why it was happening in Kashmir.

The External Affairs Minister said that in many cases a lot of what he said was new to them.

"When you explain to them that Article 370 was temporary, when you tell them that it was part of the Constitution of India in which delegates from Jammu and Kashmir also took part, when you tell them that there was a provision within the Article for the modification which took place, and you explain to them that today major source of concern was the fact that Jammu and Kashmir is really not aligned with the rest of India on a whole set of issues and so therefore, how do you really run a country where one large state is misaligned with rest of the country.

"It's a very basic governance issue which people have ducked in the past. But because they ducked in the past doesn't mean that everybody keeps ducking in the future. I think, once you walked them (world leaders) through this, most of them understood it and got it," he said.

When specifically asked about the position of two countries – Malaysia and Turkey – on Kashmir, the minister said: "Obviously they have been given an understanding which clearly is very different from the facts on the ground".

Prime Minister Modi and Jaishankar's meeting came against the backdrop of the Indian government revoking the special status to Jammu and Kashmir and bifurcating the state into two Union Territories on 5 August.

Tensions between India and Pakistan spiked after India abrogated provisions of Article 370 of the Constitution, evoking strong reactions from Pakistan.

India has categorically told the international community that the scrapping of Article 370 was an internal matter and also advised Pakistan to accept the reality.

The purpose of the 'Arogya Manthan' is to provide a platform for all the crucial stakeholders of PM-JAY to meet and discuss the challenges faced in the implementation of the scheme in the past year and to forge new understanding and pathways towards improving implementation.

The key recommendations of 'Arogya Manthan' will be presented on the occasion. 'Ayushman Bharat' was launched by the Prime Minister on 23 September 2018.

‘Hindus, Indian Muslims needn't worry about NRC’: Bengal BJP chief Dilip Ghosh says exercise will only target infiltrators

Kolkata: West Bengal BJP president Dilip Ghosh on Monday said Hindus and Indian Muslims have nothing to worry about it as the exercise would be done only to weed out infiltrators. Ghosh's comment comes in the backdrop of a panic gripping the people of West Bengal following repeated announcement of BJP leaders that the National Register of Citizens (NRC) would be implemented after the party comes to power in the state.

Hundreds of people are seen queueing at government and municipal offices across West Bengal to collect their birth certificates and other documents to be in readiness, should NRC be implemented in the state despite assurances by the TMC government that it would not be allowed in the state.

"The Hindus and Indian Muslims have nothing to worry about NRC. The Hindu refugees would be accorded citizenship under Citizenship (Amendment) Bill. The Muslims who are living in India for the last several decades and have proper documents would not be affected. They will remain citizens of the country," Ghosh said.

The Citizenship (Amendment) Bill, 2019 provides for according Indian citizenship to Hindus, Jains, Christians, Sikhs, Buddhists and Parsis from Bangladesh, Pakistan and Afghanistan after seven years of residence in India, even if they do not possess any document. The legislation was passed by Lok Sabha during its winter session on 8 January but could not be cleared by the upper house.

"Only those who had infiltrated from Bangladesh should be worried as once the NRC is implemented, they would be identified and thrown out of the country," he said while addressing a discussion on the NRC.

Indian Muslims should be worried that infiltrators are eating into their jobs and livelihood, the BJP leader said. Some senior party leaders have said the Bill would be reintroduced in the winter session of Parliament. Ghosh alleged that TMC is opposing NRC in West Bengal in order to protect Bangladeshi Muslim infiltrators who are its vote bank.

TMC has been against the updating of the NRC calling it an "anti-Bengali" move by BJP. In Assam, the only state in the country where the exercise was carried out, names of over 19 lakh people were omitted from the final list which was published on 31 August.

Suspicion was raised by some quarter that about 12 lakh of them are Hindus. The omission of the large number of Hindu Bengalis from the final NRC list in BJP-ruled Assam has apparently created panic among the people of West Bengal and has allegedly led to 11 deaths so far.

Ram Madhav says only 200-250 people put under preventive detention in Jammu and Kashmir, claims there is peace in the Valley

Aurangabad: BJP national general secretary Ram Madhav has stated that during the abrogation of Article 370, around 2000-2500 people were under preventive detention in Jammu and Kashmir but now only 200-250 are under preventive detention.

"Today in Jammu and Kashmir only 200-250 people are under preventive detention in view of the law and order. They have been kept under preventive detention respectfully, some in five-star guest houses, some in five-star hotels," Madhav said during an event on Monday.

"I would also like to say that 200-250 people have been put under preventive detention and there has been peace in Kashmir for two months. You can understand what do the people of Kashmir want and what these 200-250 people want," he added.

Madhav further asserted that in 1994, a "unanimous decision was taken that the only point left to discuss with Pakistan is when they will handover Pakistan-occupied Kashmir (PoK) to India."

"Only outstanding issue between India and Pakistan with respect to Kashmir is the status of Pakistan-occupied Kashmir (PoK)," he said.

Bihar floods: Nitish Kumar, Narendra Modi take stock; rescue and relief ops by NDRF, SDRF, IAF to be escalated

Bihar chief minister Nitish Kumar and Prime Minister Narendra Modi took stock of the extent of the floods in the state on Monday after 29 people died and 3,000 to 4,000 people were evacuated from inundated areas in the state capital, Patna.

According to reports, Modi assured Nitish of "all possible help" by the Centre to tackle the flood situation, in a telephonic conversation on Monday. "Spoke to Bihar chief minister Nitish Kumar ji regarding the flood situation in parts of the state. Agencies are working with the local administration to assist the affected. Centre stands ready to provide all possible further assistance that may be required," Modi tweeted.

Earlier on Monday, Nitish, accompanied by minister for water resources Sanjay Jha and Chief Secretary Deepak Kumar, conducted an aerial survey of the flooded areas before reviewing the situation across the state at a high-level meeting where he interacted with district-level officials through video conferencing.

"Distribution of relief and rescue of stranded people will pick up speed on Tuesday as water would be flushed out with the help of pumps being brought here from Bilaspur. We are also gearing up to meet the challenge of infectious diseases that are known to strike water-logged areas", the chief secretary told reporters after the meeting.

Rescue and relief operations were undertaken on war-footing as the National Disaster Response Force (NDRF) deployed 19 teams in 14 districts of Bihar and evacuated more than 4,000 people including women, patients, children and elderly, ANI reported.

A chopper of the Indian Air Force arrived in the city by noon on Monday, upon request from the state government, and commenced air-dropping of food and other relief material to people living in low-lying areas where the water level is reportedly several feet deep.

People stood on the terraces or roofs of their houses, trying to catch packets that were dropped by the helicopter or hurled at them from boats ferried by the NDRF and the SDRF, PTI reported.

"More than 200 personnel are involved in rescuing people from marooned localities and distribution of relief material to those stranded in inaccessible areas with the help of 36 boats which are plying through Patna", Commandant, NDRF 9th Battalion Vijay Sinha was quoted by PTI as saying.

Many districts of the state, including Patna, are witnessing a flood-like situation. The city has been witnessing acute waterlogging, with residents resorting to unusual modes of transportation in order to move from one place to another. As per the weather forecasting report by India Meteorological Department, Patna will receive more rainfall for the next few days accompanied by thunderstorms.

ANI reported that five teams of the NDRF are operational in Patna, two are deployed in Bhagalpur and one team each in Buxar, Munger, Begusarai, Gopalganj, Kishanganj, Katihar, Khagaria, Madhubani, Supaul, Vaishali, Araria, and Darbhanga.

"More than 200 rescuers with 36 rescue boats are engaged to evacuate the people to safer places. Today more than 4,000 affected people have been evacuated that includes women, patients, children and elderly and shifted to the safer places by NDRF in Patna. The operations continue in Bihar," the NDRF said in a statement.

On Sunday, Nitish visited the severely flooded areas of the state capital and issued necessary instructions to the officials for resolving the issue.

The inundation of many parts of Patna also saw Deputy Chief Minister Sushil Kumar Modi being "rescued" by a State Disaster Response Force (SDRF) boat and LJP chief Ram Vilas Paswan and his son Chirag staying at a hotel.

Private air carriers GoAir and IndiaGo came out with the offer of "full cancellation fee waiver" as flights were diverted to alternative destinations in view of the bad weather prevailing in the Bihar capital.

India to receive rain till mid-October as withdrawal of monsoon gets delayed by a month; seasonal precipitation in 2019 highest in 25 years

The extended southwest monsoon over the Indian subcontinent has not only caused devastation at several places in the country, but has also broken some old records and set new ones. The "relentless" rainfall received all over the country in September this year is also the highest in 102 years, reports said.

"All-India average rainfall in September stands at 241.1 millimeters, 48 percent above normal and the third highest in India Meteorological Department's records since 1901," a report by The Times of India said. The report added that the four-month-long season's rainfall is nine percent above normal this year, "barely a percentage point short of 'excess' monsoon rainfall".

However, PTI quoted an IMD official as saying that the seasonal precipitation received country-wide so far is 10 percent more than the usual, "which is highest in the last 25 years".

Additionally, while the withdrawal of the monsoon has been delayed by a month in most states of the country, The Indian Express reported that the rains will begin retreat after 7 October from the "extreme north-western" parts of the country, which include Rajasthan, Punjab, and parts of Gujarat.

"Light" showers are likely to continue in Maharashtra till 15 October, after which the retreat of the monsoon is likely to start, the report quoted an IMD official as saying. "While the rainfall over India is 10 percent above normal, it has been 32 percent above normal for Maharashtra in the current monsoon season," the official said.

"The southwest monsoon arrived late over the Indian subcontinent this year. At the end of June, the rainfall deficit was of 33 percent. Today, it is 10 percent more than the normal" the official added.

"Normal withdrawal of southwest monsoon begins by 1 September in Rajasthan and other northern parts of India. This year, the Hikka cyclone has so far brought more showers and southwest monsoon is still here, he said.

In Maharashtra, the monsoon has brought copious rains with its late onslaught. Solapur district has reported lowest precipitation of rainfall, which is -38 percent, whereas Pune district has received 109 per cent rainfall of its normal, said the IMD official.

Mumbai has received 3,669.6 millimetres rainfall so far this season — the highest in 61 years — as against its normal quota of 2,350 millimetres. In 1958, Mumbai had received 3759.7 millimetres of rainfall.

Mumbai also faced extremely heavy rainfall (which means more than 200 mm rainfall in 24 hours) five times in the entire season. "This has happened for the first time here in Mumbai, said the official.

JDU condemns Arvind Kejriwal's 'Biharis as outsiders' remark, says CM is 'drunk on power' and has 'sacrificed human values'

New Delhi: JDU on Monday slammed Delhi chief minister Arvind Kejriwal for his statement wherein he alleged that "people from outside" were landing up in the national capital to avail the free medical benefits for those living in Delhi.

The JDU termed his statement as "hateful" and said that the chief minister drunk on power has sacrificed human values.

A spokesperson for the party's unit in Delhi, Satya Prakash Mishra, in a statement said, "Delhi chief minister has made an insulting remark against Bihar and the people from Bihar. His hateful remarks show that the chief minister, drunk on power, has sacrificed human values and forgot common people."

The party termed Kejriwal's statement as evidence that he is scared of losing Legislative Elections in Delhi expected to take place early next year.

"Kejriwal is promoting hate politics in the national capital," the spokesperson said claiming the chief minister is getting frustrated considering how JDU is growing by each Legislative election.

The JDU spokesperson also claimed that the High Court has rejected the contention of the Delhi government that only people of Delhi can get medical treatments in the city.

"Now why is Kejriwal saying that people of Bihar come to Delhi on Rs 500 ticket? Is he not aware that every countryman has a right on the capital of the country and medical treatment is a responsibility towards humanitarian values," he asked while adding that "the people will send him back on Rs 50 ticket this time."

The party said it is not expecting an apology from the chief minister in this regard. "We do not expect an apology from him because he has a different name, "mafinama Mukhyamantri (apology seeking Chief Minister)".

"He is master in making mistakes and then seeking apologies," the JDU spokesperson said while asserting that his party would fight against the insult to "Purvanchalis."

Delhi chief minister Arvind Kejriwal while addressing an event recently had said, "The situation is such that a person from Bihar buys a ticket to Delhi for Rs 500 and returns after availing free treatment worth Rs 5 lakhs. It makes us happy as they are people of our own country, but Delhi has its own capacity."

SC Constitution Bench to commence hearing of pleas challenging abrogation of Article 370 in Jammu and Kashmir today

New Delhi: A five-judge Constitution bench of the Supreme Court is all set to commence from Tuesday, the crucial hearing on the challenges mounted against the legal validity of the Centre's abrogation of Article 370 which gave special status to Jammu and Kashmir.

Chief Justice of India (CJI) Ranjan Gogoi on Saturday had set up the Constitution bench of Justices NV Ramana, SK Kaul, R Subhash Reddy, BR Gavai and Surya Kant to commence hearing on a batch of petitions challenging the scrapping of provisions of Article 370. It was decided on 28 August to refer them to a larger bench.

A bench headed by the CJI, which on Monday dealt with other related petitions concerning the issues arising after the constitutional changes were brought in Jammu and Kashmir, said all such matters would now be adjudicated upon by a three-judge bench headed by Justice Ramana.

Several pleas have been filed in the top court challenging the Centre's 5 August decision abrogating provisions of Article 370 and bifurcating the state into Union Territories of Jammu and Kashmir and Ladakh. The Union Territories will come into being on 31 October.

Advocate ML Sharma became the first petitioner in the case when he filed a petition in the apex court on 6 August challenging the Presidential order on Article 370.

Later, several political parties including the National Conference (NC), the Sajjad Lone-led Jammu and Kashmir Peoples Conference and CPM leader Mohammad Yousuf Tarigami filed pleas in this regard in the top court.

The petition on behalf of NC was filed by Lok Sabha MPs Mohammad Akbar Lone and Justice (retired) Hasnain Masoodi. Lone is a former speaker of the Jammu and Kashmir Assembly and Masoodi is a retired judge of the Jammu and Kashmir High Court.

In 2015, Masoodi had ruled that Article 370 was a permanent feature of the Constitution.

Other pleas include the one filed by a group of former defence officers and bureaucrats. They have also sought directions declaring the presidential orders of 5 August "unconstitutional, void and inoperative".

The plea was filed by professor Radha Kumar, a former member of the Home Ministry's Group of Interlocutors for Jammu and Kashmir (2010-11), former IAS officer of Jammu and Kashmir cadre Hindal Haidar Tyabji, Air Vice Marshal (retired) Kapil Kak, Major General (retired) Ashok Kumar Mehta, former Punjab-cadre IAS officer Amitabha Pande and former Kerala-cadre IAS officer Gopal Pillai, who retired as the Union home secretary in 2011.

A plea has also been filed by bureaucrat-turned-politician Shah Faesal, along with his party colleague and former Jawaharlal Nehru University Students' Union (JNUSU) leader Shehla Rashid.

During the hearing on Monday, the bench, also comprising Justices Bobde and Nazeer, said it has received a report from the Juvenile Justice Committee of the Jammu and Kashmir High Court on the allegations about illegal detention of minors in the Valley.

"The report has come. We will send this matter to the Kashmir bench (a three-judge bench headed by Justice Ramana)," the bench told the lawyer representing petitioners and child right activists Enakshi Ganguly and Shanta Sinha.

It also referred to the three-judge bench a separate plea filed by a doctor who claimed shortage of medical facilities in Kashmir due to the restrictions imposed there and also about restoration of internet facilities in the hospitals there.

The bench said that petition filed by Executive Editor of Kashmir Times Anuradha Bhasin, who has raised the issue of restrictions imposed on working of journalists in Kashmir following the abrogation of provisions of Article 370, would be heard by the three-judge bench.

It also referred the separate petitions, including those filed by CPM leader Sitaram Yechury and senior Congress leader Ghulam Nabi Azad, to the three-judge bench.

While Yechury has filed a petition seeking permission to visit his party colleague Yousuf Tarigami in Kashmir, Azad has moved the top court in his personal capacity seeking its nod to visit his family members and relatives in Kashmir.

The apex court had earlier allowed Yechury to visit Kashmir to meet Tarigami while Azad was also permitted to visit four districts — Srinagar, Jammu, Baramulla, Anantnag — to meet people.

Other pleas, which would be taken up for hearing by the Constitution bench, include the one filed by a group of former defence officers and bureaucrats who have sought direction to declare the Presidential orders of 5 August "unconstitutional, void and inoperative".

The NC leaders have submitted that the Presidential Orders paved the way for application of entire provisions of the Constitution in Jammu and Kashmir and also have the effect of nullifying Article 35A and completely abrogating Article 370.

They have contended that the Presidential Orders and the new legislation unconstitutionally undermine the scheme of Article 370.

All eyes are on Union Home Minister Amit Shah's scheduled seminar on the contentious National Register of Citizens and Citizenship (Amendment) Bill, 2019 slated to be held on Tuesday in Kolkata.

Shah, who is also the BJP president, will visit the city on 1 October and inaugurate a community Durga Puja besides addressing the seminar, party sources said on Monday. This will be Shah's first visit to West Bengal since he assumed the office of the Union home minister earlier this year.

The seminar assumes importance as it is being held at a time when there have been 11 deaths in the state allegedly due to panic over the implementation of NRC in West Bengal.

Shah had repeatedly said that the NRC exercise will be conducted across the country and Mamata Banerjee-headed TMC government in West Bengal had avowed that the NRC exercise will not be allowed in the state.

According to state BJP sources, Shah's seminar is of immense importance as he likely to address all allegations by TMC and "misconceptions" created by it over NRC.

"The TMC has deliberately tried to create a panic in the state over NRC. So Amit Shah ji will give us a clear picture over the issue and dispel all the fears and misconceptions," a senior state BJP leader said.

In Assam, the only state in the country where the exercise was carried out to update the NRC, names of over 19 lakh people were omitted from the final list which was published on 31 August. Of them about 12 lakh are Hindus. NRC was one of the provisions of the Assam Accord of 1985 and was carried out under the supervision of the Supreme Court.

Supreme Court to hear a batch of pleas challenging scrapping of Article 370 today

Referring a clutch of petitions challenging the abrogation of Article 370 in Jammu and Kashmir to a Constitution Bench, the Supreme Court on Monday said that the matter will be taken up for hearing on Tuesday as the bench does not have time due to daily hearings in the Ayodhya case. The petitions include the pleas filed by Kashmir Times editor Anuradha Bhasin against the communications blockade, and by child rights activists against the "illegal" detention of children in the newly-formed Union Territory.

Chief Justice of India Ranjan Gogoi said the bench did not have time to hear the petitions because of the daily hearings in the Ayodhya case, adding that the Constitution Bench on Kashmir would take up "all issues from tomorrow", said reports.

"We do not have the time to hear so many matters. We have the Constitution bench case (Ayodhya dispute) to hear," he said.

A Constitution Bench headed by Justice NV Ramana, comprising Justices Sanjay Kishan Kaul, Subhash Reddy, BR Gavai and Surya Kant, will hear the plea filed by Bhasin, which is seeking the removal of the communication blockade in Kashmir, which was imposed on 4 August as a "preventive measure" before the government abrogated the law which accorded the restive region with a degree of autonomy. Bhasin has also petitioned for the "free movement of journalists and the press in Kashmir".

In addition to this, the public interest litigation (PIL) filed by child rights experts Enakshi Ganguly and Professor Shanta Sinha, alleging "illegal detention" of children in Jammu and Kashmir after the abrogation, will also be taken up on Tuesday.

DK Shivkumar to be produced in court today on expiry of his judicial custody

A special Central Bureau of Investigation (CBI) court on remanded senior Congress leader DK Shivakumar to judicial custody till 1 October in a money laundering case. Shivakumar is to be produced before the at Rouse Avenue Court on expiry of Enforcement Directorate’s (ED’s) custody.

“So far as the application for remand of the accused to judicial custody is concerned, having considered the facts and circumstances, the accused is remanded to judicial custody till 1 October," said special judge Ajay Kumar Kuhar.

The court directed that Shivakumar be first taken to hospital. Only if his medical condition is stable he should be sent to judicial custody in Tihar jail.

Senior advocate Mukul Rohatgi, also representing Shivakumar and seeking bail for him, said he was a 7-time MLA and not a flight risk. It is a case based on documentary evidence and there was no ground to keep Shivakumar in custody as he has no criminal antecedent, said Rohatgi.

He further said that this is a case of granting bail and the court can impose conditions; if not, then granting medical bail to Shivakumar should be considered.

Opposing the bail plea, ED said that it had taken care of his medical conditions.

The Congress leader was arrested by the ED on 3 September after almost four days of interrogation over charges of money laundering. The ED cited Shivakumar’s non-cooperation during the questioning as the reason for his arrest.

12th tranche of electoral bonds to be issued from today

Ahead of Assembly elections in Maharashtra and Haryana, the government on Monday announced the issuance of 12th tranche of electoral bonds that could be used to make donations to political parties.

Polls will be held in both Maharashtra and Haryana on 21 October, while counting will take place on 24 October.

Electoral bonds are being pitched as an alternative to cash donations made to political parties as part of efforts to bring transparency in political funding.

"State Bank of India (SBI), in the XII phase of the sale, has been authorised to issue and encash electoral bonds through its 29 authorised branches with effect from 1-10 October," the finance ministry said in a statement.

The 29 specified SBI branches are in cities such as New Delhi, Gandhinagar, Chandigarh, Bengaluru, Bhopal, Mumbai, Jaipur, Lucknow, Chennai, Kolkata and Guwahati

Indian Railways is introducing additional trains to accommodate the festive rush

With a series of big festivals to follow, the Indian Railways has announced special festivals trains to cater to the increased passenger traffic and festival rush.

Passenger volume increases multifold every year during Durga Puja, Chhath and Diwali, as people visit their hometowns to celebrate with family or go on a vacation. As it becomes difficult to get a reservation on regular trains, the different zones of Indian Railways have announced additional sets of trains.

Special festival trains: All you need to know      

Eastern Railway is running eight pairs of weekly Puja special trains between Malda via Sultanpur and Malda-Haridwar. The passengers on Haridwar-Malda, Gorakhpur-Howrah and Howrah-Chhapra routes will be benefited from these trains. These trains are expected to start their operations in the first week of October 2019. The passengers will be able to book tickets for these trains through IRCTC website or at the railway reservation offices. They can also get the updates on these trains on railway websites.

According to railway sources, Howrah-Gorakhpur special train is expected to be operational from 4 October, while the special trains on Malda Town-Haridwar and Howrah-Chhapra routes are likely to begin the journey from 7 October.

The special trains on Howrah-Gorakhpur route and Howrah-Chhapra route will run till 25 October and 28 October respectively. The special train on Malda Town-Haridwar will be operational till 25 November.

All the special trains will run as a special train on special charges and no concessional booking will be allowed in these trains. The passengers will be able to book air-conditioned, sleeper or general second class ticket. Booking for all the special trains will be opened on 16 September 2019 through the IRCTC e-ticketing website and the Indian Railways reservations offices and other related ticket booking centres.

The passengers should confirm the timings of special trains and the latest updates through railway enquiry or website.

The meeting has come at a time when New Delhi and Washington are in advanced stages of trade discussions aimed at reaching a trade deal soon.

The external affairs minister is on a three-day visit to Washington during which he is also scheduled to meet US Defence Secretary Mark Esper and the new National Security Advisor Robert O'Brien.

Tensions on the trade front between the two countries had emerged in June after US president Donald Trump revoked its preferential trade privileges, in response to which India imposed tariffs on 28 US products, including almonds and apples.

India had been the biggest beneficiary of the Generalised System of Preferences (GSP), a programme designed to help developing countries sell to US consumers.

At a joint press conference with Prime Minister Narendra Modi on the sidelines on UNGA summit, US president Donald Trump had said that New Delhi and Washington would reach trade deal "soon".

The omission of a large number of Hindu Bengalis from the final NRC list in BJP-ruled Assam has apparently created panic among the people and has allegedly led to eleven deaths in the state so far.

"The TMC has been opposing NRC to protect Bangladeshi Muslim infiltrators who are its vote bank in West Bengal. But after many Hindus were omitted from the NRC final list in Assam, it is trying to project us as anti-Hindu and an anti-refugee party. This might take a toll on our prospects in Bengal," said a senior state BJP leader, who did not wish to be named.

TMC has been against the updation of the NRC calling it an "anti-Bengali" move by BJP. Meanwhile, TMC secretary general Partha Chatterjee, has demanded that Shah and BJP leadership clarify the exclusion of a large number of Hindus in the final NRC list in Assam.

"BJP has been speaking on implementation of NRC to throw out infiltrators. It should first clarify why such a large number of Hindus were omitted from the NRC list in Assam. Are those Hindus who were omitted from the (NRC) list, infiltrators? BJP should clarify," he said.

The Citizenship (Amendment) Bill, 2019 provides for according Indian citizenship to Hindus, Jains, Christians, Sikhs, Buddhists and Parsis from Bangladesh, Pakistan and Afghanistan after seven years of residence in India instead of 12 years, which is the current norm, even if they do not possess any document. The legislation was passed by Lok Sabha during its winter session on 8 January but could not be cleared by the upper house.

Some senior BJP leaders have said that the Bill would be reintroduced in the winter session of Parliament. Banerjee, who had met Shah earlier this month in the national capital over the matter, has been building strong public opinion against the NRC exercise. The TMC supremo had led a rally against NRC on September 12 in the city.

The West Bengal Assembly had in August passed a resolution against NRC and Banerjee had vowed not to allow its implementation in Bengal.

Chinmayanand rape case: 80 Congress workers, including Jitin Prasada, detained in UP ahead of support rally for Shahjahanpur law student

At least, 80 Congress workers, including former Union minister Jitin Prasada, were arrested on Monday in Shahjahanpur when they were holding a public meeting ahead of  'Nyay yatra', a protest march that the party had planned in support of the law student who accused BJP's former Union minister Chinmayanand of rape, PTI reported.

Accusing the Uttar Pradesh Police of blocking the march, the Congress said its leaders, including Prasada, were detained. District borders of Shahjahanpur have been blocked from all sides, the Opposition party added on its official Twitter handle.

According to Superintendent of Police (city) Dinesh Tripathi, Congress workers were holding a meeting in front of the party office at a time when prohibitory orders were promulgated in the city and 80 of them have been arrested. "They had not taken any permission from the administration. After arrest, they have been taken to Police Lines," Tripathi said.

Police sources claimed that Prasada, district Congress president Kaushal Mishra, leader of Congress Legislative Party in the UP Assembly Ajay Kumar Lallu and senior party leader Dheeraj Gurjar were among those arrested and kept at Police Lines.

Heavy police force was deployed at the Congress office in view of the march and roads leading to it were barricaded. However, many Congress workers reached the spot and started a public meeting.

Mishra claimed he and Prasada were under house arrest. "SDM (sub-divisional magistrate) Sadar and CO (circle officer) City told me that I and Jitin Prasada have been put under house arrest. When they were asked as to why a heavy police force was deployed outside the residence of Prasada, we were told that no one will be taking out any padyatra," Mishra told PTI. Mishra claimed authorities told him that no one would be taking out any rallies.

There was heavy police deployment outside the residence of Prasada from 10 in the morning.

The 'Nyay yatra' by the Congress, was reportedly a planned a 180-km march from Shahjahanpur to Lucknow, which was aimed in solidarity with the girl student who had levelled rape allegations against BJP leader and former union minister Swami Chinmayanand.

Prasada was seen questioning police over the denial of holding the padayatra and asked whether or not holding a protest seeking justice for a person was wrong.

"Congress today wanted to hold a march to highlight the plight of the Shahjahanapur rape victim but the local administration is not allowing it. Tell me how is it a violation of the law? It is unfortunate," Prasada told reporters.

Prasada had accused the Yogi Adityanath-led government of crushing voices of dissent. In his Twitter post, the Congress leader attached a letter of the District Magistrate Shahjahanpur addressed to the party's district committee president Kaushal Mishra.

According to the letter, the public meeting was to be held on Monday at 10 am followed by a 'padayatra' from Congress office in the town and was to go through several places like Sadar Bazaar, Bahadurganj and Ghantaghar on the way to Lucknow.

"This is to inform you that currently festival season is going on and Navratri, Durga Puja and Dusshera functions are being held. The proposed route of the 'padayatra' passes through busy markets due to which it is not possible to give police protection. Also, the place cannot accommodate nearly 2,000 people during the public meeting," the letter said.

"As Section 144 (which prohibits the gathering of more than four people) is imposed in Shahjahanpur district, it is not possible to organise a programme of such a large scale. Hence, the administration has denied permission to hold the 'padayatra'," it said.

A local court in Shahjahanpur had on 20 September sent Chinmayanand to 14 days of judicial custody for allegedly sexually assaulting the law student. He was charged with an offence not amounting to rape, stalking and criminal intimidation.

Earlier, during the SIT interrogation, the student had accepted that she instigated one of her friends to send messages to Chinmayanand demanding extortion money. After her confession, she was arrested and produced before the court, which sent her to judicial custody for 14 days.

The law student went missing on 24 August after a video of her alleging that a person from 'Sant Samaj' had threatened to kill her and her parents went viral on the social media.

The girl, who studied in a college run by Chinmayanand, had later testified before a local court that she was repeatedly raped by the BJP leader for over a year. She said that the accused recorded the incidents on camera and used them to blackmail her.

Chinmayanand, who was the Minister of State for Home in the Atal Bihari Vajpayee government, was admitted to Lucknow's Sanjay Gandhi Post Graduate Institute of Medical Sciences on 23 September after he complained of chest pain.

Madhya Pradesh honey-trap case: Police say victims filmed using spy cameras lodged in lipsticks, goggles, mobile phones

Bhopal: The honey-trap and blackmailing racket busted mid-September in Indore and Bhopal saw the ingenious use of spy cameras in lipsticks and goggles, along with mobile phones, as the accused went about filming their victims, police sources said on Sunday.

Five women and a man were arrested in Indore and Bhopal on 18 and 19 September for allegedly running the racket, after an Indore Municipal Corporation engineer approached police claiming he was being blackmailed to the tune of Rs 3 crore over objectionable video clips by the accused.

Police had identified the accused as Aarti Dayal (29), Monika Yadav (18), Shweta Vijay Jain (39), Shweta Swapnil Jain (48), Barkha Soni (34) and Omprakash Kori (45).

Indore Senior Superintendent of Police, Ruchi Vardhan Misra had told the media after the arrests that spy cameras had been seized from the accused, though she did not go into details of the gadgets' sophistication.

Neither Misra nor Indore Crime Branch Additional Superintendent of Police Amarendra Singh, both part of the Special Investigation Team probing the case, were available for comment on this aspect despite repeated calls on Sunday.

Several video clips of people in compromising positions, purportedly from the high-profile racket, have flooded social media, though several of them appear to be morphed as well.

Haryana Assembly Election 2019, Kalayat profile: With an Independent winning in 2014, parties vie to grab seat

With voting for the 90-member Haryana Assembly scheduled for 21 October in a single-phase election, the Election Commission is getting ready to conduct this most important exercise in a democratic setup.

The term of the current Haryana Assembly will end on 2 November.

Out of the 90 Assembly constituencies in the state, 17 are reserved for Scheduled Castes as per the Delimitation of Parliamentary and Assembly Constituencies Order, 2008.

The state has a total number of 1,81,91,228 people as general electors while 1,07,486 are enrolled as Service Voters taking the final electoral rolls to 1,82,98,714 who will exercise their right to franchise in 19,425 polling stations.
